System design description PFP thermal stabilization

The purpose of this document is to provide a system design description and design basis for the Plutonium Finishing Plant (PFP) Thermal Stabilization project. The sources of material for this project are residues scraped from glovebox floors and materials already stored in vault storage that need further stabilizing. Stabilizing this material will promote long term storage and reduced worker exposure. This document addresses: functional design, equipment, and safety requirements for thermal stabilization of plutonium residues and oxides.

These proceedings contain papers prepared for the 30th Monitoring Research Review: Ground-Based Nuclear Explosion Monitoring Technologies, held 23-25 September, 2008 in Portsmouth, Virginia. These papers represent the combined research related to ground-based nuclear explosion monitoring funded by the National Nuclear Security Administration (NNSA), Air Force Technical Applications Center (AFTAC), Air Force Research Laboratory (AFRL), US Army Space and Missile Defense Command, Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO), and other invited sponsors. The scientific objectives of the research are to improve the United States’ capability to detect, locate, and identify nuclear explosions. The purpose of the meeting is to provide the sponsoring agencies, as well as potential users, an opportunity to review research accomplished during the preceding year and to discuss areas of investigation for the coming year. For the researchers, it provides a forum for the exchange of scientific information toward achieving program goals, and an opportunity to discuss results and future plans. Paper topics include: seismic regionalization and calibration; detection and location of sources; wave propagation from source to receiver; the nature of seismic sources, including mining practices; hydroacoustic, infrasound, and radionuclide methods; on-site inspection; and data processing.

SYSTHESIS OF VOLCANISM STUDIES FOR THE YUCCA MOUNTAIN SITE CHARACTERIZATION PROJECT

This report synthesizes the results of volcanism studies conducted by scientists at the Los Alamos National Laboratory and collaborating institutions on behalf of the Department of Energy's Yucca Mountain Project. Chapter 1 introduces the volcanism issue for the Yucca Mountain site and provides the reader with an overview of the organization, content, and significant conclusions of this report. The hazard of future basaltic volcanism is the primary topic of concern including both events that intersect a potential repository and events that occur near or within the waste isolation system of a repository. Future volcanic events cannot be predicted with certainty but instead are estimated using formal methods of probabilistic volcanic hazard assessment (PVHA). Chapter 2 describes the volcanic history of the Yucca Mountain region (YMR) and emphasizes the Pliocene and Quaternary volcanic record, the interval of primary concern for volcanic risk assessment. The distribution, eruptive history, and geochronology of Plio-Quaternary basalt centers are described by individual center emphasizing the younger postcaldera basalt (<5 Ma). The Lathrop Wells volcanic center is described in detail because it is the youngest basalt center in the YMR. This report is submitted to Congress by the Secretary of the Air Force, the Secretary of the Navy, and the Secretary of the Interior pursuant to Section 6 of the Military Lands Withdrawal Act of 1986. It contains an analysis and evaluation of the effects on public health and safety resulting from DOD and Department of Energy (DOE) military and defense-related uses on withdrawn public lands in the State of Nevada and in airspace overlying the State. This report describes the cumulative impacts of those activities on public and private property in Nevada and on plants, fish and wildlife, cultural, historic, scientific, recreational, wilderness and other resources of the public lands of Nevada. An analysis and evaluation of possible measures to mitigate the cumulative effects of the withdrawal of lands and the use of airspace in Nevada for defense-related purposes was conducted, and those considered practical are listed.

Bonneville Power Administration Transmission System Vegetation Management Program - Final Environmental Impact Statement

Bonneville is responsible for maintaining a network of 24,000 kilometers (km) or 15,000 miles (mi.) of electric transmission lines and 350 substations in a region of diverse vegetation. This vegetation can interfere with electric power flow, pose safety problems for us and the public, and interfere with our ability to maintain these facilities. We need to (1) keep vegetation away from our electric facilities; (2) increase our program efficiency and consistency; (3) review herbicide use (under increased public scrutiny); and (4) maximize the range of tools we can use while minimizing environmental impact (Integrated Vegetation Management). This Final Environmental Impact Statement (FEIS) establishes Planning Steps for managing vegetation for specific projects (to be tiered to this Environmental Impact Statement (EIS)). In addition to No Action (current practice), alternatives are presented for Rights-of-way, Electric Yards, and Non-electric Facilities (landscaping, work yards). Four vegetation control methods are analyzed manual, mechanical, herbicide, and biological. Also evaluated are 23 herbicide active ingredients and 4 herbicide application techniques (spot, localized, broadcast, and aerial). For rights-of-way, we consider three sets of alternatives: alternative management approaches (time-driven or establishing low-growing plant communities); alternative method packages; and, if herbicides are in a methods package, alternative vegetation selections (noxious …
