Afghanistan: Current Issues and U.S. Policy
The United States and its allies are helping Afghanistan emerging from more than 22 years of warfare, although substantial risk to Afghan stability remains. Before the U.S. military campaign against the orthodox Islamist Taliban movement began on October 7, 2001, Afghanistan had been mired in conflict since the Soviet invasion of Afghanistan in 1979. The defeat of the Taliban has enabled the United States and its coalition partners to send forces throughout Afghanistan to search for Taliban and Al Qaeda fighters and leaders that remain at large, including Osama bin Laden. As the war against remaining Al Qaeda and Taliban elements winds down, the United States is shifting its military focus toward stabilizing the interim government, including training a new Afghan national army, and supporting the international security force (ISAF) that is helping the new government provide security.

Open literature review of threats including sabotage and theft of fissile material transport in Japan.
This report is a review of open literature concerning threats including sabotage and theft related to fissile material transport in Japan. It is intended to aid Japanese officials in the development of a design basis threat. This threat includes the external threats of the terrorist, criminal, and extremist, and the insider threats of the disgruntled employee, the employee forced into cooperation via coercion, the psychotic employee, and the criminal employee. Examination of the external terrorist threat considers Japanese demographics, known terrorist groups in Japan, and the international relations of Japan. Demographically, Japan has a relatively homogenous population, both ethnically and religiously. Japan is a relatively peaceful nation, but its history illustrates that it is not immune to terrorism. It has a history of domestic terrorism and the open literature points to the Red Army, Aum Shinrikyo, Chukaku-Ha, and Seikijuku. Japan supports the United States in its war on terrorism and in Iraq, which may make Japan a target for both international and domestic terrorists. Crime appears to remain low in Japan; however sources note that the foreign crime rate is increasing as the number of foreign nationals in the country increases. The Posse Comitatus Act and Related Matters: The Use of the Military to Execute Civilian Law
The Posse Comitatus Act outlaws willful use of any part of the Army or Air Force to execute the law unless expressly authorized by the Constitution or an Act of Congress. History supplies the grist for an argument that the Constitution prohibits military involvement in civilian affairs subject to only limited alterations by Congress or the President, but the courts do not appear to have ever accepted the argument unless a violation of more explicit constitutional command could also be shown. The provision for express constitutional authorization when in fact the The constitution contains no such express authorizations has been explained alternatively as a meaningless political face-saving device or as an unartful reference to the President's constitutional powers.

Particle Swarm Social Adaptive Model for Multi-Agent Based Insurgency Warfare Simulation
To better understand insurgent activities and asymmetric warfare, a social adaptive model for modeling multiple insurgent groups attacking multiple military and civilian targets is proposed and investigated. This report presents a pilot study using the particle swarm modeling, a widely used non-linear optimal tool to model the emergence of insurgency campaign. The objective of this research is to apply the particle swarm metaphor as a model of insurgent social adaptation for the dynamically changing environment and to provide insight and understanding of insurgency warfare. Our results show that unified leadership, strategic planning, and effective communication between insurgent groups are not the necessary requirements for insurgents to efficiently attain their objective.
