SYNTHESIS OF SAFETY ANALYSIS AND FIRE HAZARD ANALYSIS METHODOLOGIES

Successful implementation of both the nuclear safety program and fire protection program is best accomplished using a coordinated process that relies on sound technical approaches. When systematically prepared, the documented safety analysis (DSA) and fire hazard analysis (FHA) can present a consistent technical basis that streamlines implementation. If not coordinated, the DSA and FHA can present inconsistent conclusions, which can create unnecessary confusion and can promulgate a negative safety perception. This paper will compare the scope, purpose, and analysis techniques for DSAs and FHAs. It will also consolidate several lessons-learned papers on this topic, which were prepared in the 1990s.

This Quality Assurance Plan describes how the Waste Encapsulation and Storage Facility (WESF) implements the quality assurance (QA) requirements of the Quality Assurance Program Description (QAPD) (HNF-Mp-599) for Project Hanford activities and products. This QAPP also describes the organizational structure necessary to successfully implement the program. The QAPP provides a road map of applicable Project Hanford Management System Procedures, and facility specific procedures, that may be utilized by WESF to implement the requirements of the QAPD.

Borehole Data Package for Two RCRA Wells 299-W11-25B and 299-W11-46 at Single-Shell Tank Waste Management Area T, Hanford Site, Washington

One new Resource Conservation and Recovery Act (RCRA) groundwater monitoring and assessment well was installed at single-shell tank Waste Management Area (WMA) T in calendar year 2005 in partial fulfillment of commitments for well installations proposed in Hanford Federal Facility Agreement and Consent Order, Milestone M-24-57 (2004). The need for increased monitoring capability at this WMA was identified during a data quality objectives process for establishing a RCRA/Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA)/Atomic Energy Act (AEA) integrated 200 West and 200 East Area Groundwater Monitoring Network. The initial borehole, 299-W11-25B, was located about 20 ft from existing downgradient well 299 W11-39. The specific objective for the borehole was to determine the vertical distribution of contaminants in the unconfined aquifer at the northeast corner of WMA T. The permanent casing in borehole 299-W11-25B was damaged beyond repair during well construction and replacement borehole, 299-W11-46, was drilled about 10 ft from borehole 299-W11-25B (Figure 1). Borehole 299-W11-46 was completed as a RCRA monitoring well. This Corrective Action Decision Document/Closure Report (CADD/CR) has been prepared for Corrective Action Unit (CAU) 405, Area 3 Septic Systems, in accordance with the Federal Facility Agreement and Consent Order. Located on the Tonopah Test Range (TTR) approximately 235 miles north of Las Vegas, Nevada, CAU 405 consists of three Corrective Action Sites (CASs): 03-05-002-SW03, Septic Waste System (aka: Septic Waste System [SWS] 3); 03-05-002-SW04, Septic Waste System (aka: SWS 4); 03-05-002-SW07, Septic Waste System (aka: SWS 7). The CADD and CR have been combined into one report because no further action is recommended for this CAU, and this report provides specific information necessary to support this recommendation. The CAU consists of three leachfields and associated collection systems that were installed in or near Area 3 for wastewater disposal. These systems were used until a consolidated sewer system was installed in 1990. Historically, operations within various buildin gs in and near Area 3 of the TTR generated sanitary and industrial wastewaters. There is a potential that contaminants of concern (COCs) were present in the wastewaters and were disposed of in septic tanks and leachfields. The Savannah River Site Operations Office of the U.S. Department of Energy is submitting this Delisting Petition to the U.S. Environmental Protection Agency, Region IV. This petition seeks exclusion of certain solid wastes generated at the Savannah River Site near Aiken, South Carolina from the list of Resource Conservation and Recovery Act hazardous wastes contained in 40 CFR 261.24 and 40 CFR 261.31.
