ACCELERATING CLOSURE AT DOE SITES WITH EM'S SCIENCE AND TECHNOLOGY PROGRAM

Technical support is important for all U.S. Department of Energy (DOE) facilities facing difficult technical issues, aggressive remediation schedules, and tight budgets. It is especially vital for closure sites, which typically are smaller and have fewer resources available to apply to remediation activities. In many cases, closure sites and other small sites no longer have staff with the expertise required to overcome technical barriers on their own. As closure deadlines approach, special technical expertise is needed to identify, evaluate, and implement new and innovative approaches that will result in significant cost and schedule improvement for the waste disposition pathway. Site ''problem holders'' must have access to world-class scientific and engineering expertise from DOE national laboratories and research facilities, private industry, and universities to address immediate critical problems. In order to have confidence in the feasibility and results of innovative approaches, site contractors need to have the benefit of the valuable experiences of technicians who have faced similar problems and found solutions. The DOE Environmental Management (EM) Science and Technology (S&T) program recognizes the need of the closure sites to solve problems aggressively and is highly responsive to this need. The dynamics of diluted Ho spin ice Ho2-xYxTi2O7 studied byneutron spin echo spectroscopy

We have studied the spin relaxation in diluted spin ice Ho{sub 2-x} Y{sub x} Ti{sub 2}O{sub 7} by means of neutron spin echo spectroscopy. Remarkably, the geometrical frustration is not relieved by doping with non-magnetic Y, and the dynamics of the freezing is unaltered in the spin echo time window up to x {approx_equal} 1.6. At higher doping with non-magnetic Y (x {ge} 1.6) a new relaxation process at relatively high temperature (up to at least T {approx_equal} 55 K) appears which is more than 10 times faster than the thermally activated main relaxation process. We find evidence that over the whole range of composition all Ho spins participate in the dynamics. These results are compared to a.c. susceptibility measurements of the diluted Ho and Dy spin ice systems. X-ray absorption fine structure (EXAFS) spectra and x-ray diffraction show that the samples are structurally well ordered.

A New Approach for the Permanent Disposal of Long Lived Fission Waste

Nuclear fission can meet humanity's disparate requirements for carbon-free energy throughout this century and for millennia to come - not only for electricity but also as a source of hydrogen for transportation fuels and a heat source for desalination. However, most countries are not pursuing fission as an option for future energy and global climate needs. One paramount reason is diminished public acceptance over concerns of waste disposal. We would also add 'fuel resources' as a major future concern, because fission is not sustainable in the long term with the present 'once-through' fuel that utilizes less than 1% of the mined uranium and consigns its fertile potential to a permanent waste repository. Accordingly, global scale fission will become attainable (i.e., doable) if and when an integrated solution to this overall 'fuel-cycle' problem is realized. It is the back-end of the fuel cycle - i.e., the need for permanent storage of spent fuel and high-level waste - that has become the focus of much of the criticism. In particular, the construction and implementation of permanent waste repositories such as Yucca Mountain is becoming increasingly problematic from a financial and political perspective. Biosignatures of Pathogen and Host

In information theory, a signature is characterized by the information content as well as noise statistics of the communication channel. Biosignatures have analogous properties. A biosignature can be associated with a particular attribute of a pathogen or a host. However, the signature may be lost in backgrounds of similar or even identical signals from other sources. In this paper, we highlight statistical and signal processing challenges associated with identifying good biosignatures for pathogens in host and other environments. In some cases it may be possible to identify useful signatures of pathogens through indirect but amplified signals from the host. Discovery of these signatures requires new approaches to modeling and data interpretation. For environmental biosignal collections, it is possible to use signal processing techniques from other applications (e.g., synthetic aperture radar) to track the natural progression of microbes over large areas. We also present a computer-assisted approach to identify unique nucleic-acid based microbial signatures. Finally, an understanding of host-pathogen interactions will result in better detectors as well as opportunities in vaccines and therapeutics.

High Biomass Low Export Regimes in the Southern Ocean

This paper investigates ballasting and remineralization controls of carbon sedimentation in the twilight zone (100-1000 m) of the Southern Ocean. Size-fractionated (<1 {micro}m, 1-51 {micro}m, >51 {micro}m) suspended particulate matter was collected by large volume in-situ filtration from the upper 1000 m in the Subantarctic (55 S, 172 W) and Antarctic (66 S, 172 W) zones of the Southern Ocean during the Southern Ocean Iron Experiment (SOFeX) in January-February 2002. Particles were analyzed for major chemical constituents (POC, P, biogenic Si, CaCO3), and digital and SEM image analyses of particles were used to aid in the interpretation of the chemical profiles. Twilight zone waters at 66 S in the Antarctic had a steeper decrease in POC with depth than at 55 S in the Subantarctic, with lower POC concentrations in all size fractions at 66 S than at 55 S, despite up to an order of magnitude higher POC in surface waters at 66 S. The decay length scale of >51 {micro}m POC was significantly shorter in the upper twilight zone at 66 S ({delta}{sub e}=26 m) compared to 55 S ({delta}{sub e}=81 m). This document describes the U.S. Department of Energy’s (DOE) Hanford Site environment. It is intended to provide a consistent description of the Hanford Site for the many environmental documents being prepared by DOE contractors concerning the National Environmental Policy Act (NEPA). No statements regarding significance or environmental consequences are provided. This year’s report is the eighteen revision of the original document published in 1988 and is (until replaced by the nineteenth revision) the only version that is relevant for use in the preparation of Hanford NEPA, State Environmental Policy Act (SEPA), and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) documents. Two chapters are included in this document (Chapters 4 and 6), numbered to correspond to chapters typically presented in environmental impact statements (EISs) and other Hanford Site NEPA or CERCLA documentation. Chapter 4.0 (Affected Environment) describes Hanford Site climate and meteorology; air quality; geology; hydrology; ecology; cultural, archaeological, and historical resources; socioeconomics; noise; and occupational health and safety. The Hanford Site 1000-Year Cap Design Test

Surface barrier or capping technology is needed to isolate buried wastes. A successful cap must prevent the intrusion of plants, animals, and man into the underlying waste, minimize wind and water erosion, require minimal maintenance, and limit water intrusion to near-zero amounts. For some sites where wastes are long-lived, caps should potentially last a thousand years or more. At the U.S. Department of Energy (DOE) Hanford Site in Washington State, a surface cap with a 1000-year design life was constructed and then tested and monitored for performance under wetting conditions that are extreme for the region. The cap was built in 1994 over an existing waste site as a part of a Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) treatability test. The above-grade barrier or cap consists of a 2-m-thick silt-loam soil overlying layers (from top down) of sand, gravel, basalt rock (riprap), and a low-permeability asphalt. Two sideslope configurations, a clean-fill gravel on a 10:1 slope and a basalt riprap on a 2:1 slope were part of the overall design and testing. This report summarizes the science and technology research and development efforts in Lawrence Livermore National Laboratory's Engineering Directorate for FY2004, and exemplifies Engineering's more than 50-year history of developing the technologies needed to support the Laboratory's missions. Engineering has been a partner in every major program and project at the Laboratory throughout its existence and has prepared for this role with a skilled workforce and the technical resources developed through venues like the Laboratory Directed Research and Development Program (LDRD). This accomplishment is well summarized by Engineering's mission: ''Enable program success today and ensure the Laboratory's vitality tomorrow''. Engineering's investment in technologies is carried out through two programs, the ''Tech Base'' program and the LDRD program. LDRD is the vehicle for creating those technologies and competencies that are cutting edge. These require a significant level of research or contain some unknown that needs to be fully understood. Tech Base is used to apply technologies to a Laboratory need. The term commonly used for Tech Base projects is ''reduction to practice''. Geographical and Temporal Dynamics of Chaetocnema Pulicaria and Their Role in Stewart's Disease of Corn in Iowa

This thesis investigated the biology and importance of the corn flea beetle vector and its role in the Stewart's disease of corn pathosystem. This was accomplished by determining the number of corn flea beetle generations that occur in Iowa and by quantifying the proportions of those populations found to be infested with the causal agent of Stewart's disease, pantoea stewartii. In addition, a preliminary study was conducted to determine how soil temperature was influenced by air temperature and how this may be applied to forecasting for Stewart's disease of corn. Research using yellow sticky cards and sweep netting demonstrated that there are overwintering, first, and second field generations of the corn flea beetle in Iowa. It was also observed that there was a period during June of both 1999 and 2000 when corn flea beetles were not found, which is important new management information. This research has also demonstrated that the incidence of P. stewartii-infested corn flea beetles can be monitored by ELISA testing and that the incidence fluctuates greatly throughout the corn growing season. Fuel cells at the crossroads : attitudes regarding the investment climate for the US fuel cell industry and a projection of industry job creation potential.

Fuel Cells at the Crossroads examines financial community and fuel cell industry views on the investment climate for the fuel cell industry. It also explores the investment history of the US fuel cell industry and projects potential future job creation. The scope of the study included the transportation, stationary power generation and portable sectors. Interviews were conducted with industry and financial experts. The results of the interviews provide a snapshot of industry perspective just prior to President Bush's endorsement of a hydrogen economy in his 2003 State of the Union address. In April 2003, we conducted a spot check to test whether the State of the Union address had changed opinions. We found little change among the financial and investment communities, but some guarded new optimism among industry leaders. The general outlook of our sample was cautiously hopeful. There is no question, however, that the current climate is one of great uncertainty, particularly when compared with the enthusiasm that existed just a few years ago. Among other things: (1) Respondents generally believed that the energy industry will undergo profound change over the next few decades, resulting in some form of hydrogen economy. Radiative transitions in InGaN quantum-well structures

InGaN based light emitting devices demonstrate excellent luminescence properties and have great potential in lighting applications. Though these devices are already being produced on an industrial scale, the nature of their radiative transition is still not well understood. In particular, the role of the huge (>1MV/cm), built-in electric field in these transitions is still under debate. The luminescence characteristics of InGaN quantum well structures were investigated as a function of excitation power, temperature, and biaxial strain, with an intent of discerning the effects of the electric field and inhomogeneous indium distribution in the QW on the radiative transition. It was found that the luminescence energy did not scale only with the indium concentration but that the QW thickness must also be taken into account. The thickness affects the transition energy due to quantum confinement and carrier separation across a potential drop in the QW. The luminescence peak width was shown to increase with increased indium fraction, due to increased indium inhomogeneity. The carrier lifetime increased exponentially with QW thickness and luminescence wavelength, due to increased carrier separation. Measuring the luminescence energy and carrier lifetime as a function of excitation density showed that the electric field can be screened by strong …

Nonphotochemical Hole-Burning Imaging Studies of in vitro Carcinoma and Normal Cells Utilizing a Mitochondrial Specific Dye

Low temperature Nonphotochemical Hole Burning (NPHB) Spectroscopy of the dye rhodamine 800 (MF680) was applied for the purpose of discerning differences between cultured normal and carcinoma ovarian surface epithelial (OSE) cells. Both the cell lines were developed and characterized at the Mayo Clinic (Rochester, MN), with the normal cell line having been transfected with a strain of temperature sensitive Simian Virus 40 Large T Antigen (SV40) for the purpose of extending the life of the cell culture without inducing permanent changes in the characteristics of the cell line. The cationic lipophilic fluorophore rhodamine 800 preferentially locates in in situ mitochondria due to the high lipid composition of mitochondria and the generation of a large negative membrane potential (relative to the cellular cytoplasm) for oxidative phosphorylation. Results presented for NPHB of MF680 located in the cells show significant differences between the two cell lines. The results are interpreted on the basis of the NPHB mechanism and characteristic interactions between the host (cellular mitochondrial) and the guest (MF680) in the burning of spectral holes, thus providing an image of the cellular ultrastructure. The Effect of Initial Conditions on the Nonlinear Evolution of Perturbed Interfaces Driven by Strong Blast Waves

In core-collapse supernovae, strong blast waves drive interfaces susceptible to Rayleigh-Taylor (RT), Richtmyer-Meshkov (RM), and Kelvin-Helmholtz (KH) instabilities. In addition, perturbation growth can result from material expansion in large-scale velocity gradients behind the shock front. Laser-driven experiments are designed to produce a strongly shocked interface whose evolution is a scaled version of the unstable hydrogen-helium interface in core-collapse supernovae such as SN 1987A. The ultimate goal of this research is to develop an understanding of the effect of hydrodynamic instabilities and the resulting transition to turbulence on supernovae observables that remain as yet unexplained. In this dissertation, we present a computational study of unstable systems driven by high Mach number shock and blast waves. Using multi-physics radiation hydrodynamics codes and theoretical models, we consider the late nonlinear instability evolution of single mode, few mode, and multimode interfaces. We rely primarily on 2D calculations but present recent 3D results as well. For planar multimode systems, we show that compressibility effects preclude the emergence of a regime of self-similar instability growth independent of the initial conditions (IC's) by allowing for memory of the initial conditions to be retained in the mix-width at all times. Site-Specific Velocity and Density Model for the Waste Treatment Plant, Hanford, Washington.

This report documents the work conducted under the SBP to develop a shear wave and compressional wave velocity and density model specific to the WTP site. Section 2 provides detailed background information on the WTP site and its underlying geology as well as on the Seismic Boreholes Project activities leading up to the Vs and Vp measurements. In Section 3, methods employed and results obtained are documented for measurements of Vs and Vp velocities in basalts and interbeds. Section 4 provides details on velocity measurements in the sediments underlying the WTP. Borehole gravity measurements of density of the subsurface basalt and sediments are described in Section 5. Section 6 describes the analysis of data presented in section 3-5, and presents the overall velocity and density model for the WTP site.

In-Situ Containment and Extraction of Volatile Soil Contaminants

The invention relates to a novel approach to containing and removing toxic waste from a subsurface environment. More specifically the present invention relates to a system for containing and removing volatile toxic chemicals from a subsurface environment using differences in surface and subsurface pressures. The present embodiment generally comprises a deep well, a horizontal tube, at least one injection well, at least one extraction well and a means for containing the waste within the waste zone (in-situ barrier). During operation the deep well air at the bottom of well (which is at a high pressure relative to the land surface as well as relative to the air in the contaminated soil) flows upward through the deep well (or deep well tube). This stream of deep well air is directed into the horizontal tube, down through the injection tube(s) (injection well(s)) and into the contaminate plume where it enhances volatization and/or removal of the contaminants.
