Interim report of the Advisory Committee on human radiation experiments

The Advisory Committee on Human Radiation Experiments was created by President Clinton to advise the Human Radiation Interagency Working Group on the ethical and scientific criteria applicable to human radiation experiments carried out or sponsored by the U.S. Government. The Committee seeks to answer several fundamental question: What ethics criteria should be used to evaluate human radiation experiments? What was the Federal Government`s role in human radiation experiments? What are the criteria for determining appropriate Federal responses where wrongs or harms have occurred? What lessons learned from studying past and present research standards and practices should be applied to the future? The Committee has been gathering vast amounts of information and working to render it orderly and accessible. In the next six months, the Committee will continue with the tasks of data gathering and organizing. The focus of the work, however, will be developing criteria for judging historical and contemporary experiments, policies, and procedures, as well as criteria for remedies that may be appropriate where harms or wrongs have ocurred. Based on findings, the Committee will make specific recommendations regarding policies for the future.

Oak Ridge Reservation Volume 3. Records relating to RaLa, iodine-131, and cesium-137 at the Oak Ridge National Laboratory and the Oak Ridge Operations Office: A guide to record series of the Department of Energy and its contractors

The purpose of this guide is to describe each of the documents and record series pertaining to the production, release, and disposal of radioactive barium-lanthanum (RaLa), iodine-131, and cesium-137 at the Department of Energy`s (DOE) Oak Ridge National Laboratory (ORNL) in Oak Ridge, Tennessee. History Associates Incorporated (HAI) prepared this guide as part of DOE`s Epidemiologic Records Inventory Project, which seeks to verify and conduct inventories of epidemiologic and health-related records at various DOE and DOE contractor sites. This introduction briefly describes the Epidemiologic Records Inventory Project and HAI`s role. It provides information on the history of the DOE-Oak Ridge Reservation (ORR), particularly ORNL. Specific attention is given to the production of RaLa and the fission products iodine-131 and cesium-137. This introduction also describes the methodologies HAI used in the selection and inventorying of documents and record series pertaining to RaLa, iodine-131, and cesium-137, and in the production of this guide. Concluding paragraphs describe the arrangement of the record series, explain the information contained in the record series descriptions, and indicate restrictions on access to the records.

NEPA and NHPA- successful decommissioning of historic Manhattan Project properties at Los Alamos National Laboratory, Los Alamos, New Mexico

This paper describes experiences at Los Alamos National Laboratory during the process of planning and executing decommissioning and decontamination activities on a number of properties constructed as part of the Manhattan project. Many of these buildings had been abandoned for many years and were in deteriorating condition, in addition to being contaminated with asbestos, lead based paints and high explosive residues. Due to the age and use of the structures they were evaluated against criteria for the National Register of Historic Places. This process is briefly reviewed, along with the results, as well as actions implemented as a result of the condition and safety of the structures. A number of the structures have been decontaminated and demolished. Planning is still ongoing for the renovation of one structure, and the photographic and drawing records of the properties is near completion.

Evaluation of the 1998 Predictions of the Run-Timing of Wild Migrant Yearling Chinook and Water Quality at Multiple Locations on the Snake and Columbia Rivers using CRiSP/RealTime, 1998 Technical Report.

Since 1988, wild salmon have been PIT-tagged through monitoring and research programs conducted by the Columbia River fisheries agencies and Tribes. Workers at the University of Washington have used detection data at Lower Granite Dam to generate predictions of arrival distributions for various stocks at the dam. The prediction tool is known as RealTime. In 1996, RealTime predictions were linked to a downstream migration model, CRiSP.1. The composite model, known as CRiSP/RealTime, predicts the arrival distribution and fraction transported at downriver locations.

CANDID: Comparison algorithm for navigating digital image databases (open access)

CANDID: Comparison algorithm for navigating digital image databases

In this paper, we propose a method for calculating the similarity between two digital images. A global signature describing the texture, shape, or color content is first computed for every image stored in a database, and a normalized distance between probability density functions of feature vectors is used to match signatures. This method can be used to retrieve images from a database that are similar to an example target image. This algorithm is applied to the problem of search and retrieval for database containing pulmonary CT imagery, and experimental results are provided.

This Quality Assurance Program plan (QAPP) describes how the Fuel Supply Shutdown (FSS) project organization implements the quality assurance requirements of HNF-MP-599, Project Hanford Quality Assurance Program Description (QAPD) and the B and W Hanford Company Quality Assurance Program Plan (QAPP), FSP-MP-004. The QAPP applies to facility structures, systems, and components and to activities (e.g., design, procurement, testing, operations, maintenance, etc.) that could affect structures, systems, and components. This QAPP also provides a roadmap of applicable Project Hanford Policies and Procedures (PHPP) which may be utilized by the FSS project organization to implement the requirements of this QAPP.

45-Day safety screen results for Tank 241-BY-103, auger samples 95-AUG-012 and 95-AUG-013

Two auger samples from tank 241-BY-103 (BY-103) were received by the 222-S Laboratories and underwent safety screening analysis, consisting of differential scanning calorimetry (DSC), thermogravimetric analysis (TGA), and total alpha activity. Analytical results for the TGA analyses for both samples were less than the safety screening notification limit. Since notification is made if the sample is analyzed at less than 17% water, notification was made on April 20, 1995. Although the sample results were below this limit, no secondary analyses were required or performed. Included in this report are the primary safety screening results obtained from the analyses and copies of all DSC and TGA raw data scans as requested per the TCP. Photographs of the auger samples were taken during extrusion and, although not included in this report, are available. Tank BY-103 is on the ferrocyanide Watch List.

Detection of greenhouse-gas-induced climatic change. Progress report, July 1, 1994--July 31, 1995

The objective of this research is to assembly and analyze instrumental climate data and to develop and apply climate models as a basis for detecting greenhouse-gas-induced climatic change, and validation of General Circulation Models. In addition to changes due to variations in anthropogenic forcing, including greenhouse gas and aerosol concentration changes, the global climate system exhibits a high degree of internally-generated and externally-forced natural variability. To detect the anthropogenic effect, its signal must be isolated from the ``noise`` of this natural climatic variability. A high quality, spatially extensive data base is required to define the noise and its spatial characteristics. To facilitate this, available land and marine data bases will be updated and expanded. The data will be analyzed to determine the potential effects on climate of greenhouse gas and aerosol concentration changes and other factors. Analyses will be guided by a variety of models, from simple energy balance climate models to coupled atmosphere ocean General Circulation Models. These analyses are oriented towards obtaining early evidence of anthropogenic climatic change that would lead either to confirmation, rejection or modification of model projections, and towards the statistical validation of General Circulation Model control runs and perturbation experiments.

The purpose of this guide is to describe the documents and record series at the K-25 plant that pertain to the handling of waste containing cesium-137 produced as a result of processes to enrich uranium and separate plutonium at the Department of Energy`s (DOE) Oak Ridge National Laboratory (ORNL) and Oak Ride Gaseous Diffusion Plant (ORGDP, called K-25) in Oak Ridge, Tennessee. History Associates Incorporated (HAI) prepared this guide as part of DOE`s Epidemiologic Records Inventory Project, the purpose of which is to verify and conduct inventories of epidemiologic and health-related records at various DOE and DOE contractor sites. This introduction briefly describes the Epidemiologic Records Inventory Project and HAI`s role in it. Specific attention is given to the history of the DOE-Oak Ridge Reservation, the history and development of the K-25 plant, the creation and handling of cesium-contaminated waste, and environmental monitoring efforts at ORNL and K-25 from the late 1940s to the present. This introduction also presents the methodology used to identify the documents and series pertaining to cesium, a discussion of the inventory of these documents, information concerning access to the site and the records, and a description of the arrangement of the chapters.
