The overall purpose of this project is to evaluate the biological and economic feasibility of restoring high-quality forests on mined land, and to measure carbon sequestration and wood production benefits that would be achieved from forest restoration procedures. We are currently estimating the acreage of lands in VA, WV, KY, OH, and PA mined under SMCRA and reclaimed to non-forested post-mining land uses that are not currently under active management, and therefore can be considered as available for carbon sequestration. To determine actual sequestration under different forest management scenarios, a field study was installed as a 3 x 3 factorial in a random complete block design with three replications at each of three locations, Ohio, West Virginia, and Virginia. The treatments included three forest types (white pine, hybrid poplar, mixed hardwood) and three silvicultural regimes (competition control, competition control plus tillage, competition control plus tillage plus fertilization). Each individual treatment plot is 0.5 acres. Each block of nine plots is 4.5 acres, and the complete installation at each site is 13.5 acres. This report describes the activities of the nuclear physics group at Mississippi State University, which were performed under contract DE-FG05-92ER40726 with the Department of Energy. Under the contract, the nuclear physics group at MSU provided leadership for the Gammasphere Software Working Group (SWG) and developed software and software standards. The SWG held four workshops during the term of the contract to inform committee members and interested parties of development in software and computer technologies and summaries of the presentations and discussions were compiled for distribution. These summaries have been distributed to interested members of the nuclear physics community and copies are included with this report. SWG subcommittees were organized to address specific issues and reports were given to the full SWG at each meeting. The subcommittee on a ''standard format for histogram data'' developed a format that was presented to the Gammasphere Users' Group and has been provided to interested parties. Other subcommittees were organized to address issues of parallel computing and graphical user interfaces at GammaSphere. We worked closely with Robert Varner and Bill Milner at ORNL in adapting and testing the ORNL histogram display software (UPAK) for use on SPARC-based workstations. The United States and Lebanon continue to enjoy good relations. Prominent current issues between the United States and Lebanon include progress toward a Lebanon-Israel peace treaty, U.S. aid to Lebanon, and Lebanon's capacity to stop Hizballah militia attacks on Israel. Lebanon's government is based in part on a 1943 agreement that called for a Maronite Christian President, a Sunni Muslim Prime Minister, and a Shi'ite Muslim Speaker of the National Assembly. This report explores the above, as well as the assassination of former Lebanese Prime Minister Rafiq Hariri and the formation of a new Lebanese government following the withdrawal of Syrian forces from Lebanon.

This report examines the capabilities of existing commercial nuclear fuel fabrication facilities to convert depleted uranium hexafluoride (UF{sub 6}) to uranium oxide (UO{sub 2}). The U.S. Department of Energy (DOE) needs this information to determine whether using such capacity to convert DOE's inventory of depleted UF{sub 6} to a more stable form is a reasonable alternative that should be considered in the site-specific environmental impact statement for construction and operation of depleted UF{sub 6} conversion facilities. Publicly available information sources were consulted to ascertain the information summarized in this report. For domestic facilities, the information summarized includes currently operating capacity to convert depleted UF{sub 6} to UO{sub 2}; transportation distances from depleted UF{sub 6} storage locations near Oak Ridge, Tennessee, Portsmouth, Ohio, and Paducah, Kentucky, to the facilities; and regulatory requirements applicable to nuclear fuel fabrication and transportation of depleted UF{sub 6}. The report concludes that the total currently operating capability of U.S. commercial nuclear fuel fabricators to convert UF{sub 6} to UO{sub 2} is approximately 5,200 metric tons of UF{sub 6} per annum (tUF{sub 6}/a). It became clear during the workshop that the applicability of commercial satellite imagery to the verification of future regional arms control agreements is limited at this time. Non-traditional security topics such as environmental protection, natural resource management, and the development of infrastructure offer the more promising applications for commercial satellite imagery in the short-term. Many problems and opportunities in these topics are regional, or at least multilateral, in nature. A further advantage is that, unlike arms control and nonproliferation applications, cooperative use of imagery in these topics can be done independently of the formal Middle East Peace Process. The value of commercial satellite imagery to regional arms control and nonproliferation, however, will increase during the next three years as new, more capable satellite systems are launched. Aerial imagery, such as that used in the Open Skies Treaty, can also make significant contributions to both traditional and non-traditional security applications but has the disadvantage of requiring access to national airspace and potentially higher cost. There was general consensus that commercial satellite imagery is under-utilized in the Middle East and resources for remote sensing, both human and institutional, are limited. This relative scarcity, however, provides a natural motivation for collaboration in non-traditional …

The Lawrence Livermore National Laboratory (LLNL) under the sponsorship of the US Nuclear Regulatory Commission (NRC) has developed this program plan for research in equipment qualification (EQA). In this report the research program which will be executed in accordance with this plan will be referred to as the Equipment Qualification Research Program (EQRP). Covered are electrical and mechanical equipment under the conditions described in the OBJECTIVE section of this report. The EQRP has two phases; Phase I is primarily to produce early results and to develop information for Phase II. Phase I will last 18 months and consists of six projects. The first project is program management. The second project is responsible for in-depth evaluation and review of EQ issues and EQ processes. The third project is responsible for detailed planning to initiate Phase II. The remaining three projects address specific equipment; i.e., valves, electrical equipment, and a pump.
