Child And Family Services Reviews: States and HHS Face Challenges in Assessing and Improving State Performance

Testimony issued by the General Accounting Office with an abstract that begins "In 2001, the Department of Health and Human Services' (HHS) Administration for Children and Families (ACF) implemented the Child and Family Services Reviews (CFSR) to increase states' accountability. The CFSR uses states' data profiles and statewide assessments, as well as interviews and an on-site case review, to measure state performance on 14 outcomes and systemic factors, including child well-being and the provision of caseworker training. The CFSR also requires progress on a program improvement plan (PIP); otherwise ACF may apply financial penalties. This testimony is based on our April 2004 report and addresses (1) ACF's and the states' experiences preparing for and conducting the statewide assessments and on-site reviews; (2) ACF's and the states' experiences developing, funding, and implementing items in PIPs; and (3) any additional efforts that ACF has taken beyond the CFSR to improve state performance. For the April 2004 report, we surveyed all 50 states, the District of Columbia, and Puerto Rico regarding their experiences throughout the CFSR process, visited 5 states to obtain first-hand information, and conducted a content analysis of all 31 available PIPs as of January 1, 2004. Oral History Interview with Juan Chavez, June 13, 2016

Juan Chávez was born in Colorado of ethnic Mexicans. As a young child, his father died and his family moved from a Colorado mining town to Muleshoe, Texas. In Muleshoe, Chávez remembers facing discrimination and African American children having to go to an African American school. He, as most other ethnic Mexican children in Muleshoe at the time, left school after seventh grade and began working. As a young man, he joined Chicanos Unidos Campesinos, a Muleshoe organization. He also helped lead the Raza Unida Party in the Southern Plains of Texas. He was also a part of the Brown Berets, the UFW, and the Texas Farmworkers Union. He attended demonstrations and marches in various cities like San Antonio, El Paso, Austin, and Washington D.C. with this various parties/groups/organizations. Chavez became the first Mexican American Muleshoe city council member and later the first Mexican American Bailey County Commissioner.

Residential Facilities: Improved Data and Enhanced Oversight Would Help Safeguard the Well-Being of Youth with Behavioral and Emotional Challenges

A letter report issued by the Government Accountability Office with an abstract that begins "Federal funding to states supported more than 200,000 youth in residential facilities in 2004, many seeking help to address behavioral or emotional challenges. However, federal investigations have identified maltreatment and civil rights abuses in some facilities. GAO was asked to provide national information about (1) the nature of incidents that adversely affect youth well-being in residential facilities, (2) how state licensing and monitoring requirements address youth well-being in these facilities, and (3) what factors affect federal agencies' ability to hold states accountable for youth well-being in residential facilities. GAO conducted national Web-based surveys of state child welfare, health and mental health, and juvenile justice agencies and achieved an 85 percent response rate for each of the three surveys. We also visited four states, interviewed program officials, and reviewed laws and documentation."

The National Museum of the Pacific War presents an oral interview with William Wareing. Wareing attended the Hawken School as a child, impressing upon him the value of discipline. He later joined the ROTC and the Kentucky National Guard. With war looming, he applied both to the Army Air Corps and Royal Canadian Air Force. Accepted by both, he chose the Air Corps, completing flight training in December 1941 as a second lieutenant. After two years as an instructor, he was appointed to oversee curriculum at various flight schools. By that time, he was a captain and he turned down a promotion to major in favor of attending B-29 school. He then joined the 500th Bombardment Group, flying exactly one mission, the final bombardment of Japan, days after the second atomic bomb was dropped. Under antiaircraft fire, Wareing risked being court-martialed to break formation and ensure proper targeting. Following the war, Wareing dropped supplies over POW camps in Formosa and China. When one of his flights was diverted, he came so close to crashing into a mountainside that he caught a leaf in his landing gear. In November 1945 he was discharged in order to see his dying mother. While families play the essential role in nurturing their children, the federal government has traditionally provided aid to disadvantaged children and families. However, federal spending on current health care and retirement programs--Medicaid, Medicare, and Social Security--is projected to grow dramatically and absorb an increasing share of the federal budget and economic output. Absent meaningful changes, little room will be left in the federal budget to address other priorities, including programs designed to assist and ensure opportunities for disadvantaged children and families. GAO convened this forum on June 25, 2008, to identify key areas of concern related to disadvantaged children and their families and to discuss ideas to address these concerns within this fiscal environment."

The NEOS Server 4.0 provides a general Internet-based client/server as a link between users and software applications. The administrative guide covers the fundamental principals behind the operation of the NEOS Server, installation and trouble-shooting of the Server software, and implementation details of potential interest to a NEOS Server administrator. The guide also discusses making new software applications available through the Server, including areas of concern to remote solver administrators such as maintaining security, providing usage instructions, and enforcing reasonable restrictions on jobs. The administrative guide is intended both as an introduction to the NEOS Server and as a reference for use when running the Server.

Interview with Ross Snodgrass, ranche rfrom Kerrville, Texas. Mr. Snodgrass discusses his family's move to the area in the mid-1800s, as well as their ranching history. He talks about his own experience as a rancher, raising and training animals, surviving droughts (and anthrax), roping, and more. Mr. Snodgrass also tells stories about the "Whippoorwill" band he and his wife, Clarabelle Snodgrass, started after marrying in 1933. The transcript includes a few comments by his wife.
