U.S.-China Military Contacts: Issues for Congress

This report discusses policy issues regarding military-to-military (mil-to-mil) contacts with the People's Republic of China (PRC) and provides a record of major contacts and crises since 1993. The first part of this CRS Report discusses policy issues regarding such military-to-military (mil-to-mil) contacts. The second part provides a record of such contacts since 1993, when the United States resumed exchanges after suspending them in response to the Tiananmen Crackdown in 1989. Congress has exercised important oversight.

Millennium Challenge Corporation: Review of Compact Records and Information Management Program

A letter report issued by the Government Accountability Office with an abstract that begins "In 2006, the Millennium Challenge Corporation (MCC) established a records and information management program to maintain and preserve its federal records. The program includes policies related to compact management records--a subset of MCC's federal records. These policies also address the handling of other compact-related information generated by MCC partner governments' accountable entities, which typically manage compact implementation until the 5-year compacts close. MCC's policies require that the entities transfer their compact management records to MCC for storage before compact closure. MCC also requires that partner governments retain compact-related information not classified as records, such as survey data and data quality reviews, for at least 5 years after their compacts close, to facilitate audits and analysis of MCC assistance. However, MCC does not require, and has not conducted, periodic reviews to determine whether it has received all compact-management records from the accountable entities consistent with federal internal control standards. As a result, MCC cannot be sure that it is meeting the federal requirement that it preserve all records documenting its functions, activities, and other transactions."

Oral History Interview with Benjamin Ostrofsky, June 20, 2013

The National Museum of the Pacific War presents an interview with Benjamin Ostrofsky. Ostrofsky joined the Army Air Forces in January of 1943 as an Aviation Cadet. He completed Navigation School that same year. He then went through a College Training Detachment at the University of Massachusetts to study algebra and physics. In 1944, Ostrofsky completed pre-flight training as part of his navigation training at Maxwell Air Force Base, and received additional navigation training at Ellington Air Force Base, graduating January of 1945. While waiting for assignment with a B-29 combat crew headed for the Pacific, the war ended. He shares numerous details of his training experiences. He served in the Reserves in the Korean War, and was discharged around late 1953.

This report seeks to inform the current debate over the nomination and confirmation for U.S. circuit and district court nominees in three ways: first, by providing an overview of the time taken by the Senate during recent presidencies to confirm U.S. circuit and district court nominees; second, by identifying potential consequences of a protracted confirmation process for such nominees; and third, by identifying policy options the Senate might consider to shorten the length of time from nomination to confirmation for U.S. circuit and district court nominees.

The National Museum of the Pacific War presents an interview with Edmond Ward. Ward joined the Army in 1942. He served with the 1st Infantry Division, 18th Infantry Regiment. He participated with the Omaha Beach landing forces during the Invasion of Normandy and served in the Battle of the Bulge. Ward returned to the US and received his discharge in November of 1945.

This report describes homegrown violent jihadists and the plots and attacks that have occurred since 9/11. For this report, "homegrown" and "domestic" are terms that describe terrorist activity or plots perpetrated within the United States or abroad by American citizens, legal permanent residents, or visitors radicalized largely within the United States. The report also discusses the radicalization process and the forces driving violent extremist activity. It analyzes post-9/11 domestic jihadist terrorism and describes law enforcement and intelligence efforts to combat terrorism and the challenges associated with those efforts. It also outlines actions underway to build trust and partnership between community groups and government agencies and the tensions that may occur between law enforcement and engagement activities.
