The Cost of Iraq, Afghanistan and Enhanced Base Security since 9/11
Since the 9/11 terrorist attacks, CRS estimates that the Administration has allocated a total of about $357 billion for military operations, reconstruction, embassy costs, and various foreign aid programs in Iraq and Afghanistan, and for enhanced security at defense bases. This total includes $45 billion in “bridge” funding for the Department of Defense (DOD) as provided in H.J.Res. 68 /P.L.109- 77, a FY2006 Continuing Resolution, which was signed by the President on September 30, 2005.

Elections in 2005 for a transition government (January 30, 2005), a permanent constitution (October 15), and a permanent (four year) government (December 15) were concluded despite insurgent violence, progressively attracting Sunni participation. On May 20, a unity government was formed as U.S. officials had been urging, but the government has been unable to reduce sectarian violence, and there are growing signs of fragmentation within it.

FY2006 Supplemental Appropriations: Iraq and Other International Activities; Additional Hurricane Katrina Relief
This report discusses the two separate FY2006 supplemental appropriations requests submitted on February 16, 2006. The first, totaling $72.4 billion, would fund ongoing military operations in Iraq and Afghanistan ($67.9 billion), non-DOD intelligence operations ($0.3 billion), State Department operations in Iraq and various foreign aid programs, including additional assistance for Iraq ($4.2 billion), and other counter-terrorism funding for other agencies ($12 million). The other supplemental would provide $19.8 billion for recovery and reconstruction activities in hurricane affected Gulf Coast areas. Thus, Congress is to consider during the early months of 2006 a combined spending proposal of $92.2 billion.

Rebuilding Iraq: Improved Management Controls and Iraqi Commitment Needed for Key State and USAID Capacity-Building Programs
A letter report issued by the Government Accountability Office with an abstract that begins "Since 2003, the United States has provided $49 billion to help rebuild Iraq. To build the capacity of Iraq's central and provincial governments to sustain this effort, the United States is implementing programs including Department of State's (State) Provincial Reconstruction Development Committee (PRDC) and the U.S. Agency for International Development's (USAID) National Capacity Development (NCD). The use of key management controls, such as appropriate organizational structure and program monitoring, helps ensure programs achieve their objectives. Through field visits in Iraq, interviews with program officials, analyses of official reports, and examination of a sample of projects, we assessed whether the PRDC and NCD's management controls support the programs' objectives of building the capacity of Iraq's government. We also assessed Iraq's commitment to sustaining these U.S. programs."

Foreign Operations: Key Issues for Congressional Oversight
Testimony issued by the Government Accountability Office with an abstract that begins "The Department of State (State) and the U.S. Agency for International Development (USAID) implement a broad range of U.S. government activities and programs overseas, including the conduct of diplomacy, development and security assistance, and efforts to combat terrorism and narcotics trafficking, among others. The President has requested approximately $55.7 billion for State and USAID in fiscal year 2012, an increase of nearly 8 percent over fiscal year 2010 funding levels.
