Alfven wave. [Book on linear and nonlinear properties for fusion applications]

Seven chapters are included. Chapters 1 and 2 introduce the Alfven wave and describe its linear properties in a homogeneous medium. Chapters 3 and 4 cover the effects of inhomogeneities on these linear properties. Particular emphasis is placed on the appearance of a continuum spectrum and the associated absorption of the Alfven wave which arise due to the inhomogeneity. The explanation of the physical origin of absorption is given using kinetic theory. Chapter 5 is devoted to the associated plasma instabilities. Nonlinear effects discussed in Chapter 6 include quasilinear diffusion, decay, a solitary wave, and a modulational instability. The principles of Alfven wave heating, a design example and present-day experimental results are described in Chapter 7.

Risk perception & strategic decision making :general insights, a framework, and specific application to electricity generation using nuclear energy.

The objective of this report is to promote increased understanding of decision making processes and hopefully to enable improved decision making regarding high-consequence, highly sophisticated technological systems. This report brings together insights regarding risk perception and decision making across domains ranging from nuclear power technology safety, cognitive psychology, economics, science education, public policy, and neural science (to name a few). It forms them into a unique, coherent, concise framework, and list of strategies to aid in decision making. It is suggested that all decision makers, whether ordinary citizens, academics, or political leaders, ought to cultivate their abilities to separate the wheat from the chaff in these types of decision making instances. The wheat includes proper data sources and helpful human decision making heuristics; these should be sought. The chaff includes ''unhelpful biases'' that hinder proper interpretation of available data and lead people unwittingly toward inappropriate decision making ''strategies''; obviously, these should be avoided. It is further proposed that successfully accomplishing the wheat vs. chaff separation is very difficult, yet tenable. This report hopes to expose and facilitate navigation away from decision-making traps which often ensnare the unwary. The International Energy Agency: Subject Thesaurus contains the standard vocabulary of indexing terms (descriptors) developed and structured to build and maintain energy information databases. Involved in this cooperative task are (1) the technical staff of the USDOE Office of Scientific and Technical Information (OSTI) in cooperation with the member countries of the International Energy Agency`s Energy Technology Data Exchange (ETDE) and (2) the International Atomic Energy Agency`s International Nuclear Information System (INIS) staff representing the more than 100 countries and organizations that record and index information for the international nuclear information community. ETDE member countries are also members of INIS. Nuclear information prepared for INIS by ETDE member countries is included in the ETDE Energy Database, which contains the online equivalent of the printed INIS Atomindex. Indexing terminology is therefore cooperatively standardized for use in both information systems. This structured vocabulary reflects thscope of international energy research, development, and technological programs. The terminology of this thesaurus aids in subject searching on commercial systems, such as ``Energy Science & Technology`` by DIALOG Information Services, ``Energy`` by STN International and the ``ETDE Energy Database`` by SilverPlatter. Non-US data compression and coding research. FASAC Technical Assessment Report

This assessment of recent data compression and coding research outside the United States examines fundamental and applied work in the basic areas of signal decomposition, quantization, lossless compression, and error control, as well as application development efforts in image/video compression and speech/audio compression. Seven computer scientists and engineers who are active in development of these technologies in US academia, government, and industry carried out the assessment. Strong industrial and academic research groups in Western Europe, Israel, and the Pacific Rim are active in the worldwide search for compression algorithms that provide good tradeoffs among fidelity, bit rate, and computational complexity, though the theoretical roots and virtually all of the classical compression algorithms were developed in the United States. Certain areas, such as segmentation coding, model-based coding, and trellis-coded modulation, have developed earlier or in more depth outside the United States, though the United States has maintained its early lead in most areas of theory and algorithm development.
