The Relativistic Heavy Ion Collider (RHIC) operation as the polarized proton collider presents unique challenges since both luminosity(L) and spin polarization(P) are important. With longitudinally polarized beams at the experiments, the figure of merit is LP{sup 4}. A lot of upgrades and modifications have been made since last polarized proton operation. A 9 MHz rf system is installed to improve longitudinal match at injection and to increase luminosity. The beam dump was upgraded to increase bunch intensity. A vertical survey of RHIC was performed before the run to get better magnet alignment. The orbit control is also improved this year. Additional efforts are put in to improve source polarization and AGS polarization transfer efficiency. To preserve polarization on the ramp, a new working point is chosen such that the vertical tune is near a third order resonance. The overview of the changes and the operation results are presented in this paper. Siberian snakes are essential tools to preserve polarization when accelerating polarized beams to higher energy. This report assesses the potential and consequences of a steam explosion in Slurry Feed Ceramic Melters (SFCM). The principles that determine if an interaction is realistically probable within a SFCM are established. Also considered are the mitigating effects due to dissolved, non-condensable gas(es) and suspended solids within the slurry feed, radiation, high glass viscosity, and the existence of a cold cap. The report finds that, even if any explosion were to occur, however, it would not be large enough to compromise vessel integrity.

The transverse Vlasov equilibrium distribution function of an unbunched ion beam propagating in a continuous focusing channel is specified by a function f{perpendicular} (H{perpendicular}), where H{perpendicular} is the single-particle Hamiltonian. In standard treatments of continuous focusing equilibria in Vlasov-Poisson electrostatic models, it is assumed that a stable beam equilibrium specified by monotonic f{perpendicular}(H{perpendicular}) with {partial_derivative}f{perpendicular}(H{perpendicular})/{partial_derivative}H{perpendicular} {le} 0 is axisymmetric (no variation in azimuthal angle, i.e., with {partial_derivative}/{partial_derivative}{theta} = 0). In this paper a simple, but rigorous, proof is presented that only axisymmetric equilibrium solutions are possible in Vlasov-Poisson models for any physical choice of f{perpendicular}(H{perpendicular}) with {partial_derivative}f{perpendicular}(H{perpendicular})/{partial_derivative}H{perpendicular} {le} 0 if the confining boundary of the system (the beam pipe) is axisymmetric or if the geometry is radially unbounded.

The National Energy Information Center (NEIC), as part of its mission, provides energy information and referral assistance to Federal, State, and local governments, the academic community, business and industrial organizations, and the general public. The two principal functions related to this task are (1) operating a general access telephone line, and (2) responding to energy-related correspondence addressed to the Energy Information Administration (EIA). The Energy Information Directory was developed to assist the NEIC staff, as well as other Department of Energy (DOE) staff, in directing inquiries to the proper offices within DOE, other Federal agencies, or energy-related trade associations. The Directory is a list of most Government offices and trade associations that are involved in energy matters. It does not include those DOE offices which do not deal with the public or public information.

A weekly publication, the Texas Register serves as the journal of state agency rulemaking for Texas. Information published in the Texas Register includes proposed, adopted, withdrawn and emergency rule actions, notices of state agency review of agency rules, governor's appointments, attorney general opinions, and miscellaneous documents such as requests for proposals. A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) 2012 portfolio of 86 major defense acquisition programs is estimated to cost a total of $1.6 trillion, reflecting decreases in both size and cost from the 2011 portfolio. Those decreases are largely the result of more programs exiting than entering the portfolio, as well as reductions in procurement quantities due to program cancelations and restructurings. Notably a majority of programs in the portfolio gained buying power in the last year as their acquisition unit costs decreased. DOD's 10 costliest programs, excluding the Missile Defense Agency's Ballistic Missile Defense System (BMDS), drive most of the portfolio's cost performance and funding needs. The majority (65 percent) of the funding that DOD estimates it will need to complete its current programs is associated with those 10 programs, and almost all of that funding is for procurement."
