Observation of snake resonances at Relativistic Heavy Ion Collider

The Siberian snakes are powerful tools in preserving polarization in high energy accelerators has been demonstrated at the Brookhaven Relativistic Heavy Ion Collider (RHIC). Equipped with two full Siberian snakes in each ring, polarization is preserved during acceleration from injection to 100 GeV. However, the Siberian snakes also introduce a new set of depolarization resonances, i.e. snake resonances as first discovered by Lee and Tepikian. The intrinsic spin resonances above 100 GeV are about a factor of two stronger than those below 100 GeV which raises the challenge to preserve the polarization up to 250 GeV. In 2009, polarized protons collided for the first time at the RHIC design store energy of 250 GeV. This paper presents the experimental measurements of snake resonances at RHIC. The plan for avoiding these resonances is also presented.

HEP Science Network Requirements

The Energy Sciences Network (ESnet) is the primary provider of network connectivity for the US Department of Energy Office of Science, the single largest supporter of basic research in the physical sciences in the United States. In support of the Office of Science programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet to be a highly successful enabler of scientific discovery for over 20 years. In August 2009 ESnet and the Office of High Energy Physics (HEP), of the DOE Office of Science, organized a workshop to characterize the networking requirements of the programs funded by HEP. The International HEP community has been a leader in data intensive science from the beginning. HEP data sets have historically been the largest of all scientific data sets, and the communty of interest the most distributed. The HEP community was also the first to embrace Grid technologies. Cybercrime: An Overview of the Federal Computer Fraud and Abuse Statute and Related Federal Criminal Laws

The federal computer fraud and abuse statute, 18 U.S.C. 1030, outlaws conduct that victimizes computer systems. It is a cyber security law. It protects federal computers, bank computers, and computers connected to the Internet. It shields them from trespassing, threats, damage, espionage, and from being corruptly used as instruments of fraud. It is not a comprehensive provision, but instead it fills cracks and gaps in the protection afforded by other federal criminal laws. This is a brief sketch of Section 1030 and some of its federal statutory companions, including the amendments found in the Identity Theft Enforcement and Restitution Act.

Recovery Act: Increasing the Public's Understanding of What Funds Are Being Spent on and What Outcomes Are Expected

A letter report issued by the Government Accountability Office with an abstract that begins "A hallmark of efforts to implement the $862 billion American Recovery and Reinvestment Act of 2009 (Recovery Act) is to be transparent and accountable about what the money is being spent on and what is being achieved. To help achieve these goals, recipients are to report every 3 months on their award activities and expected outcomes, among other things. This information is available on Recovery.gov, the government's official Recovery Act Web site. As requested, this report covers 11 federal programs focused on broadband, energy, transportation, federal buildings, and civil works activities, representing $67 billion in Recovery Act funding. Primarily, the report (1) describes how the Office of Management and Budget (OMB) and federal agencies implemented the act to report funds' uses and (2) assesses the extent to which descriptions of awards meet GAO's transparency criteria. It also describes reported uses of funds for the 11 programs. GAO reviewed requirements for reporting in the act and OMB's guidance. Based on these requirements, GAO developed a transparency assessment and applied it to a probability sample of descriptions from 14,089 recipient reports. In addition, GAO reviewed 52 projects in …
