Proceedings of the ninth annual Pacific Climate (PACLIM) workshop

We describe the climatology of the western United States as seen from two 1-month perspectives, January and July 1988, of the National Meteorological Center large-scale global analysis, the Colorado State University Regional Atmospheric Modeling System (RAMS), and various station observation sets. An advantage of the NMC analysis and the RAMS is that they provide a continuous field interpolation of the meteorological variables. It Is more difficult to describe spatial meteorological fields from the available sparse station networks. We assess accuracy of the NMC analysis and RAMS by finding differences between the analysts, the model and station values at the stations. From these comparisons, we find that RAMS has much more well-developed mesoscale circulation, especially in the surface wind field. However, RAMS climatological and transient fields do not appear to be substantially closer than the large-scale analysis to the station observations. The RAMS model does provide many other meteorological variables, such as precipitation, which are not readily available from the archives of the global analysis. Thus, RAMS could, at the least, be a tool to augment the NMC large-scale analyses.

Building public trust: Actions to respond to the report of the Advisory Committee on human radiation experiments

Democratic government requires trust: people need to know and believe that the government is telling the truth. Without information about what the government is doing and why, citizens cannot exercise democratic control over government institutions. During his first year in office, President Clinton became concerned about reports that the government had conducted unethical secret human radiation experiments during the Cold War. To address this issue, in January 1994, President Clinton established the Advisory Committee on Human Radiation Experiments (ACHRE), chaired by bioethicist Dr. Ruth Faden of Johns Hopkins University. The President also directed all Federal agencies to search for records related to human subjects radiation research and provide them to the Advisory Committee. This report presents the Administration`s actions to respond to the ACHRE`s findings and recommendations.

United States of America activities relative to the International Atomic Energy Agency (IAEA) initiative: Records management for deep geologic repositories

The International Atomic Energy Agency (IAEA) has conducted consultant and advisory meetings to prepare a Technical Document which is intended to provide guidance to all IAEA Member States (otherwise known as countries) that are currently planning, designing, constructing or operating a deep or near surface geological repository for the storage and protection of vitrified high-level radioactive waste, spent fuel waste and TRU-waste (transuranic). Eleven countries of the international community are presently in various stages of siting, designing, or constructing deep geologic repositories. Member States of the IAEA have determined that the principle safety of such completed and operation sites must not rely solely on long term institutional arrangements for the retention of information. It is believed that repository siting, design, operation and postoperation information should be gathered, managed and retained in a manner that will provide information to future societies over a very long period of time. The radionuclide life is 10,000 years thus the retention of information must outlive current societies, languages, and be continually migrated to new technology to assure retrieval. This presentation will provide an overview of the status of consideration and implementation of these issues within the United States efforts relative to deep geologic repository projects.

Activities to support the liquefied gaseous fuels spill test facility program. Final report

Approximately a hundred years ago the petrochemical industry was in its infancy, while the chemical industry was already well established. Today, both of these industries, which are almost indistinguishable, are a substantial part of the makeup of the U.S. economy and the lifestyle we enjoy. It is difficult to identify a single segment of our daily lives that isn`t affected by these industries and the products or services they make available for our use. Their survival and continued function in a competitive world market are necessary to maintain our current standard of living. The occurrence of accidents in these industries has two obvious effects: (1) the loss of product during the accident and future productivity because of loss of a portion of a facility or transport medium, and (2) the potential loss of life or injury to individuals, whether workers, emergency responders, or members of the general public. A great deal of work has been conducted at the Liquefied Gaseous Fuels Spill test Facility (LGFSTF) on hazardous spills. WRI has conducted accident investigations as well as provided information on the research results via the internet and bibliographies.

The Biological Research section contains reports of studies using laboratory animals, in vitro cell systems, and molecular biological systems. This research includes studies of the impact of radiation, radionuclides, and chemicals on biological responses at all levels of biological organization. The General Life Sciences Research section reports research conducted for the OHER human genome program.

This report documents the development of major energy-related programs at the Los Alamos Scientific Laboratory between 1945 and 1979. Although the Laboratory`s primary mission during that era was the design and development of nuclear weapons and most of the Laboratory`s funding came from a single source, a number of factors were at work that led to the development of these other programs. Some of those factors were affected by the Laboratory`s internal management structure and organization; others were the result of increasing environmental awareness within the general population and the political consequences of that awareness; still others were related to the increasing demand for energy and the increasing turmoil in the energy-rich Middle East. This report also describes the various activities in Los Alamos, in Washington, and in other areas of the world that contributed to the development of major energy-related programs at Los Alamos. The author has a unique historical perspective because of his involvement as a scientist and manager at the Los Alamos Scientific Laboratory during the time period described within the report. Long-term surveillance plan for the Burro Canyon disposal cell Slick Rock, Colorado

This long-term surveillance plan (LTSP) describes the U.S. Department of Energy (DOE) long-term care program for the Uranium Mill Tailings Remedial Action (UMTRA) Project Burro Canyon disposal cell in San Miguel County, Colorado. The U.S. Nuclear Regulatory Commission (NRC) developed regulations for the issuance of a general license for the custody and long-term care of UMTRA Project disposal sites in 10 CFR Part 40. The purpose of this general license is to ensure that the UMTRA Project disposal sites are cared for in a manner that protects the public health and safety and the environment. Before each disposal site is licensed, the NRC requires the DOE to submit a site-specific LTSP. The DOE prepared this LTSP to meet this requirement for the Burro Canyon disposal cell. The general license becomes effective when the NRC concurs with the DOE`s determination that remedial action is complete at the Burro Canyon disposal cell and the NRC formally accepts this LTSP. Attachment 1 contains the concurrence letters from NRC. This LTSP describes the long-term surveillance program the DOE has implemented to ensure that the Burro Canyon disposal cell performs as designed. Environmental resources of selected areas of Hawaii: Climate, ambient air quality, and noise

This report has been prepared to make available and archive background scientific data and related information on climate, ambient air quality, and ambient noise levels collected during the preparation of the environmental impact statement (EIS) for Phases 3 and 4 of the Hawaii Geothermal Project (HGP) as defined by the state of Hawaii in its April 1989 proposal to Congress. The US Department of Energy (DOE) published a notice withdrawing its Notice of Intent to prepare the HGP-EIS. Since the state of Hawaii is no longer pursuing or planning to pursue the HGP, DOE considers the project to be terminated. The report presents a general description of the climate add air quality for the islands of Hawaii (henceforth referred to as Hawaii), Maui and Oahu. It also presents a literature review as baseline information on the health effects of sulfide. The scientific background data and related information is being made available for use by others in conducting future scientific research in these areas. This report describes the environmental resources present in the areas studied (i.e., the affected environment) and does not represent an assessment of environmental impacts.

Kootenai River Fisheries Investigations; Stock Status of Burbot and Rainbow Trout and Fisheries Inventory, 1993 Annual Report.

Seventeen burbot Lota lota were caught in the Kootenai River with two sizes of hoop nets baited with fish. One burbot was a recapture. Burbot catch from March 19 through May 10, 1993 averaged 0.03 fish/net/day. Total length ranged from 367 to 701 mm and weight from 369 to 2,610 g (mean = 916 g). Nearly all burbot were caught at Ambush Rock. Preliminary findings are that burbot abundance in the Kootenai River is substantially less than it was in the late 1970s. Rainbow trout Oncorhynchus mykiss and seven other species of fish were sampled in tributary streams of the Kootenai River. A single pass was made with a backpack electroshocker. Species diversity ranged from two found in Cascade Creek to eight each in Snow and Caribou creeks. Most streams were partially channelized in their lower reaches, and these segments were lower in species richness. Sculpins Cottus sp. were often the only species found in channelized segments. Trout were caught in all streams. Rainbow trout were the most abundant salmonid. Cutthroat trout 0. clarki numbers were highest in Cascade Creek. Legacies of the recent past: The built environment at Los Alamos National Laboratory, New Mexico

In the early 1940s, a remote area of northern New Mexico was selected to be the site of a secret laboratory, a scientific facility whose only goal was the development of the first atomic bomb. The National Historic Preservation Act (NHPA) of 1966 requires that US federal agencies address this area. Properties, both buildings and structures, older than fifty years, or if more recent, of exceptional historical importance, are to be evaluated for eligibility to the National Register of Historic Places. In compliance with this regulation, LANL has begun to identify and inventory historic properties eligible for the register. This paper will provide an overview of LANL`s WWII and postwar history and will describe recently identified LANL property types and significant historic themes associated with the years 1943--1956. Past NHPA ``Section 106`` documentation efforts will also be summarized.

Phase I Archaeological Investigation Cultural Resources Survey, Hawaii Geothermal Project, Makawao and Hana Districts, South Shore of Maui, Hawaii (DRAFT )

This report details the archaeological investigation of a 200 foot wide sample corridor extending approximately 9 miles along the southern portion of Maui within the present districts of Hana and Makawao. A total of 51 archaeological sites encompassing 233 surface features were documented. A GPS receiver was used to accurately and precisely plot locations for each of the documented sites. Analysis of the locational information suggests that archaeological sites are abundant throughout the region and only become scarce where vegetation has been bulldozed for ranching activities. At the sea-land transition points for the underwater transmission cable, both Ahihi Bay and Huakini Bay are subjected to seasonal erosion and redeposition of their boulder shorelines. The corridor at the Ahihi Bay transition point runs through the Moanakala Village Complex which is an archaeological site on the State Register of Historic Places within a State Natural Area Reserve. Numerous other potentially significant archaeological sites lie within the project corridor. It is likely that rerouting of the corridor in an attempt to avoid known sites would result in other undocumented sites located outside the sample corridor being impacted. Sandia National Laboratories has undertaken the Agile Product Realization for Innovative electroMEchanical Devices (A-PRIMED) pilot project to develop and implement technologies for agile design and manufacturing of electrochemical components. Emphasis on information-driven processes, concurrent engineering and multi-functional team communications makes computer-supported cooperative work critical to achieving significantly faster product development cycles. This report describes analyses conducted in developing communications requirements and a communications plan that addresses the unique communications demands of an agile enterprise.

The University of California and the mobilization of science for national defense

The discovery of fission gave new urgency to the mobilization of science in World War II. In particular, its potential for an explosive release of subatomic energy gave pause to the scientists who organized the National Defense Research Committee (NDRC) and its successor, the Office of Scientific Research and Development (OSRD). These organizations were responsible for placing the scientific talent of the nation in the service of national defense, for at that time the vast majority of scientists were employed in private industry and private and public academic institutions. One of the largest academic institutions to be mobilized was the University of California, which provided the research and development for the electromagnetic method of uranium isotope separation for the first atomic bomb, and operated a new laboratory for the design of nuclear weapons at Los Alamos. The mobilization of the University of California had far-reaching consequences. The University has operated Los Alamos for almost 50 years, and Livermore ever since it was recreated as a second weapons laboratory in 1952. In what follows, I hope to indicate how the partnership between the government and the University was created, and how this affected national security decision-making in the war and post-war …

On May 17, 1994, the USDOE published a notice in the Federal Register withdrawing its Notice of Intent of February 14, 1992, to prepare the HGP EIS. Since the state of Hawaii is no longer pursuing or planning to pursue the HGP, DOE considers the project to be terminated. This report provides a bibliography of documents, published papers, and other reference materials that were obtained or used. The report provides citations for approximately 642 documents, published papers, and other reference materials that were gathered to describe the potentially affected environment on the islands of Hawaii, Maui, and Oahu. The listing also does not include all the reference materials developed by support subcontractors and cooperating agencies who participated in the project. Inside an environmental data archive WWW site

The Oak Ridge National Laboratory (ORNL) Distributed Active Archive Center (DAAC), which is associated with NASA`s Earth Observing System Data and Information System (EOSDIS), provides access to tabular and imagery datasets used in ecological and environmental research. Because of its large and diverse data holdings, twin challenges for the ORNL DAAC are to help users find data of interest from the hundreds of thousands of files available at the DAAC without overwhelming them and to manage such a large collection of data. Therefore, the ORNL DAAC has developed a number of World Wide Web (WWW) tools such as the Biogeochemical Information Ordering Management Environment (BIOME), a WWW search and order system, as well as WWW-based data management and configuration control tools. This paper describes the specialized attributes incorporated into these systems that allow for easy access to and management of the data.

Mixed waste solidification testing on thermosetting polymer and cement based waste forms in support of Hanford`s WRAP Module 2A Facility

A testing program has been conducted by the Westinghouse Hanford Company to confirm the baseline waste form selection for use in Waste Receiving and Processing (WRAP) Module 2A. WRAP Module 2A will provide treatment required to properly dispose of containerized contact-handled, mixed low-level waste at the US Department of Energy Hanford Site in south-central Washington State. Solidification/stabilization has been chosen as the appropriate treatment for this waste. This work is intended to test cement-based and thermosetting polymer solidification media to confirm the baseline technologies selected for WRAP Module 2A. Screening tests were performed using the major chemical constituent of each waste type to measure the gross compatibility with the immobilization media and to determine formulations for more detailed testing. Surrogate wastes representing each of the eight waste types were prepared for testing. Surrogates for polymer testing were sent to a vendor commissioned for that portion of the test work. Surrogates for the grout testing were used in the Westinghouse Hanford Company laboratory responsible for the grout performance testing. Detailed discussion of the laboratory work and results are contained in this report.

Identification of groundwater-producing fractures by using an electromagnetic borehole flowmeter in monitoring wells on the Oak Ridge Reservation, Oak Ridge, Tennessee

This report describes the results of electromagnetic borehole flowmeter surveys taken on the Oak Ridge Reservation (ORR) with an instrument developed by the Engineering Laboratory of Tennessee Valley Authority (TVA). The borehole flowmeter can be used during water injection or pumping to determine the depth, vertical extent, and relative permeability of fractures that are intercepted by the wells. The flowmeter can also be used to measure any natural water flows, up or down an openhole interval, from one permeable fracture to another. These and other data have been used to select screen intervals or sampling ports in newly constructed wells on the ORR, to evaluate the potential for cross-contamination (the flow dissolved pollutants from one level to another in a well or corehole), and to characterize permeable fractures and permeable intervals in wells.
