Oral History Interview with Larry Pangan, September 26, 2001
The National Museum of the Pacific War presents an interview with Larry Pangan. Pangan was born in Arayat, Pampanga in September of 1919. He moved to Manila in 1938 to attend business college. He joined the US Army Philippine Scouts in March 1941 and was assigned to the 57th Infantry Regiment. He survived the Bataan Death March and incarceration at Camp O'Donnell. Although seriously ill with malaria, dysentery, beriberi and malnutrition, Pangan was able to escape. Upon regaining his health, he joined an American-led guerrilla group in central Luzon. He continued his service after the war ended, retiring from the Army in 1961.

Enemy Combatant Detainees:
In Rasul v. Bush, a divided Supreme Court declared that “a state of war is not a blank check for the president” and ruled that persons deemed “enemy combatants” have the right to challenge their detention before a judge or other “neutral decision-maker.” This report provides an overview of the CSRT procedures, summarizes court cases related to the detentions and the use of military commissions, and summarizes the Detainee Treatment Act, analyzing how it might affect detainee-related litigation in federal court.

Congress's Power Over Courts: Jurisdiction Stripping and the Rule of "Klein"
This report highlights a series of Supreme Court rulings that have examined separation-of-powers-based limitations on the Exceptions Clause, congressional jurisdiction stripping, and the ability of Congress to amend laws with the purpose of directly impacting litigation. The Court's jurisprudence largely begins with the Reconstruction-era case "United States v. Klein", and leads to "Patchak v. Zinke", which is scheduled for oral argument before the Supreme Court in November 2017.
