Characterization and Alteration of Wettability States of Alaskan Reserviors to Improve Oil Recovery Efficiency (including the within-scope expansion based on Cyclic Water Injection - a pulsed waterflood for Enhanced Oil Recovery)

Numerous early reports on experimental works relating to the role of wettability in various aspects of oil recovery have been published. Early examples of laboratory waterfloods show oil recovery increasing with increasing water-wetness. This result is consistent with the intuitive notion that strong wetting preference of the rock for water and associated strong capillary-imbibition forces gives the most efficient oil displacement. This report examines the effect of wettability on waterflooding and gasflooding processes respectively. Waterflood oil recoveries were examined for the dual cases of uniform and non-uniform wetting conditions. Based on the results of the literature review on effect of wettability and oil recovery, coreflooding experiments were designed to examine the effect of changing water chemistry (salinity) on residual oil saturation. Numerous corefloods were conducted on reservoir rock material from representative formations on the Alaska North Slope (ANS). The corefloods consisted of injecting water (reservoir water and ultra low-salinity ANS lake water) of different salinities in secondary as well as tertiary mode. Additionally, complete reservoir condition corefloods were also conducted using live oil. In all the tests, wettability indices, residual oil saturation, and oil recovery were measured. A Compilation and Review of Alaska Energy Projects

There have been many energy projects proposed in Alaska over the past several decades, from large scale hydro projects that have never been built to small scale village power projects to use local alternative energy sources, many of which have also not been built. This project was initially intended to review these rejected projects to evaluate the economic feasibility of these ideas in the light of current economics. This review included contacting the agencies responsible for reviewing and funding these projects in Alaska, including the Alaska Energy Authority, the Denali Commission, and the Arctic Energy Technology Development Laboratory, obtaining available information about these projects, and analyzing the economic data. Unfortunately, the most apparent result of this effort was that the data associated with these projects was not collected in a systematic way that allowed this information to be analyzed.

Recommended Practice for Patch Management of Control Systems

A key component in protecting a nation’s critical infrastructure and key resources is the security of control systems. The term industrial control system refers to supervisory control and data acquisition, process control, distributed control, and any other systems that control, monitor, and manage the nation’s critical infrastructure. Critical Infrastructure and Key Resources (CIKR) consists of electric power generators, transmission systems, transportation systems, dam and water systems, communication systems, chemical and petroleum systems, and other critical systems that cannot tolerate sudden interruptions in service. Simply stated, a control system gathers information and then performs a function based on its established parameters and the information it receives. The patch management of industrial control systems software used in CIKR is inconsistent at best and nonexistent at worst. Patches are important to resolve security vulnerabilities and functional issues. This report recommends patch management practices for consideration and deployment by industrial control systems owners.

Natural Gas Vehicle Cylinder Safety, Training and Inspection Project

Under the auspices of the National Energy Technology Laboratory and the US Department of Energy, the Clean Vehicle Education Foundation conducted a three-year program to increase the understanding of the safe and proper use and maintenance of vehicular compressed natural gas (CNG) fuel systems. High-pressure fuel systems require periodic inspection and maintenance to insure safe and proper operation. The project addressed the needs of CNG fuel containers (cylinders) and associated high-pressure fuel system components related to existing law, codes and standards (C&S), available training and inspection programs, and assured coordination among vehicle users, public safety officials, fueling station operators and training providers. The program included a public and industry awareness campaign, establishment and administration of a cylinder inspector certification training scholarship program, evaluation of current safety training and testing practices, monitoring and investigation of CNG vehicle incidents, evaluation of a cylinder recertification program and the migration of CNG vehicle safety knowledge to the nascent hydrogen vehicle community.

StreamNet Project : Annual Report Fiscal Year 2008.

Fiscal Year 2008 (FY-08) represents a transitional year for the StreamNet project. While the project continued to acquire/update, standardize, georeference and disseminate fish-related data for the state, some tribal and one federal fisheries agencies, it also took on several new initiatives and is anticipating new regional guidance on data needs. Passage of the Columbia Basin Accords caused an administrative change within the project, separating the work done by the Columbia River Inter-Tribal Fish Commission (CRITFC) out to a separate contract with BPA. This will change the structure of the StreamNet contract but not change the relationship with the StreamNet Library or data developed by CRITFC, and will likely increase the availability of tribal data to StreamNet due to increased funding for tribal data efforts. This change will take effect in FY-09. We also expect that data work will be adjusted in the future in response to executive level policy direction in the Columbia Basin based on efforts to establish priorities under a regional data management framework. Data development emphasis was shifted this year to place highest priority on data that support indicators of fish abundance for the focal species covered in the Status of the Resource (SOTR) report, as requested …

TMAP7 User Manual

The TMAP Code was written at the Idaho National Engineering and Environmental Laboratory by Brad Merrill and James Jones in the late 1980s as a tool for safety analysis of systems involving tritium. Since then it was upgraded to TMAP4 and has been used in numerous applications including experiments supporting fusion safety, predictions for advanced systems such as the International Thermonuclear Experimental Reactor (ITER), and estimates involving tritium production technologies. Its further upgrade to TMAP2000 and now to TMAP7 was accomplished in response to several needs. TMAP and TMAP4 had the capacity to deal with only a single trap for diffusing gaseous species in solid structures. TMAP7 includes up to three separate traps and up to 10 diffusing species. The original code had difficulty dealing with heteronuclear molecule formation such as HD and DT under solution-law dependent diffusion boundary conditions. That difficulty has been overcome. TMAP7 automatically generates heteronuclear molecular partial pressures when solubilities and partial pressures of the homonuclear molecular species are provided for law-dependent diffusion boundary conditions. A further sophistication is the addition of non-diffusing surface species. Because this is the first combined annual report for these CAUs, this report only covers the period not covered in the previous annual report for each CAU. This Streamlined Approach for Environmental Restoration (SAFER) Plan identifies the activities required for the closure of Corrective Action Unit (CAU) 116, Area 25 Test Cell C Facility. The Test Cell C (TCC) Facility is located in Area 25 of the Nevada Test Site (NTS) approximately 25 miles northwest of Mercury, Nevada (Figure 1). CAU 116 is currently listed in Appendix III of the Federal Facility Agreement and Consent Order (FFACO) of 1996 (as amended February 2008) and consists of two Corrective Action Sites (CASs): (1) CAS 25-23-20, Nuclear Furnace Piping; and (2) CAS 25-41-05, Test Cell C Facility. CAS 25-41-05 is described in the FFACO as the TCC Facility but actually includes Building 3210 and attached concrete shield wall only. CAU 116 will be closed by demolishing Building 3210, the attached concrete shield wall, and the nuclear furnace piping. In addition, as a best management practice (BMP), Building 3211 (moveable shed) will be demolished due to its close proximity to Building 3210. This will aid in demolition and disposal operations. Radiological surveys will be performed on the demolition debris to determine the proper disposal pathway. As much of the demolition debris as space allows will be placed into the Building …

Arctic Energy Technology Development Laboratory (Part 2)

Methane (CH{sub 4}) in natural gas is a major energy source in the U.S., and is used extensively on Alaska's North Slope, including the oilfields in Prudhoe Bay, the community of Barrow, and the National Petroleum Reserve, Alaska (NPRA). Smaller villages, however, are dependent on imported diesel fuel for both power and heating, resulting in some of the highest energy costs in the U.S. and crippling local economies. Numerous CH{sub 4} gas seeps have been observed on wetlands near Atqasuk, Alaska (in the NPRA), and initial measurements have indicated flow rates of 3,000-5,000 ft{sup 3} day{sup -1} (60-100 kg CH{sub 4} day{sup -1}). Gas samples collected in 1996 indicated biogenic origin, although more recent sampling indicated a mixture of biogenic and thermogenic gas. In this study, we (1) quantified the amount of CH{sub 4} generated by several seeps and evaluated their potential use as an unconventional gas source for the village of Atqasuk; (2) collected gas and analyzed its composition from multiple seeps several miles apart to see if the source is the same, or if gas is being generated locally from isolated biogenic sources; and (3) assessed the potential magnitude of natural CH{sub 4} gas seeps for future use …
