A letter report issued by the Government Accountability Office with an abstract that begins "The September 11, 2001, terrorist attacks and World Trade Center (WTC) collapse blanketed Lower Manhattan in dust from building debris. In response, the Environmental Protection Agency (EPA) conducted an indoor clean and test program from 2002 to 2003. In 2003, EPA's Inspector General (IG) recommended improvements to the program and identified lessons learned for EPA's preparedness for future disasters. In 2004, EPA formed an expert panel to, among other goals, guide EPA in developing a second voluntary program; EPA announced this program in 2006. As requested, GAO's report primarily addresses EPA's second program, including the (1) extent to which EPA incorporated IG and expert panel member recommendations and input; (2) factors, if any, limiting the expert panel's ability to meet its goals; (3) completeness of information EPA provided to the public; (4) way EPA estimated resources for the program; and (5) extent to which EPA has acted upon lessons learned regarding indoor contamination from disasters."

Bill introduced by the Texas House of Representatives relating to appropriating money for the support of the Judicial, Executive, and Legislative Branches of the State government, for the construction of State buildings, and for State aid to public junior colleges, for the period beginning September 1, 2007 and ending August 31, 2009; authorizing and prescribing conditions, limitations, rules, and procedures for allocating and expending the appropriated funds; and declaring an emergency. Includes a proclamation issued by the Governor of the State of Texas, issuing a line-item veto of the General Appropriations Bill.

On June 25, 2007, in a 5-4 decision, the Sumpreme Court in Wisconsin Right to Life, Inc. v. FEC affirmed a lower court ruling, finding that a provision of the Bipartisan Campaign Reform Act of 2002, prohibiting corporate or labor union treasury funds from being spent on advertisements broadcast within 30 days of a primary or 60 days of a general election, was unconstitutional as applied to ads that Wisconsin Right to Life, Inc. sought to run. In later decisions, it was ruled that advertisements that may reasonably be interpreted as something other than as an appeal to vote for or against a specific candidate are not the functional equivalent of express advocacy and, therefore, cannot be regulated. This report examines and analyzes these decisions and how they effect campaign law.

The National Museum of the Pacific War presents an oral interview with Rudolph Fanska. Fanska was drafted into the Marine Corps in 1943. He mentions his first landing at Cape Gloucester. Fanska then took part in the landing at Peleliu and describes how he was wounded and the treatment he received on a hospital ship. He also served at Okinawa and earned a Silver Star. Fanska was wounded in the leg and describes lengthy recovery. He was discharged in 1946.

The National Museum of the Pacific War presents an oral interview with Jack Bailey. Bailey joined the Texas National Guard when he was 14 years old, lying about his age. In November 1939, his unit was mobilized and he left for the Philippines with the 36th Division. Bailey shipped overseas and his group was diverted to Australia after the attack on Pearl Harbor. They boarded a Dutch troop ship and headed for Java. On Java, outnumbered and out of ammunition, his unit surrendered to the Japanese and became known as the Lost Battalion. Spending two and a half years imprisoned in Burma, he was beaten repeatedly and forced to build a railway bridge made of steel and bamboo. Natives snuck intelligence to American officers, and in this fashion Bailey learned the war had finally ended. He and fellow POWs repaired the airfield so that they could be evacuated. Bailey returned home in December 1945 and was awarded the Purple Heart for the injuries inflicted on him as a prisoner. After his discharge in 1946, he found that he was having trouble with his heart and so was granted 100-percent disability.

The National Museum of the Pacific War presents an oral interview with Randy Watson. Watson joined the Army Air Corps in 1939. He was assigned to Puerto Rico for two years and felt fortunate to have narrowly missed being sent to the Philippines. While in Puerto Rico, he was assigned to Air Material Command, working with supplies. Afterward, he attended flight school and was assigned to India as a C-46 pilot. There he flew over the Hump to deliver supplies into China. During Watson’s first flight, he was frightened by the phenomenon known as St. Elmo’s fire. He was later given the task of flying with bails of Chinese currency with instructions to burn the money if he crashed. Once, Watson was redirected multiple times due to bad weather and base closures, thus keeping him awake for over 40 hours. During this experience, his plane and crew were reported as missing. In December 1944, he left India for home on a C-54, stopping in Cairo and Casablanca on the way. He finished the war having flown 650 hours, making 78 trips over the Hump.

A letter report issued by the Government Accountability Office with an abstract that begins "The No Child Left Behind Act of 2001 (NCLBA) focused national attention on improving schools so that all students reach academic proficiency by 2014. In the 2006- 2007 school year, about 4,500 of the 54,000 Title I schools failed to make adequate yearly progress (AYP) for 4 or more years. Schools that miss AYP for 4 years are identified for corrective action, and after 6 years, they must be restructured. GAO examined (1) the characteristics of Title I schools in corrective action and restructuring; (2) the actions that schools in corrective action and restructuring implemented; (3) the assistance those schools received from districts and states; and (4) how Education supports states in their efforts to assist these schools. GAO administered two Web-based surveys to a nationwide sample of schools in corrective action and restructuring status and conducted site visits to five states."
