GAO-06-1111, Julio de 2006. The No Child Left Behind Act of 2001 (NCLBA) focused attention on the academic achievement of more than 5 million students with limited English proficiency. Obtaining valid test results for these students is challenging, given their language barriers. This report describes (1) the extent to which these students are meeting annual academic progress goals, (2) what states have done to ensure the validity of their academic assessments, (3) what states are doing to ensure the validity of their English language proficiency assessments, and (4) how the U.S. Department of Education (Education) is supporting states' efforts to meet NCLBA's assessment requirements for these students. Child Welfare Issues in the 110th Congress

As the U.S. Constitution has been interpreted, states have the primary obligation to ensure child welfare. However, Congress provides significant federal funds to help states exercise this responsibility ($7.9 billion appropriated in FY2008). Most of this support is provided for children who are in foster care and who meet specific federal eligibility criteria. This report discusses the federal framework for child welfare policy; reviews the scope of activities, and children and families served, by state child welfare agencies; summarizes several child welfare-related hearings that were held in 2007; describes child welfare and related legislative proposals that have been introduced in the 110th Congress; and reviews child welfare programs for which funding authorization has expired or is set to expire on the last day of FY2008.

Interview with Exie Jean Alaman Morne'y, a teacher from Fort Worth, Texas, who lived during the end of the Jim Crow era. Morne'y discusses her family background, attending grade school in Fort Worth, experiences with segregation and discrimination in the 1950s and 60s, attending North Texas State College, working at Parkland Hospital, her marriages and children, moving to California and back to Texas, her career with Fort Worth ISD, church activities and faith, thoughts on child education, and various related stories. In appendix are photos of her high school yearbook and her family, a petition from the Como neighborhood for utilities services in 1924, and her typed family history.

District of Columbia Public Schools: Important Steps Taken to Continue Reform Efforts, But Enhanced Planning Could Improve Implementation and Sustainability

A letter report issued by the Government Accountability Office with an abstract that begins "In response to long-standing problems with student achievement and the management of the District of Columbia (D.C. or the District) public school system, the D.C. Council approved the Public Education Reform Amendment Act of 2007. This act made major changes to the governance of the D.C. public school system, giving the Mayor authority over public schools. This report follows a GAO testimony in March 2008 and focuses on the primary reform approaches the District has taken. This report examines the steps the District took to: (1) address student academic achievement; (2) strengthen the quality of teachers and principals; (3) develop long-term plans and involve stakeholders; and (4) improve accountability and performance of the D.C. public schools (DCPS) and the state superintendent's central offices. GAO reviewed documentation on District initiatives, and interviewed District education officials as well as representatives from the teachers' union, community organizations, and research institutions. GAO also conducted visits to four urban school districts with mayoral governance."
