Oral History Interview with Richard Taylor, March 24, 2011

The National Museum of the Pacific War presents an oral interview with Richard Taylor. Taylor was a young boy in Canada during World War II. He describes the effort on the homefront, including growing Victory gardens and rationing gasoline. Beginning in 1943 he received training in the Royal Canadian Sea Cadets, the Air Cadets, and the Army Cadets. He helped with the manufacturing of Fairmile D-motor torpedo boats. In 1946 he joined an antitank unit in the Irish Regiment of Canada and received training at Petawawa. He then left the Irish Regiment and joined the Royal Canadian Air Force, 400th Squadron. Taylor was discharged in 1949 and became a master plumber.

This report examines the legislation and oversight by Congress to protect the United States against terrorist threats, especially from chemical, biological, radiological, and nuclear (CBRN) weapons. Radiological dispersal devices (RDDs) are one type of CBRN weapon. Explosive-driven "dirty bombs" are an often-discussed type of RDD, though radioactive material can also be dispersed in other ways. This report also provides background for understanding the RDD threat and responses.

Modeling Personalized Email Prioritization: Classification-based and Regression-based Approaches

Email overload, even after spam filtering, presents a serious productivity challenge for busy professionals and executives. One solution is automated prioritization of incoming emails to ensure the most important are read and processed quickly, while others are processed later as/if time permits in declining priority levels. This paper presents a study of machine learning approaches to email prioritization into discrete levels, comparing ordinal regression versus classier cascades. Given the ordinal nature of discrete email priority levels, SVM ordinal regression would be expected to perform well, but surprisingly a cascade of SVM classifiers significantly outperforms ordinal regression for email prioritization. In contrast, SVM regression performs well -- better than classifiers -- on selected UCI data sets. This unexpected performance inversion is analyzed and results are presented, providing core functionality for email prioritization systems.

Oral History Interview with Charles Slaten, February 24, 2011

The National Museum of the Pacific War presents an oral interview with Charles Slaten. Slaten joined the Navy at the age of 16 in August 1942. He traveled to New Caledonia as a replacement and joined the crew of the USS Neches (AO-47) in the deck department. Slaten describes standing lookout in the crow’s nest in the Aleutian Islands and the ship running aground in Cold Harbor. He also goes into detail on refueling operations including an incident where a carrier broke away due to a submarine threat. Slaten discusses the Neches hitting a mine off of the coast of California. He also talks about events he witnessed such as the flag raising on Mount Suribachi and kamikazes off of Okinawa. Slaten was also in Tokyo Bay at the time of the surrender. He left the service soon after he returned to the US.

Precision Determination of Atmospheric Extinction at Optical and Near IR Wavelengths

The science goals for future ground-based all-sky surveys, such as the Dark Energy Survey, PanSTARRS, and the Large Synoptic Survey Telescope, require calibration of broadband photometry that is stable in time and uniform over the sky to precisions of a per cent or better, and absolute calibration of color measurements that are similarly accurate. This performance will need to be achieved with measurements made from multiple images taken over the course of many years, and these surveys will observe in less than ideal conditions. This paper describes a technique to implement a new strategy to directly measure variations of atmospheric transmittance at optical wavelengths and application of these measurements to calibration of ground-based observations. This strategy makes use of measurements of the spectra of a small catalog of bright 'probe' stars as they progress across the sky and back-light the atmosphere. The signatures of optical absorption by different atmospheric constituents are recognized in these spectra by their characteristic dependences on wavelength and airmass. State-of-the-art models of atmospheric radiation transport and modern codes are used to accurately compute atmospheric extinction over a wide range of observing conditions.
