The optical properties of beryllium

We review the published data on the optical properties of beryllium for the spectral region from 0.03 to 300 eV. In the visible and infrared spectral regions, where published data from various authors show very large variations, we have performed experiments that identify the most probable sources of error, and use this information to select the best data from published sources. The effects of surface oxide overlayers have also been studied. In the far infrared spectral region, where only normal incidence reflectance data are available, and in the extreme ultraviolet, where only transmission data are available, there is insufficient information to fully determine the optical properties at each photon energy. Between 0.06 and 26 eV, however, a normal incidence reflectance curve is fully determined. This curve has been used for a Kramers{endash}Kronig analysis to determine the optical properties in this spectral range. 10 refs., 13 figs., 3 tabs.

Partially Annotated Bibliography of Purse Seines and Their Effect on Targeted Fishery Stocks

Abstract: Available literature concerning purse seine fisheries was reviewed. Literature was selected for this report if 1) it presented information that provided insight into the history and long-term trends in a fishery and 2) it presented information on purse seines unique to a fishery. Information found in the reviewed literature revealed that purse seines are a highly efficient fishing gear and without adequate regulation are potentially damaging to targeted fish populations.

The Department of Energy supports research in the geosciences in order to provide a sound foundation of fundamental knowledge in those areas of the geosciences which are germane to the Department of Energy's many missions. The Division of Engineering and Geosciences, part of the Office of Basic Energy Sciences of the Office of Energy Research, supports the Geosciences Research Program. The participants in this program include Department of Energy laboratories, industry, universities, and other governmental agencies. The summaries in this document, prepared by the investigators, briefly describe the scope of the individual programs. The Geosciences Research Program includes research in geology, petrology, geophysics, geochemistry, solar physics, solar-terrestrial relationships, aeronomy, seismology, and natural resource modeling and analysis, including their various subdivisions and interdisciplinary areas. All such research is related either directly or indirectly to the Department of Energy's long-range technological needs.

Comparative Evaluation of Several Small Mammal Species as Monitors of Heavy Metals, Radionuclides, and Selected Organic Compounds in the Environment

The primary purpose of this study was to evaluate which small mammal species are the best monitors of specific environmental contaminants. The evaluation is based on the published literature and on an analysis of small mammals trapped at several sites on the Oak Ridge National Laboratory (ORNL) Reservation in Oak Ridge, Tennessee. Studies on the uptake of heavy metals, radionuclides, and organic chemicals are reviewed in Chapter II to evaluate several small mammal species for their capacity to serve as sentinels for the presence, accumulation, and effects of various contaminants. Where several species were present at a site, a comparative evaluation was made and species are ranked for their capacity to serve as monitors of specific contaminants. Food chain accumulation and food habits of the species are used to establish a relationship with suitability as a biomonitor. Tissue-specific concentration factors were noted in order to establish target tissues. Life histories, habitat, and food habits are reviewed in order to make generalizations concerning the ability of similar taxa to serve as biomonitor. The scalability of OTR (out-of-core thermionic reactor) space nuclear power systems

In this document, masses of the STAR-C power system and an optimized out-of-core thermionic reactor (OTR) power system versus power level are investigated. The impacts of key system parameters on system performance are also addressed. The STAR-C is mass competitive below about 15 kWe, but at higher power levels the scalability is relatively poor. An optimized OR is the least massive space nuclear power system below 25 kWe, and scales well to 50 kWe. The system parameters that have a significant impact on the scalability of the STAR-C are core thermal flux, thermionic converter efficiency, and core length to diameter ratio. The emissivity of the core surface is shown to be a relatively unimportant parameter. For an optimized OR power system, the most significant system parameter is the maximum allowable fuel temperature. It is also shown that if advanced radiation-hardened electronics are used in the satellite payload, a very large mass savings is realized. 10 refs., 23 figs., 7 tabs.

The economics of long-term global climate change

This report is intended to provide an overview of economic issues and research relevant to possible, long-term global climate change. It is primarily a critical survey, not a statement of Administration or Department policy. This report should serve to indicate that economic analysis of global change is in its infancy few assertions about costs or benefits can be made with confidence. The state of the literature precludes any attempt to produce anything like a comprehensive benefit-cost analysis. Moreover, almost all the quantitative estimates regarding physical and economic effects in this report, as well as many of the qualitative assertions, are controversial. Section I provides background on greenhouse gas emissions and their likely climatic effects and on available policy instruments. Section II considers the costs of living with global change, assuming no substantial efforts to reduce greenhouse gas emissions. Section III considers costs of reducing these emissions, though the available literature does not contain estimates of the costs of policies that would, on the assumptions of current climate models, prevent climate change altogether. The individual sections are not entirely compartmentalized, but can be read independently if necessary.

Health effects associated with energy conservation measures in commercial buildings

Indoor air quality can be impacted by hundreds of different chemicals. More than 900 different organic compounds alone have been identified in indoor air. Health effects that could arise from exposure to individual pollutants or mixtures of pollutants cover the full range of acute and chronic effects, including largely reversible responses, such as rashes and irritations, to the irreversible toxic and carcinogenic effects. These indoor contaminants are emitted from a large variety of materials and substances that are widespread components of everyday life. Pacific Northwest Laboratory conducted a search of the peer-reviewed literature on health effects associated with indoor air contaminants for the Bonneville Power Administration to aid the agency in the preparation of environmental documents. Results are reported in two volumes. Volume 1 summarizes the results of the search of the peer-reviewed literature on health effects associated with a selected list of indoor air contaminants. In addition, the report discusses potential health effects of polychlorinated biphenyls and chlorofluorocarbons. All references to the literature reviewed are found in this document Volume 2. Volume 2 provides detailed information from the literature reviewed, summarizes potential health effects, reports health hazard ratings, and discusses quantitative estimates of carcinogenic risk in humans and animals. …

Hot Dry Rock; Geothermal Energy

The commercial utilization of geothermal energy forms the basis of the largest renewable energy industry in the world. More than 5000 Mw of electrical power are currently in production from approximately 210 plants and 10 000 Mw thermal are used in direct use processes. The majority of these systems are located in the well defined geothermal generally associated with crustal plate boundaries or hot spots. The essential requirements of high subsurface temperature with huge volumes of exploitable fluids, coupled to environmental and market factors, limit the choice of suitable sites significantly. The Hot Dry Rock (HDR) concept at any depth originally offered a dream of unlimited expansion for the geothermal industry by relaxing the location constraints by drilling deep enough to reach adequate temperatures. Now, after 20 years intensive work by international teams and expenditures of more than $250 million, it is vital to review the position of HDR in relation to the established geothermal industry. The HDR resource is merely a body of rock at elevated temperatures with insufficient fluids in place to enable the heat to be extracted without the need for injection wells. The Health and Safety Research Division (HASRD) of the Oak Ridge National Laboratory (ORNL) continues to maintain an outstanding program of basic and applied research displaying a high level of creativity and achievement as documented by awards, publications, professional service, and successful completion of variety of projects. Our focus is on human health and the scientific basis for measurement and assessment of health-related impacts of energy technologies. It is our custom to publish a division progress report every 18 months that summarizes our programmatic progress and other measures of achievement over the reporting period. Since it is not feasible to summarize in detail all of our work over the period covered by this report (October 1, 1988, to March 30, 1990), we intend this document to point the way to the expensive open literature that documents our findings. During the reporting period the Division continued to maintain strong programs in its traditional areas of R D, but also achieved noteworthy progress in other areas. Much of the Division's work on site characterization, development of new field instruments, compilation of data bases, and methodology development fits into this initiative. Radiation monitoring around United States nuclear test areas, calendar year 1989

This report describes the Offsite Radiation Safety Program conducted during 1989 by the Environmental Protection Agency's (EPA's) Environmental Monitoring Systems Laboratory-Las Vegas (EMSL-LV). This laboratory operates an environmental radiation monitoring program in the region surrounding the Nevada Test Site (NTS) and at former test sites in Alaska, Colorado, Mississippi, Nevada, and New Mexico. The surveillance program is designed to measure levels, and trends of radioactivity, if present, in the environment surrounding testing areas to ascertain whether the testing is in compliance with existing radiation protection standards, and to take action to protect the health and well being of the public in the event of any accidental release of radioactive contaminants. Offsite levels of radiation and radioactivity are assessed by sampling milk, water, and air; by deploying thermoluminescent dosimeters (TLDs) and using pressurized ion chambers (PICs); and by biological monitoring of both animals and humans. To implement protective actions, provide immediate radiation monitoring, and obtain environmental samples rapidly after any release of radioactivity, personnel with mobile monitoring equipment are placed in areas downwind from the test site prior to each test. Cost Estimating Handbook for Environmental Restoration

Environmental restoration (ER) projects have presented the DOE and cost estimators with a number of properties that are not comparable to the normal estimating climate within DOE. These properties include: An entirely new set of specialized expressions and terminology. A higher than normal exposure to cost and schedule risk, as compared to most other DOE projects, due to changing regulations, public involvement, resource shortages, and scope of work. A higher than normal percentage of indirect costs to the total estimated cost due primarily to record keeping, special training, liability, and indemnification. More than one estimate for a project, particularly in the assessment phase, in order to provide input into the evaluation of alternatives for the cleanup action. While some aspects of existing guidance for cost estimators will be applicable to environmental restoration projects, some components of the present guidelines will have to be modified to reflect the unique elements of these projects. The purpose of this Handbook is to assist cost estimators in the preparation of environmental restoration estimates for Environmental Restoration and Waste Management (EM) projects undertaken by DOE.
