Troops-To-Teachers: Program Brings More Men and Minorities to the Teaching Workforce, but Education Could Improve Management to Enhance Results

A letter report issued by the Government Accountability Office with an abstract that begins "With the 2002 enactment of the No Child Left Behind Act (NCLBA), GAO was mandated to review the Troops-to-Teachers program, which provides financial assistance and counseling to help military personnel obtain their teacher licenses, especially in priority subject areas, such as math and science, and find employment in high-need districts and schools, as well as public charter schools. The U.S. Department of Education oversees the program, which received nearly $15 million in fiscal year 2004. This report identifies (1) the number and characteristics of program participants and factors affecting participation; (2) the recruitment and retention of participants in high-need districts and priority subject areas; and (3) the steps Education has taken to facilitate program management."

Title I: Education Needs to Monitor States' Scoring of Assessments

A letter report issued by the General Accounting Office with an abstract that begins "Concerned that Title I of the Elementary and Secondary Education Act (ESEA) had not significantly improving the educational achievements of children at risk, Congress mandated major changes in 1994. States were required to adopt or develop challenging curriculum content and performance standards, assessments aligned with content standards, and accountability systems to measure progress in raising student achievement. In return, states were given greater flexibility in the use of Title I and other federal funds. The No Child Left Behind Act of 2001 augments the assessment and accountability requirements that states must implement and increases the stakes for schools that fail to make adequate progress. The 1994 legislation required states to comply with the requirements by January 2001 but allowed the Department of Education to extend that deadline. Education has granted waivers to 30 states to give them more time to meet all requirements. If states fail to meet the extended timeliness, they are subject to the withholding of some Title I administrative funds. Title I directors indicated that a state's ability to meet the 1994 requirements improved when both state leaders and state agency staff made …

Oral History Interview with Gilbert Herrera, July 1, 2016

Gilbert Herrera was born in Lubbock, Texas. His father, a police officer, died on duty. Herrera was raised by a single mother. Having few economic opportunities, as a child he would break into homes to find food. As a teenager, Herrera joined a gang and eventually was jailed or imprisoned three times. He left prison a final time days before his mother died of cancer. During the early 1970s, Herrera began to lead and grow the West Texas Brown Berets. He organized several marches against police brutality and other social causes, including marches alongside African Americans, in and outside of Lubbock. Herrera is now a Baptist minister and leads a political action group in Lubbock named La Fuerza.

The House passed a bill (H.R. 3146) on September 24 to extend TAIF, mandatory child care, abstinence education, and transitional Medicaid, on current terms, through March 31, 2004. In the absence of legislation, these programs would expire on September 30. The Senate Finance Committee approved a comprehensive TAIF preauthorization proposal of Chairman Chuck Grassley on September 10. Entitled Personal Responsibility and Individual Development for Everyone (PRIDE), the legislation would extend TANF, mandatory child care, abstinence education, and transitional Medicaid for 5 years, FY2004 through FY2008. It would raise TANF work participation standards, increase weekly work hours, add new countable work activities,
