Rebuilding Iraq: Stabilization, Reconstruction, and Financing Challenges
Testimony issued by the Government Accountability Office with an abstract that begins "The United States, along with coalition partners and various international organizations, has undertaken a challenging and costly effort to stabilize and rebuild Iraq following multiple wars and decades of neglect by the former regime. This enormous effort is taking place in an unstable security environment, concurrent with Iraqi efforts to transition to its first permanent government. The United States' goal is to help the Iraqi government develop a democratic, stable, and prosperous country, at peace with itself and its neighbors, a partner in the war against terrorism, enjoying the benefits of a free society and a market economy. In this testimony, GAO discusses the challenges (1) that the United States faces in its rebuilding and stabilization efforts and (2) that the Iraqi government faces in financing future requirements. This statement is based on four reports GAO has issued to the Congress since July 2005 and recent trips to Iraq. This report addresses planned and possible future efforts under the Obama Administration, including the scheduled gradual troops withdrawal. Iraq: Post-Saddam Governance and Security
The Obama Administration is facing a security environment in Iraq vastly improved over that which prevailed during 2005-2007, although still not completely peaceful or without potential to deteriorate significantly. Some U.S. officials believe that further U.S. military presence might be needed beyond the projected 2011 withdrawal date, and that political disputes among Iraqi factions could escalate and reignite civil conflict in the absence of a U.S. presence. This report discusses these issues in detail, as well as the factors that have contributed to the planned withdrawal of U.S. troops, including mounting casualties and financial costs.

Congress has approved appropriations for the past 13 years of war that total $1.6 trillion for military operations, base support, weapons maintenance, training of Afghan and Iraq security forces, reconstruction, foreign aid, embassy costs, and veterans' health care for the war operations initiated since the 9/11 attacks. U.S. Embassy in Iraq
Construction of the New Embassy Compound (NEC) in Baghdad is completed and, as of early August 2008, about 50% of post staff have moved in. Construction problems and additional requirements, including adding space at the embassy compound for General Patraeus and his staff, as requested in a mid-2007 report by State's then- Director of Management and Planning, delayed the opening by a year and raised the cost from the original $592 million estimate to about $736 million. The Department of State has a goal of having all U.S. government personnel moved in by the end of 2008.

This report presents various estimates of Iraqi civilian, police, and security forces casualties. The Department of Defense (DOD) regularly updates total U.S. military deaths and wounded statistics from Operation Iraqi Freedom, as reflected in CRS Report RS21578, Iraq: Summary of U.S. Casualties. However, no Iraqi or U.S. government office regularly releases statistics on Iraqi civilian deaths, Iraqi police deaths, or Iraqi security forces deaths. Statistics on these topics are sometimes available through alternative sources, such as nonprofit organizations, or through statements made by officials to the press.

United Nations: Observations on the Oil for Food Program and Areas for Further Investigation
Testimony issued by the Government Accountability Office with an abstract that begins "The Oil for Food program was established by the United Nations and Iraq in 1996 to address concerns about the humanitarian situation after international sanctions were imposed in 1990. The program allowed the Iraqi government to use the proceeds of its oil sales to pay for food, medicine, and infrastructure maintenance. The program appears to have helped the Iraqi people. From 1996 through 2001, the average daily food intake increased from 1,300 to 2,300 calories. From 1997-2002, Iraq sold more than $67 billion of oil through the program and issued $38 billion in letters of credit to purchase commodities. GAO (1) reports on our estimates of the illegal revenue acquired by the former Iraqi regime in violation of U.N. sanctions and provides some observations on the administration of the program and (2) suggests areas for additional analysis and summarizes the status of several ongoing investigations."

Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses the U.S. Department of State's (State) efforts to train its personnel. It is based on our report, which is being released today. Because State is the lead U.S. foreign affairs agency, its personnel require certain knowledge, skills, and abilities to equip them to address the global security threats and challenges facing the United States--including the threat of Al-Qaeda and other terrorist organizations, HIV/AIDS and other pandemics, environmental degradation, nuclear proliferation, and failed states. In fiscal years 2006 through 2010, State's funding for training personnel grew by about 62 percent, and the department requested more than $266 million in fiscal year 2011 for programs providing training in professional skills such as foreign language proficiency, area studies, information technology, consular duties, and others needed for the conduct of foreign relations. State's Foreign Service Institute (FSI) is the primary training provider for the department's more than 66,000 Foreign Service, civil service, and locally employed staff worldwide.
