No Child Left Behind Act: Education Should Clarify Guidance and Address Potential Compliance Issues for Schools in Corrective Action and Restructuring Status

A letter report issued by the Government Accountability Office with an abstract that begins "The No Child Left Behind Act of 2001 (NCLBA) focused national attention on improving schools so that all students reach academic proficiency by 2014. In the 2006- 2007 school year, about 4,500 of the 54,000 Title I schools failed to make adequate yearly progress (AYP) for 4 or more years. Schools that miss AYP for 4 years are identified for corrective action, and after 6 years, they must be restructured. GAO examined (1) the characteristics of Title I schools in corrective action and restructuring; (2) the actions that schools in corrective action and restructuring implemented; (3) the assistance those schools received from districts and states; and (4) how Education supports states in their efforts to assist these schools. GAO administered two Web-based surveys to a nationwide sample of schools in corrective action and restructuring status and conducted site visits to five states."

Oral History Interview with Vickie Gomez, July 5, 2016

Vickie Gomez was born in Barstow, Texas. Both her father and grandfather tended goats when Gomez was a child. Her family moved to Odessa in 1945, and Gomez attended mixed Anglo and Mexican schools. Gomez first when to Odessa High School and then Ector County High School, where she graduated from in 1959. Gomez then went to Odessa College, after being discouraged from attending university by a high school counselor. At the same time, she became the first Hispanic to work for the city’s First National Bank. After attending Odessa College for six years, Gomez went to the University of Texas at Austin, where she graduated from in 1972. When she returned to Odessa, she began working as an administrator for the University of Texas Premium Basin. In 1976, Gomez ran for Ector County ISD Board of Trustees. She won an at-large election with a black and brown coalition. Gomez helped push integration in Odessa schools.

Generalized Portable SHMEM Library for High Performance Computing

This dissertation describes the efforts to design and implement the Generalized Portable SHMEM library, GPSHMEM, as well as supplementary tools. There are two major components of the GPSHMEM project: the GPSHMEM library itself and the Fortran 77 source-to-source translator. The rest of this thesis is divided into two parts. Part I introduces the shared memory model and the distributed shared memory model. It explains the motivation behind GPSHMEM and presents its functionality and performance results. Part II is entirely devoted to the Fortran 77 translator call fgpp. The need for such a tool is demonstrated, functionality goals are stated, and the design issues are presented along with the development of the solutions.

Oral History Interview with Avery Willis, December 5, 2008

The National Museum of the Pacific War presents an oral interview with Avery Willis. Willis left the Civilian Conservation Corps (CCC) and joined the Navy in 1935. After training, he was assigned to the engine room of the USS Nevada (BB-36) as a machinist’s mate. On the morning of 7 December, he was filling in as an engineer on the motor launch. When the initial attack passed, he assumed his station in the engine room just before the ship got underway. Thinking he might be safer on a submarine, Willis soon requested a transfer and boarded the USS Tunny (SS-282). Conducting patrols off of Guam, he was at ease under the expert command of Lieutenant Commander John Scott. After five patrols, Willis was transferred to Mare Island, where he ran errands for Admiral Rickover. As the war came to an end, Willis’s last duty was decommissioning 57 submarines, some of them brand new.

The National Museum of the Pacific War presents an oral interview with Glenn Reynolds. Reynolds left high school to join the Navy in 1939. In March 1940 he was assigned to USS Maryland (BB-46). Anchored at Pearl Harbor when the Japanese attacked, Reynolds was writing a letter to his girlfriend when the war began. He manned his battle station, despite being barefoot, and then helped fight fires on a nearby fuel tanker. He later transferred to USS Halawa (AOG-12) as a gunner’s mate. In August 1942 he was sent to gunnery school and upon completion joined an amphibious base in England, where he met an English woman who would become his wife. While on shore patrol duty, Reynolds was alarmed one evening when Downtown London was suddenly crowded to the point where he could not move. This was how he learned that the Germans had surrendered. V-E Day celebrations lasted until four in the morning. After being discharged from the Navy, Reynolds joined the Army and went served in Korea and Vietnam, retiring after 26 years.

Individuals with Disabilities Education Act (IDEA): Analysis of Changes Made by P.L. 108-446

This report discusses the Individuals with Disabilities Education Act (IDEA — 20 U.S.C. §1400 et seq.), which is both a grants statute and a civil rights statute. It provides federal funding for the education of children with disabilities and requires, as a condition for the receipt of such funds, the provision of a free appropriate public education (FAPE). The statute also contains detailed due process provisions to ensure the provision of FAPE. Originally enacted in 1975, the act responded to increased awareness of the need to educate children with disabilities, and to judicial decisions requiring that states provide an education for children with disabilities if they provided an education for children without disabilities.

The Individuals with Disabilities Education Act (IDEA): Overview of P.L. 108-446

The Individuals with Disabilities Education Act (IDEA) is the main federal program concerning the education of children with disabilities. It authorizes state and local aid for special education and related services for children with disabilities and contains detailed due process protections for children with disabilities and their parents. On December 3, 2004, President Bush signed “the Individuals with Disabilities Education Act Improvement Act” (P.L. 108-446), a major reauthorization and revision of IDEA. The new law preserves the basic structure and civil rights guarantees of IDEA but also makes significant changes in the law. Most provisions of P.L. 108-446 go into effect on July 1, 2005. This report will briefly discuss several of the major changes made by the reauthorization.
