This article examines how archives were forced to rethink their modes of providing access to physical collections because of the coronavirus of 2019 (COVID-19). Whereas difficult copyright questions raised by reproducing items could previously be skirted by requiring researchers to work with materials in person, the long-term closure of reading rooms and decrease in long-distance travel mean that archives need a workflow for handling user digitization requests that is scalable and requires consulting only easily identifiable information and, assuming full reproduction is off the table, reproducing items in a collection under 17 U.S.C. § 108 or through a strategy of rapid risk assessment. There is a challenge in creating a policy that will work across different formats and genres of archival materials, so this article offers some suggestions for how to think about these parameters according to US copyright law and calls for a committee of experts to work out a model policy that could serve remote users of archival collections even after the COVID-19 crisis has passed.

Data management plan for the TSLAC TexTreasures Grant for the Byrd Williams Family Photography Collection Digitization Project Phase III. This project will allow for the addition of 3,000 historical Texas images to the Portal to Texas History. The images selected for inclusion will focus on the work of Byrd Williams III and Byrd Williams IV, with an emphasis on unique and notable people and places in north Texas between the years 1930-2010.

Data management plan for the National Archives grant for Access to Historical Records: Archival Projects, "Digitize and Preserve Recordings of The Black Academy of Arts and Letters." This project will digitize 1,804 hours of audio-visual material from The Black Academy of Arts and Letters and transcribe 250 hours of speeches, lectures and literary readings drawn from African, African American and Caribbean arts and letters recorded between 1977 and 2013.

Data management plan for the grant "Making Audio/Visual Digital Collections Content Accessible for All Texans." Project to improve audio/visual (A/V) content accessibility available through The Portal to Texas History at the University of North Texas Libraries. The project addresses the needs of Deaf and Blind users who often lack fundamental access for many A/V materials in digital repositories while also providing benefit to abled users and those with other special needs through efforts to transcribe, translate, describe, interpret, and chapter both research-oriented and primary-source A/V content.

Data management plan for the grant, "REU Site: Interdisciplinary Research Experience on Accelerated Deep Learning through A Hardware-Software Collaborative Approach." This Research Experiences for Undergraduates (REU) Site Program at the University of North Texas will enhance the knowledge and research skills of a diverse cohort of undergraduate students through empowering, innovative, and interdisciplinary research experiences in developing Deep Learning applications and systems. The program aims to 1) expose undergraduate students to real-world and cutting-edge research focused on accelerated deep learning through combined hardware and software development; 2) encourage more undergraduate students to continue their academic careers and seek graduate degrees in computer science, computer engineering, and related disciplines; 3) develop research skills and improve communication and collaborative skills in undergraduate students.

Data management plan for the grant, "CAREER: Reinventing Network-on-Chips of GPU-Accelerated Systems." Research seeking to reinvent on-chip networks for GPU-accelerated systems to remove a communication bottleneck. A major outcome of the project is a set of techniques that enable the development of effective and efficient network-on-chip architectures. Graphics processing units (GPUs) have rapidly evolved to become high-performance accelerators for data-parallel computing. To fully take advantage of the computing power of GPUs, on-chip networks need to provide timely data movement to satisfy the requests of data by the processing cores. Currently, there exists a big gap between the fast-growing processing power of the GPU processing cores and the slow-increasing on-chip network bandwidth. Because of this, GPU-accelerated systems are interconnect-dominated and the on-chip network becomes their performance bottleneck.

Data management plan for the grant "Raise Up Radio: Family and Youth Engagement in Library Supported Learning Via Radio." The University of North Texas and the University of Alabama, in partnership with the Pottsboro Area Library and the Tuscaloosa Public Library, will develop a program called "Raise Up Radio: Family and Youth Engagement in Library Supported Learning Via Radio" to address educational inequities that became even more pronounced during the COVID-19 pandemic and create a professional network of librarians who use radio broadcasts. Over two years, six libraries serving high-need rural communities in Texas and Alabama will each implement a total of four, five-week educational programs delivered over local radio stations. The program will leverage existing community resources to create accessible educational content through collaborative partnerships. It will connect libraries, museums, and educational institutions with students in rural communities through science, technology, engineering, and mathematics (STEM) content. Local youth and families will develop these new radio programs using best practices for equitable youth and family engagement in learning. Data management plan for the grant "School Librarians Facilitating the Success of English Language Learners." Grant for the University of North Texas Departments of Information Science, Learning Technologies, and Linguistics, in partnership with the International Association of School Librarians, to hold a forum about building the capacity of school librarians to provide services for English language learners (ELLs). The forum will convene contributors from the school library community and ELL stakeholders, such as linguists, ELL community members, public librarians, educational technologists, teachers, and school administrators to explore strategies and best practices for teaching ELLs.

In particular, the articles address the vexed issue of where — and how much — reading and writing took place around historically attested pilgrimages.

The National Museum of the Pacific War presents an interview with Dietrich Braun. Braun was born in Germany in 1932 and resided there during the war. He tells of housing and shortages during the war years. At age six, Braun was recruited into the Hitler Youth. At the conclusion of the war, his father, a German Rocket scientist, was selected to be a part of Operation Paperclip, a secret United States intelligence program that brought him to the United States. In November of 1946, Braun and his remaining family were smuggled into the US, aboard USNS Henry Gibbins (T-AP-183), to join his father at Wright-Patterson Air Force Base through 1951.

A weekly publication, the Texas Register serves as the journal of state agency rulemaking for Texas. Information published in the Texas Register includes proposed, adopted, withdrawn and emergency rule actions, notices of state agency review of agency rules, governor's appointments, attorney general opinions, and miscellaneous documents such as requests for proposals. After adoption, these rulemaking actions are codified into the Texas Administrative Code. This 3rd Quarterly Index contains Index of Rules an Index of Non-Rulemaking Notices.
