The initial phase of the Plutonium Information Resource is well under way. Board members developed linkages with Russian scientists and engineers and obtained names of technical team members. Portions of the proposals were approved by the Governing Board. Proposals for education and outreach were reviewed by the Education Proposal Review Group, considered by the Governing Board and approved. The Senior Technical Review Group met to consider the R&D programs associated with fissile materials disposal. A newsletter was published. Progress continued on the high explosives demonstration project, on site-specific environmental work, and the multiattribute utility analysis. Center offices in Amarillo were furnished, equipment was purchased, and the lease was modified.

This report provides a brief overview of the proposed amendment to Rule 41, which would amend the federal search and seizure rules to permit the government to remotely access electronic devices although the location of the device may be unknown. First, the report provides a background on the origin of, and rationale underlying, the proposed amendment and a description of the rule as currently written. Second, it reviews the potential changes made by the proposed amendment and will survey various concerns commenters have raised with the proposal. Lastly, this report addresses efforts being made in Congress to alter, delay, or stop this rule change.

Exponential data growth is a reality for most enterprise and scientific data centers.Improvements in price/performance and storage densities of disks have made it both easy and affordable to maintain most of the data in large disk storage farms. The provisioning of disk storage farms however, is at the expense of high energy consumption due to the large number of spinning disks. The power for spinning the disks and the associated cooling costs is a significant fraction of the total power consumption of a typical data center. Given the trend of rising global fuel and energy prices and the high rate of data growth, the challenge is to implement appropriateconfigurations of large scale disk storage systems that meet performancerequirements for information retrieval across data centers. We present part of the solution to this challenge with an energy efficient file allocation strategy on a large scale disk storage system. A letter report issued by the Government Accountability Office with an abstract that begins "American Samoa is the only populated U.S. insular area that does not have a federal court. Congress has granted the local High Court federal jurisdiction for certain federal matters, such as specific areas of maritime law. GAO was asked to conduct a study of American Samoa's system for addressing matters of federal law. Specifically, this report discusses: (1) the current system for adjudicating matters of federal law in American Samoa and how it compares to those in the Commonwealth of the Northern Mariana Islands (CNMI), Guam, and the U.S. Virgin Islands (USVI); (2) the reasons offered for or against changing the current system for adjudicating matters of federal law in American Samoa; (3) potential scenarios and issues associated with establishing a federal court in American Samoa or expanding the federal jurisdiction of the local court; and (4) the potential cost elements and funding sources associated with implementing those different scenarios. To conduct this work, we reviewed previous studies and testimonies, and collected information from and conducted interviews with federal government officials and American Samoa government officials."

Momentum, energy, and particle transport in DIII-D and JET ELMy H-mode plasmas is simulated with GYRO and compared with measurements analyzed using TRANSP. The simulated transport depends sensitively on the nabla(T(sub)i) turbulence drive and the nabla(E(sub)r) turbulence suppression inputs. With their nominal values indicated by measurements, the simulations over-predict the momentum and energy transport in the DIII-D plasmas, and under-predict in the JET plasmas. Reducing |nabla(T(sub)i)| and increasing |nabla(E(sub)r)| by up to 15% leads to approximate agreement (within a factor of two) for the DIII-D cases. For the JET cases, increasing |nabla(T(sub)i)| or reducing |nabla(E(sub)r)| results in approximate agreement for the energy flow, but the ratio of the simulated energy and momentum flows remains higher than measurements by a factor of 2-4.

Correspondence issued by the General Accounting Office with an abstract that begins "Visitor centers at the national parks are among the most important facilities run by the National Park Service. As existing visitor centers age and new parks are created, renovated or new facilities are needed. This report discusses (1) the number, the status, and the reasons for Park Service visitor center projects; (2) whether the projects involve new construction or the renovation of existing buildings; (3) whether these projects were designated priorities by the Park Service or by Congress; (4) the costs and functions of the projects; and (5) the funding sources for the projects. GAO found that from 1996 through 2005, the Park Service has completed or planned 80 projects to renovate or build new visitor centers. The renovations and new construction are intended to replace aging facilities and exhibits, to provide more space, and to handle rising numbers of visitors. Of the 80 projects, 53 were a priority of the Park Service and 27 were a priority of Congress. The Park Service estimates that the total cost of the 80 projects will be $542 million. As a Department of Energy (DOE) Facility whose operations involve the use of radionuclides, Lawrence Livermore National Laboratory (LLNL) is subject to the requirements of 40 CFR 61, the National Emission Standards for Hazardous Air Pollutants (NESHAPs). Subpart H of this Regulation establishes standards for exposure of the public to radionuclides (other than radon) released from DOE Facilities (Federal Register, 1989). These regulations limit the emission of radionuclides to ambient air from DOE facilities (see Section 2.0). Under the NESHAPs Subpart H Regulation (hereafter referred to as NESHAPs), DOE facilities are also required to establish a quality assurance program for radionuclide emission measurements; specific requirements for preparation of a Quality Assurance Program Plan (QAPP) are given in Appendix B, Method 114 of 40 CFR 61. Throughout this QAPP, the specific Quality Assurance Method elements of 40 CFR 61 Subpart H addressed by a given section are identified. In addition, the US Environmental Protection Agency (US EPA) (US EPA, 1994a) published draft requirements for QAPP's prepared in support of programs that develop environmental data. "Dust and gas masks and respirators have been an effective method under certain environmental conditions to reduce the inhalation of toxic aerosols. Under many conditions, however, their efficacy has been seriously questioned. It is the purpose of this study to evaluation over-all respirator performance on fine aerosols and to develop equipment whereby a greater degree of respiratory protection may be assured with reliability for highly toxic atmospheres."

This report provides background on the development of intelligence satellites and identifies the roles various agencies play in their management and use. Issues surrounding the current policy and proposed changes are discussed, including the findings of an Independent Study Group (ISG) with respect to the increased sharing of satellite intelligence data. There follows a discussion of legal considerations, including whether satellite reconnaissance might constitute a "search" within the meaning of the Fourth Amendment; an overview of statutory authorities, as well as restrictions that might apply; and a brief description of executive branch authorities and Department of Defense directives that might apply. The report concludes by suggesting policy issues Congress may consider as it deliberates the potential advantages and pitfalls that may be encountered in expanding the role of satellite intelligence for homeland security purposes.

This report presents a selective compilation of basic facts from the fields of particle entanglement and quantum information processing prepared for those non-experts in these fields that may have interest in an area of physics showing counterintuitive, ''spooky'' (Einstein's words) behavior. In fact, quantum information processing could, in the near future, provide a new technology to sustain the benefits to the U.S. economy due to advanced computer technology.

This report provides an overview of Iran's foreign policy, which has been a subject of numerous congressional hearings and of sanctions and other legislation for many years. The report analyzes Iranian foreign policy as a whole and by region.

Capillary electrophoresis (CE) and high-performance liquid chromatography (HPLC) are widely used analytical separation techniques with many applications in chemical, biochemical, and biomedical sciences. Conventional analyte identification in these techniques is based on retention/migration times of standards; requiring a high degree of reproducibility, availability of reliable standards, and absence of coelution. From this, several new information-rich detection methods (also known as hyphenated techniques) are being explored that would be capable of providing unambiguous on-line identification of separating analytes in CE and HPLC. As further discussed, a number of such on-line detection methods have shown considerable success, including Raman, nuclear magnetic resonance (NMR), mass spectrometry (MS), and fluorescence line-narrowing spectroscopy (FLNS). In this thesis, the feasibility and potential of combining the highly sensitive and selective laser-based detection method of FLNS with analytical separation techniques are discussed and presented. A summary of previously demonstrated FLNS detection interfaced with chromatography and electrophoresis is given, and recent results from on-line FLNS detection in CE (CE-FLNS), and the new combination of HPLC-FLNS, are shown.

This Corrective Action Investigation Plan contains the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office's approach to collect the data necessary to evaluate corrective action alternatives (CAAs) appropriate for the closure of Corrective Action Unit (CAU) 536: Area 3 Release Site, Nevada Test Site, Nevada, under the Federal Facility Agreement and Consent Order. Corrective Action Unit 536 consists of a single Corrective Action Site (CAS): 03-44-02, Steam Jenny Discharge. The CAU 536 site is being investigated because existing information on the nature and extent of possible contamination is insufficient to evaluate and recommend corrective action alternatives for CAS 03-44-02. The additional information will be obtained by conducting a corrective action investigation (CAI) prior to evaluating CAAs and selecting the appropriate corrective action for this CAS. The results of this field investigation are to be used to support a defensible evaluation of corrective action alternatives in the corrective action decision document.
