No Child Left Behind Act: Enhancements in the Department of Education's Review Process Could Improve State Academic Assessments

A letter report issued by the Government Accountability Office with an abstract that begins "The No Child Left Behind Act of 2001 (NCLBA) requires states to develop high-quality academic assessments aligned with state academic standards. Education has provided states with about $400 million for NCLBA assessment implementation every year since 2002. GAO examined (1) changes in reported state expenditures on assessments, and how states have spent funds; (2) factors states have considered in making decisions about question (item) type and assessment content; (3) challenges states have faced in ensuring that their assessments are valid and reliable; and (4) the extent to which Education has supported state efforts to comply with assessment requirements. GAO surveyed state and District of Columbia assessment directors, analyzed Education and state documents, and interviewed assessment officials from Maryland, Rhode Island, South Dakota, and Texas and eight school districts in addition to assessment vendors and experts."

This report details the history of child labor in American, the Child Labor Under the Fair Labor Standards Act, the re-emergence of the child labor issue in the late 20th century, and child labor initiatives in the 108th,109th, and 110th Congresses.

Oral History Interview with Emilio Abeyta, June 24, 2016

Emelio E. Abeyta was born in the Santa Rosa, New Mexico area. His family moved to Littlefield for his father’s work. Abeyta began attending Catholic seminary in Santa Fe, New Mexico and then Ohio as a teenager. He served as a priest in various West Texas towns. While serving in Slaton, Texas, Abeyta ran for school board, becoming the first ethnic Mexican school board member and aiding in the integration of the town’s schools. He left the priesthood to work for the Civil Rights Division of the Department of Justice. Afterwards, he attended law school in the Catholic University of America in Washington, D.C. He returned to West Texas, Lubbock, to practice law. In Lubbock Abeyta also ran for a judgeship.

The National Museum of the Pacific War presents an oral interview with Ethel ""Sally"" Blaine Millett. Millett grew up in Missouri and went to nurses training in San Diego, California. She volunteered for the Philippines in 1941. She witnessed the bombing at Clark Field. She took care of the soldiers wounded by Japanese strafing. When the bombing got too bad, the nurses left Statsenberg for Manila. Because of continued Japanese bombing all over the Philippines, the nurses had to keep moving as the hospitals moved. She describes having malaria and then having to evacuate from Bataan to Corregidor. Then they went to Mindanao where they were formally captured by the Japanese. They were moved to Davao and then to Santo Tomas. She describes losing her possessions. She describes life in the internment camp: the food, the work required, the sanitary conditions, the self-government, the birthrate, and the entertainment. Millett has to have an operation while at Santo Tomas. She also describes executions. Finally, the American soldiers arrived, and she took a plane home in February 1945. Her brother met her in San Francisco.

School Facilities Infrastructure: Background and Legislative Proposals

The federal government's role in financing school construction and renovation continues to be an issue in the 109th Congress, although school construction has generally been considered a state and local responsibility. According to the National Center for Education Statistics (NCES), the unmet need for school construction and renovation is estimated to be $127 billion. NCES indicates that three-quarters of the nation's schools report needing funds to bring their buildings into a "good overall condition." Indirect federal support for school construction is currently provided by exempting the interest on state and local governmental bonds from federal income taxes, as well as other tax code provisions. In the wake of Hurricane Katrina, an estimated 400 schools need to be rebuilt in Louisiana and Mississippi.

Vulnerable Youth: Background and Policies

This report first provides an overview of the youth population and the increasing complexity of transitioning to adulthood for all adolescents. It also provides a separate discussion of the concept of "disconnectedness," as well as the protective factors youth can develop during childhood and adolescence that can mitigate poor outcomes. Further, the report describes the evolution of federal youth policy, focusing on three time periods, and provides a brief overview of current federal programs targeted at vulnerable youth. The report then discusses the challenges of coordinating federal programs for youth, as well as federal legislation and initiatives that promote coordination among federal agencies and support programs with a positive youth development focus.
