Iraq: Key Issues for Congressional Oversight
Other written product issued by the Government Accountability Office with an abstract that begins "To assist the 111th Congress, this report presents a series of issue papers for consideration in developing congressional oversight agendas and determining the way forward in securing and stabilizing Iraq. These papers are based on the continuing work of the U.S. Government Accountability Office (GAO) and the more than 130 Iraq-related products we have issued since May 2003. Since fiscal year 2001, Congress has provided about $808 billion to the Department of Defense (DOD) for military efforts primarily in support of the Global War on Terrorism. The majority of this amount has been for military operations in support of Operation Iraqi Freedom. Moreover, since fiscal year 2003, about $49 billion has been provided to U.S. agencies for stabilization and reconstruction efforts in Iraq, including developing Iraq's security forces, enhancing Iraq's capacity to govern, and rebuilding Iraq's oil, electricity, and water sectors, among other activities. This report expands on issues discussed on GAO's transition Web site. Iraq: Elections and New Government
Elections for a transitional National Assembly, provincial councils, and a Kurdish regional assembly were held on January 30, 2005. High turnout in Shiite and Kurdish areas led to first- and second-place finishes for slates of these two communities, and they determined the composition of a new government inaugurated in May. Iraq: Politics, Governance, and Human Rights
The view of the Administration and others is that Iraqi factions, with U.S. and other help, will be able to work through the severe political disputes and ongoing violence, and will also be willing and able to resist increased Iranian influence in Iraq. The Administration states that U.S. training will continue using programs for Iraq similar to those with other countries in which there is no U.S. troop presence, and about 15,000 U.S. personnel, including contractors, remain in Iraq under State Department authority to exert U.S. influence. Continuing the security relationship in the absence of U.S. troops in Iraq, and developing the civilian bilateral relationship, was the focus of the U.S. visit of Prime Minister Maliki on December 12, 2011.

Iraq: U.S. Regime Change Efforts and Post-Saddam Governance
Operation Iraqi Freedom succeeded in overthrowing Saddam Hussein, but replacing his regime with a stable, moderate, democratic political structure has been complicated by Sunni Arab resentment and a related insurgency. The Bush Administration says that U.S. forces will remain in Iraq until the stated mission is complete: the establishment of a stable democracy that will not host radical Islamist forces and would serve as a model for democratic reform throughout the Middle East. However, a growing number of accounts suggest that mounting casualties and costs might cause the Administration to wind down the U.S. involvement without completely accomplishing those goals.

Iraq Oil: Reserves, Production, and Potential Revenues
This report discusses Iraqi Oil in the post-Saddam period. Iraq’s potential oil wealth remains largely unrealized. Substantial proven reserves exist, and there are likely more resources awaiting discovery. But oil production has been slow to fully recover and many obstacles stand in the way of achieving a stable export flow.

Executive Order 13438: Blocking Property of Certain Persons Who Threaten Stabilization Efforts in Iraq
This report provides a brief history of the development of presidential powers in peacetime. It discusses some of the issues that might be raised in light of the contrast between the executive order's broad language and its narrow aim (supplementation of sanctions applicable to Al Qaeda and former Iraqi regime officials to cover terrorists operating in Iraq). Defense: FY2007 Authorization and Appropriations
The House passed its version of the FY2007 defense authorization bill, H.R. 5122, on May 11. The bill authorizes $513 billion for national defense, including $50 billion in emergency funding for operations in Iraq and elsewhere in the first months of the fiscal year. The Senate Armed Services Committee marked up its version of the bill, S. 2766, on May 4. It also authorizes $513 billion, including emergency funding. Senate floor action appears likely in June. House subcommittee markup of the defense appropriations bill is tentatively scheduled for June 7.
