It is planned to use the tritium dose model, DCART (Doses from Chronic Atmospheric Releases of Tritium), to reconstruct dose to the hypothetical maximally exposed individual from annual routine releases of tritiated water (HTO) and tritiated hydrogen gas (HT) from all Lawrence Livermore National Laboratory (LLNL) facilities and from the Sandia National (SNL) Laboratory's Tritium Research Laboratory over the last fifty years. DCART has been described in Part 1 of ''Historical Doses From Tritiated Water And Tritiated Hydrogen Gas Released To The Atmosphere from Lawrence Livermore National Laboratory (LLNL)'' (UCRL-TR-205083). This report (Part 2) summarizes information about annual routine releases of tritium from LLNL (and SNL) since 1953. Historical records were used to derive facility-specific annual data (e.g., source terms, dilution factors, ambient air concentrations, meteorological data, including absolute humidity and rainfall, etc.) and their associated uncertainty distributions. These data will be used as input to DCART to calculate annual dose for each year of LLNL operations. Sources of information are carefully referenced, and assumptions are documented. Confidence on all data post-1974 is quite high. Prior to that, further adjustment to the estimated uncertainty may have to be made if more information comes to light.

Congress and Program Evaluation: An Overview of Randomized Controlled Trials (RCTs) and Related Issues

This report discusses what RCTs are and identifies a number of issues regarding RCTs that might arise when Congress considers making program evaluation policy. For example, in the 109th Congress, Section 3 of S. 1934 (as introduced) would establish a priority for RCTs when evaluating offender reentry demonstration projects; Section 114 of S. 667 (Senate Finance Committee-reported bill) would require RCTs for demonstration projects for low-income families; and Section 5 of S. 1129 (as introduced) would call for RCTs for projects and policies of multilateral development banks. Issues regarding RCTs could also arise when actors in the policy process present specific program evaluations to Congress (e.g., in the President’s budget proposals) to influence Congress’s views and decision making. For many reasons, evaluations often merit scrutiny and care in interpretation.

Oral History Interview with Jim Wilcox, March 7, 2009

The National Museum of the Pacific War presents an oral interview with Jim Wilcox. Wilcox joined the Marine Corps in 1940. Upon completion of basic training he deployed to Guantanamo for further training. Assigned to artillery, he forwarded targets to the control center. He returned to the States to be treated for appendicitis and was then assigned to the special weapons battery of the 1st Marine Division, 11th Marine Regiment. Wilcox then landed in the third wave at Guadalcanal, where his ship, the USS Hunter Liggett (APA-14), was sunk while being offloaded. After four months of battle, Wilcox sailed to Australia, contracted malaria, and returned to the States. There he joined the Fourth Division at Camp Pendleton, broke his thighbone and clavicle in a truck accident and was hospitalized for six months. His leg never fully healed, so when the war ended he was discharged with partial disability compensation.

Final Technical Report

Through past DOE funding, the MIND Research network has funded a national consortium effort that used multi-modal neuroimaging, genetics, and clinical assessment of subjects to study schizophrenia in both first episode and persistently ill patients. Although active recruitment of research participants is complete, this consortium remains active and productive in terms of analysis of this unique multi-modal data collected on over 320 subjects.

Oral History Interview with Stephen Perrone, March 7, 2007

The National Museum of the Pacific War presents an interview with Stephen Perrone. Perrone joined the Army Air Forces in October of 1941. He completed training for airplane instrumentation, mechanic and flying cadet. He served as a Radar Bombardier with the 63rd Bombardment Squadron, 43rd Bombardment Group, 5th Air Force. Perrone was in the B-24 snooper squadron. They bombed targets in Indonesia, Malaysia and New Guinea, including shipping areas, airfields and railways. They operated out of a captured base in Morotai. They experimented with low level skip bombing, using this tactic at the Battle of the Bismarck Sea in March of 1943. In November of 1944 they helped the ground campaign in the Philippines. In July of 1945 they moved to Ie Shima, Okinawa, flying missions over Japan. He was discharged in May of 1945.
