This project contributed significantly to the development of new codes and standards, both domestically and internationally. The NHA collaborated with codes and standards development organizations to identify technical areas of expertise that would be required to produce the codes and standards that industry and DOE felt were required to facilitate commercialization of hydrogen and fuel cell technologies and infrastructure. NHA staff participated directly in technical committees and working groups where issues could be discussed with the appropriate industry groups. In other cases, the NHA recommended specific industry experts to serve on technical committees and working groups where the need for this specific industry expertise would be on-going, and where this approach was likely to contribute to timely completion of the effort. The project also facilitated dialog between codes and standards development organizations, hydrogen and fuel cell experts, the government and national labs, researchers, code officials, industry associations, as well as the public regarding the timeframes for needed codes and standards, industry consensus on technical issues, procedures for implementing changes, and general principles of hydrogen safety. The National Museum of the Pacific War presents an oral interview with Edwin LeBreton. LeBreton was born in Louisiana and was in the Army National Guard stationed in Texas when Pearl Harbor was attacked. He served in an engineering outfit before entering military intelligence. After the war, LeBreton was sent to an engineer depot in Japan. After leaving Japan, he was stationed in France at another supply depot.

This report summarizes legal and political events related to active sonar and marine mammals since 1994. The report discusses the deployment of active sonar by the U.S. Navy and its potential impacts on marine mammals has been an ongoing issue of intense debate; regulatory, legislative, and judicial activity; and international concern.

The case of {gamma}-ray absorption due to photon-photon pair production of jet photons in the external photon environments, such as the accretion disk and the broad-line region radiation fields, of {gamma}-ray--loud active galactic nuclei (AGNs) that exhibit strong emission lines is considered. I demonstrate that this 'local opacity,' if detected, will almost unavoidably be redshift-dependent in the sub-TeV range. This introduces nonnegligible biases and complicates approaches for studying the evolution of the extragalactic background light with contemporary GeV instruments such as the Gamma-Ray Large Area Space Telescope (GLAST ), where the {gamma}-ray horizon is probed by means of statistical analysis of absorption features (e.g., the Fazio-Stecker relation) in AGN spectra at various redshifts. It particularly applies to strong-line quasars, where external photon fields are potentially involved in {gamma}-ray production.

Testimony issued by the Government Accountability Office with an abstract that begins "The Smithsonian Institution (Smithsonian) is the world's largest museum complex. Its funding comes from its own private trust fund assets and federal appropriations, with the majority of funds for facilities coming from federal appropriations. In 2005, GAO reported that the Smithsonian's current funding would not be sufficient to cover its estimated $2.3 billion in facilities projects through 2013 and recommended that the Smithsonian Board of Regents, its governing body, develop and implement a funding plan. Recently, problems related to a lack of adequate oversight of executive compensation and other issues have raised concerns about governance at the Smithsonian. This testimony discusses GAO's recently issued work on the Smithsonian's real property management efforts and its efforts to develop and implement strategies to fund its facilities projects. In addition, it describes preliminary results of GAO's ongoing work on the Smithsonian's governance challenges. The work for this testimony is based on GAO's September 2007 report, Smithsonian Institution: Funding Challenges Affect Facilities' Conditions and Security, Endangering Collections, which included recommendations. For ongoing governance work, GAO reviewed Smithsonian documents and interviewed Smithsonian officials, academics, and representatives of nonprofit associations."

The National Museum of the Pacific War presents an oral interview with J.R. Closs. Closs was born in Edge, Texas 9 March 1926. In 1944 he was drafted and entered the US Marine Corps boot camp at San Diego. After boot training he was selected to attend Marine Corps Sea School at San Diego. Upon completion of Sea School, he was assigned to the USS Yorktown (CV-10) as an orderly to the executive officer for a period of time and then he was assigned to a 20 millimeter gun. He tells of the Yorktown participating in the invasion of Okinawa and the ship being hit by a Japanese bomb. He also recalls seeing a kamikaze hit the USS Missouri (BB-63) during the invasion. Soon after the atomic bomb was dropped on Hiroshima, the Marines on board the various ships were brought together on a transport ship, where for several days, they practiced beach landings. Between the Japanese surrender and the signing of the peace accords, the contingent of Marines landed at Yokosuka, Japan. Closs describes the bomb damage he observed and the physical condition of and attitude shown by the Japanese people.

Testimony issued by the Government Accountability Office with an abstract that begins "In the early 1980s, volatile organic compounds (VOC) were discovered in some of the water systems serving housing areas on Marine Corps Base Camp Lejeune. Exposure to certain VOCs may cause adverse health effects, including cancer. Since 1991, the Department of Health and Human Services' Agency for Toxic Substances and Disease Registry (ATSDR) has been examining whether individuals who were exposed to the contaminated drinking water are likely to have adverse health effects. ATSDR's current study is examining whether individuals who were exposed in utero are more likely to have developed certain childhood cancers or birth defects. GAO was asked to testify on its May 11, 2007 report: Defense Health Care: Activities Related to Past Drinking Water Contamination at Marine Corps Base Camp Lejeune (GAO-07-276). This testimony summarizes findings from the report about (1) efforts to identify and address the past drinking water contamination, (2) the provision of funding and information from the Department of Defense (DOD) to ATSDR, and (3) an assessment of the design of the current ATSDR study.
