Development of a Novel Catalyst for NO Decomposition

Air pollution arising from the emission of nitrogen oxides as a result of combustion taking place in boilers, furnaces and engines, has increasingly been recognized as a problem. New methods to remove NO{sub x} emissions significantly and economically must be developed. The current technology for post-combustion removal of NO is the selective catalytic reduction (SCR) of NO by ammonia or possibly by a hydrocarbon such as methane. The catalytic decomposition of NO to give N{sub 2} will be preferable to the SCR process because it will eliminate the costs and operating problems associated with the use of an external reducing species. The most promising decomposition catalysts are transition metal (especially copper)-exchanged zeolites, perovskites, and noble metals supported on metal oxides such as alumina, silica, and ceria. The main shortcoming of the noble metal reducible oxide (NMRO) catalysts is that they are prone to deactivation by oxygen. It has been reported that catalysts containing tin oxide show oxygen adsorption behavior that may involve hydroxyl groups attached to the tin oxide. This is different than that observed with other noble metal-metal oxide combinations, which have the oxygen adsorbing on the noble metal and subsequently spilling over to the metal oxide. Grid connected integrated community energy system. Phase II: final stage 2 report. Finance plan, capital costs and institutional analysis

The development of a grid-connected Integrated Community Energy System (ICES) is described. This system will supply electric power to the Northern States Power Co. in Minnesota and steam for the University of Minnesota, Augsburg College, two Minneapolis hospitals, and the Dept. of Health building. The fossil-fuel power plant would be located on the University of Minnesota campus. The costs, financing, and legal agreements involved in this project are presented and discussed. (LCL)

Child Welfare: Social Security and Supplemental Security Income (SSI) Benefits for Children in Foster Care

This report begins with a discussion of the foster care system and the Social Security benefits available to eligible children, including those in foster care. It then describes the role of representative payees and their responsibilities. The report provides data on the use of Social Security benefits to reimburse states for child welfare, and includes a discussion of the Keffeler decision. Finally, the report concludes with proposals supported by some advocates to change the current practice of using SSI and other Social Security benefits to fund foster care (including legislation introduced in the 110th Congress), as well as with a discussion of state initiatives to screen all foster children for Social Security and to pass along some benefits to eligible children.

A Methodology to Integrate Magnetic Resonance and Acoustic Measurements for Reservoir Characterization

This report contains eight sections. Some individual subsections contain lists of references as well as figures and conclusions when appropriate. The first section includes the introduction and summary of the first-year project efforts. The next section describes the results of the project tasks: (1) implementation of theoretical relations between effect dispersion and the stochastic medium, (2) imaging analyses using core and well log data, (3) construction of dispersion and attenuation models at the core and borehole scales in poroelastic media, (4) petrophysics and a catalog of core and well log data from Siberia Ridge field, (5) acoustic/geotechnical measurements and CT imaging of core samples from Florida carbonates, and (6) development of an algorithm to predict pore size distribution from NMR core data. The last section includes a summary of accomplishments, technology transfer activities and follow-on work for Phase II.

The Keystone Center Final Technical Report

The Keystone Center began its work with the Environmental Management Science Program (EMSP) in May, 1996, when The Center agreed to design, organize, and facilitate stakeholder meetings at two DOE sites: Savannah River and Hanford. These meetings were held June 24--25, 1996 for the purpose of discussing the role of EMSP in constructing a site-specific basic research agenda that maps site cleanup needs to basic science areas. Summaries of the discussions from these meetings as well as lists of the stakeholders who were invited are included as Attachment 1. In August/September 1996, the Keystone Center was asked to convene two additional site meetings using funds that remained in their contract. These meetings were held in October 1996 at Oak Ridge and Idaho National Engineering Laboratory. Summaries from these meetings and participant lists are included as Attachment 2.
