Economically viable natural gas production from the low permeability Mesaverde Formation in the Piceance Basin, Colorado requires the presence of an intense set of open natural fractures. Establishing the regional presence and specific location of such natural fractures is the highest priority exploration goal in the Piceance and other western US tight, gas-centered basins. Recently, Advanced Resources International, Inc. (ARI) completed a field program at Rulison Field, Piceance Basin, to test and demonstrate the use of advanced seismic methods to locate and characterize natural fractures. This project began with a comprehensive review of the tectonic history, state of stress and fracture genesis of the basin. A high resolution aeromagnetic survey, interpreted satellite and SLAR imagery, and 400 line miles of 2-D seismic provided the foundation for the structural interpretation. The central feature of the program was the 4.5 square mile multi-azimuth 3-D seismic P-wave survey to locate natural fracture anomalies. The interpreted seismic attributes are being tested against a control data set of 27 wells. Additional wells are currently being drilled at Rulison, on close 40 acre spacings, to establish the productivity from the seismically observed fracture anomalies. Monitoring and surveillance on and around the Nevada Test Site (NTS) by US Department of Energy (DOE) contractors and NTS user organizations during 1996 indicated that operations on the NTS were conducted in compliance with applicable DOE, state, and federal regulations and guidelines. All discharges of radioactive liquids remained onsite in containment ponds, and there was no indication of potential migration of radioactivity to the offsite area through groundwater. Surveillance around the NTS indicated that airborne radioactivity from diffusion, evaporation of liquid effluents, or resuspension of soil was not detectable offsite, and exposure above background to members of the offsite population was not measured by the offsite monitoring program. Using the US Environmental Protection Agency`s (EPA) Clean Air Package 1988 (CAP88)PC model and NTS radionuclide emissions and environmental monitoring data, the calculated effective dose equivalent (EDE) to the maximally exposed individual offsite would have been 0.11 mrem. This value is less than 2 percent of the federal dose limit prescribed for radionuclide air emissions. Any person receiving this dose would also have received 144 mrem from natural background radiation. There were no nonradiological releases to the offsite area. It is the second in a series of annual reports on renewable energy. The renewable energy resources included in the report are biomass (wood and ethanol); municipal solid waste, including waste-to-energy and landfill gas; geothermal; wind; and solar energy, including solar thermal and photovoltaic. The report also includes various appendices and a glossary.

The goal of this project is to develop a protocol for measuring the electric and magnetic fields around sources. Data from these measurements may help direct future biological effects research by better defining the complexity of magnetic and electric fields to which humanity is exposed, as well asprovide the basis for rigorous field exposure analysis and risk assessment once the relationship between field exposure and biological response. is better understood. The data base also should have sufficient spatial and temporal characteristics to guide electric and magnetic field management. The goal of Task A is to construct a set of characteristics that would be ideal to have for guiding and interpreting biological studies and for focusing any future effort at field management. This ideal set will then be quantified and reduced according to the availability (or possible development of) instrumentation to measure the desired characteristics. Factors that also will be used to define pragmatic data sets will be the cost of collecting the data, the cost of developing an adequate data base, and the needed precision in measuring specific characteristics. The US Department of Energy (DOE) Order 5400.1, ``General Environmental Protection Program,`` establishes environmental protection program requirements, authorities, and responsibilities for DOE operations. These mandates require compliance with applicable federal, state, and local environmental protection regulations. During calendar year (CY) 1995 environmental protection and monitoring programs were conducted at the Nevada Test Site (NTS) and other DOE Nevada Operations Office (DOE/NV) managed sites in Nevada and across the United States. A detailed discussion of these environmental protection and monitoring programs, and summary data and assessments for environmental monitoring results at these sites in CY 1995 are provided in the DOE/NV, Annual Site Environmental Report--1995, (ASER) DOE/NV/11718-037. A brief description of the scope of this environmental monitoring is provided below, categorized by ``on-NTS`` and ``off-NTS`` monitoring.

This report presents the results of the NRC Direct Radiation Monitoring Network for the fourth quarter of 1996. It provides the ambient radiation levels measured in the vicinity of 74 sites throughout the United States. This document is the fourth Transportation Statistics Annual Report (TSAR) prepared by the Bureau of Transportation Statistics (BTS) for the President and Congress. As in previous years, it reports on the state of U.S. transportation system at two levels. First, in Part I, it provides a statistical and interpretive survey of the system—its physical characteristics, its economic attributes, aspects of its use and performance, and the scale and severity of unintended consequences of transportation, such as fatalities and injuries, oil import dependency, and environment impacts. Part I also explores the state of transportation statistics, and new needs of the rapidly changing world of transportation. Second, Part II of the report, as in prior years, explores in detail the performance of the U.S. transportation system from the perspective of desired social outcomes or strategic goals. SCALE--a modular code system for Standardized Computer Analyses Licensing Evaluation--has been developed by Oak Ridge National Laboratory at the request of the US Nuclear Regulatory Commission. The SCALE system utilizes well-established computer codes and methods within standard analysis sequences that (1) allow an input format designed for the occasional user and/or novice, (2) automated the data processing and coupling between modules, and (3) provide accurate and reliable results. System development has been directed at problem-dependent cross-section processing and analysis of criticality safety, shielding, heat transfer, and depletion/decay problems. Since the initial release of SCALE in 1980, the code system has been heavily used for evaluation of nuclear fuel facility and package designs. This revision documents Version 4.3 of the system.

The US Department of Energy has undertaken an ambitious ``Ten Year Plan`` for the Weapons Complex, an initiative to complete cleanup at most nuclear sites within a decade. This Second Edition of the Directory is designed to facilitate privatization which is key to the success of the Plan. The Directory is patterned after the telephone Yellow Pages. Like the Yellow Pages, it provides the user with points of contact for inquiring further into the capabilities of the listed companies. This edition retains the original format of three major sections under the broad headings: Treatment, Characterization, and Extraction/Deliver/Materials Handling. Within each section, companies are listed alphabetically. Also, ``company name`` and ``process type`` indices are provided at the beginning of each section to allow the user quick access to listings of particular interest.

The Inventory of Power Plants in the United States provides annual statistics on generating units operated by electric utilities in the United States (the 50 States and the District of Columbia). Statistics presented in this report reflect the status of generating units as of January 1, 1997. The publication also provides a 10-yr outlook for generating unit additions. This report is prepared annually by the Coal and Electric Data and Renewables Division; Office of Coal, Nuclear, Electric and Alternate Fuels; Energy Information Administration (EIA); U.S. Department of Energy (DOE). Data summarized in this report are useful to a wide audience including Congress; Federal and State agencies; the electric utility industry; and the general public. Data presented in this report were assembled and published by the EIA to fulfill its data collection and dissemination responsibilities as specified in the Federal Energy Administration Act of 1974 (Public Law 93-275) as amended.

This report presents concentrations of radionuclides, metals, and hydrocarbons in samples of produced water and produced sand from oil and gas production platforms located offshore Texas and Louisiana. concentrations in produced water discharge plume / receiving water, ambient seawater, sediment, interstitial water, and marine animal tissue samples collected in the vicinity of discharging platforms and reference sites distant from discharges are also reported and discussed. An environmental risk assessment is made on the basis of the concentration of metals and hydrocarbons determined in the samples.
