El Tratado De Guadalupe Hidalgo: Definicion y lista de las concesiones de tierras comunitarias en Nuevo Mexico (Informe Preliminar)

A letter report issued by the General Accounting Office with an abstract that begins "Under the Treaty of Guadalupe Hidalgo in 1848, which formally ended the Mexican-American War, the United States assumed control over vast new territories, including much of what is now the state of New Mexico. The United States agreed to recognize ownership of property, including the ownership of land grants, in the ceded areas. Whether the United States carried out the provisions of the treaty, especially with regard to community land grants, has been a controversial issue for generations. Land grant documents contain no direct reference to "community land grants," nor do Spanish and Mexican laws define or use this term. GAO did find, however, that some grants refer to lands set aside for general communal use or for specific purposes, such as hunting, maintaining pastures, wood gathering, or watering. Scholars, the land grant literature, and popular terminology commonly use the phrase "community land grants" to denote land grants that set aside common lands for the use of the entire community. GAO used this broad definition to determine which Spanish and Mexican land grants could be identified as community land grants. GAO identified 152 community land grants …

A letter report issued by the Government Accountability Office with an abstract that begins "As Hurricane Katrina so forcefully demonstrated, the nation's critical infrastructures and key resources have been vulnerable to a wide variety of threats. Because about 85 percent of the nation's critical infrastructure is owned by the private sector, it is vital that the public and private sectors work together to protect these assets. The Department of Homeland Security (DHS) is responsible for coordinating a national protection strategy including formation of government and private sector councils as a collaborating tool. The councils, among other things, are to identify their most critical assets, assess the risks they face, and identify protective measures, in sector-specific plans that comply with DHS's National Infrastructure Protection Plan (NIPP). GAO examined (1) the extent to which these councils have been established; (2) the key facilitating factors and challenges affecting the formation of the councils; and (3) the overall status of the plans and key facilitating factors and challenges encountered in developing them. GAO obtained information by reviewing key documents and conducting interviews with federal and private sector representatives. Fewer than half the items GAO selected for testing could be located. Most of the missing items were information technology (IT ) equipment. Given recent thefts of laptops and data breaches, the requesters were concerned about the adequacy of physical inventory controls over VA IT equipment. GAO was asked to determine (1) the risk of theft, loss, or misappropriation of IT equipment at selected locations; (2) whether selected locations have adequate procedures in place to assure accountability and physical security of IT equipment in the excess property disposal process; and (3) what actions VA management has taken to address identified IT inventory control weaknesses. Studies examining results reported by several long-established CDRs demonstrate the utility of CDR data sets for analyzing trends in both outcomes and treatments. CDR efforts to improve outcomes typically involve a combination of performance improvement activities including feedback reports to participating physicians, benchmarking physician performance relative to that of their peers, and related educational activities designed to stimulate changes in clinical practice. A letter report issued by the General Accounting Office with an abstract that begins "For 50 years, the General Services Administration (GSA) has maintained the federal government's real property assets, including military installations, office buildings, laboratories, courthouses, postal facilities, and embassies. Separately, the Department of the Treasury produces annual financial information on these assets. GSA's worldwide inventory is the only central source of detailed information on on the government's real property inventory, such as addresses, square footage, acquisition dates, and property type. GAO found that GSA's inventory contains unreliable data. The inventory lacks key data for budgeting and strategic management, such as space utilization, facility condition, historical significance, security, and facility age. Poor communication between GSA and the reporting agencies, technical difficulties with agency data, and resource constraints contributed to the problems. GSA lacks the authority to require agencies to submit data and has been pursuing real property reform legislation. The agency has also begun to improve the effectiveness of the worldwide inventory as a decisionmaking tool. With OMB's concurrence, GSA suspended the reporting process for fiscal year 2001 and plans to develop an enhanced database with real-time capabilities to complement the yearly inventory reports."

A letter report issued by the Government Accountability Office with an abstract that begins "The federal government is the world's largest and most complex entity, with about $3.5 trillion in outlays in fiscal year 2010 funding a broad array of programs and operations. GAO maintains a program to focus attention on government operations that it identifies as high risk due to their greater vulnerabilities to fraud, waste, abuse, and mismanagement or the need for transformation to address economy, efficiency, or effectiveness challenges. Since 1990, GAO has designated over 50 areas as high risk and subsequently removed over one-third of the areas due to progress made. This biennial update describes the status of high-risk areas listed in 2009 and identifies any new high-risk area needing attention by Congress and the executive branch. Solutions to high-risk problems offer the potential to save billions of dollars, improve service to the public, and strengthen the performance and accountability of the U.S. government."
