Existing climate data sources and Their Use in Heat IslandResearch

Existing climate data sources can be used in two general types of analysis for the detection of urban heat islands. Historical analyses use long-term data records-preferentially from several locations in and around an urban area-to trace the gradual influence of urban development on its climate. Primary sources of such data include the cooperative network, first-order National Weather Service stations, and military weather stations. Analyses of short-term data use information from a dense urban weather station network to discern the location, extent, and magnitude of urban heat islands. Such analyses may use the aforementioned national networks or regional networks such as agricultural, air quality monitoring, or utility networks. We demonstrate the use of existing data sources with a historical analysis of temperature trends in Los Angeles, California, and an analysis of short-term data of the urban temperature profile for Phoenix, Arizona. The Los Angeles climate was examined with eleven long-term data records from the cooperative network. Statistically significant trends of rising temperature were detected at Los Angeles Civic Center and other stations over some parts of the year, although timing of the increase varied from station to station. This office oversees the nuclear waste activities for the proposed Yucca Mountain high-level waste facility for the state of Nevada. The Yomba Shoshone Reservation socio-economic profile was the basis of this paper. It describes the life and current status of the Shoshone Indians. Population, utilities, education and social services of the Shoshone are examples of the topics which are discussed. It is intended as base-line information only. Preserving Ultra-Pure Uranium-233

Uranium-233 ({sup 233}U) is a synthetic isotope of uranium formed under reactor conditions during neutron capture by natural thorium ({sup 232}Th). At high purities, this synthetic isotope serves as a crucial reference material for accurately quantifying and characterizing uranium-bearing materials assays and isotopic distributions for domestic and international nuclear safeguards. Separated, high purity {sup 233}U is stored in vaults at Oak Ridge National Laboratory (ORNL). These materials represent a broad spectrum of {sup 233}U from the standpoint of isotopic purity - the purest being crucial for precise analyses in safeguarding uranium. All {sup 233}U at ORNL is currently scheduled to be disposed of by down-blending with depleted uranium beginning in 2015. This will reduce safety concerns and security costs associated with storage. Down-blending this material will permanently destroy its potential value as a certified reference material for use in uranium analyses. Furthermore, no credible options exist for replacing {sup 233}U due to the lack of operating production capability and the high cost of restarting currently shut down capabilities. A study was commissioned to determine the need for preserving high-purity {sup 233}U. This study looked at the current supply and the historical and continuing domestic need for this crucial isotope. Quality Assurance Plan for Transportation Management Division Transportation Training Programs

The U.S. Department of Transportation (DOT) implemented new rules requiring minimum levels of training for certain key individuals who handle, package, transport, or otherwise prepare hazardous materials for transportation. In response to these rules, the U.S. Department of Energy (DOE), Transportation Management Division (TMD), has developed a transportation safety training program. This program supplies designed instructional methodology and course materials to provide basic levels of DOT training to personnel for whom training has become mandatory. In addition, this program provides advanced hazardous waste and radioactive material packaging and transportation training to help personnel achieve proficiency and/or certification as hazardous waste and radioactive material shippers. This training program does not include site-specific or task-specific training beyond DOT requirements.

Work has continued to address numerical problems experienced with simulation of low-wind-speed, stable, atmospheric conditions with FEM3A. Steps 1 through 8 in the plan outlined in the first Quarterly report have been satisfied. Researchers at the University of Arkansas have all indications that the important problems related to stability of the simulations at regulatory conditions of low wind speed and stable atmospheric conditions have been resolved. This quarterly report for DE-FG26-04NT42030 covers a period from July 1, 2005 to September 31, 2005. GTI's activities during the report quarter were limited to administrative work. The work at the University of Arkansas continued in line with the initial scope of work and identified the questions regarding surface to cloud heat transfer as being largely responsible for the instability problems previously encountered. A brief summary of results is included in this section and the complete report from University of Arkansas is attached as Appendix A.

Waste Isolation Pilot Plant 2005 Site Environmental Report

The purpose of this report is to provide information needed by the DOE to assess WIPP's environmental performance and to make WIPP environmental information available to stakeholders and members of the public. This report has been prepared in accordance with DOE Order 231.1A and DOE guidance. This report documents WIPP's environmental monitoring programs and their results for 2004. The WIPP Project is authorized by the DOE National Security and Military Applications of Nuclear Energy Authorization Act of 1980 (Pub. L. 96-164). After more than 20 years of scientific study and public input, WIPP received its first shipment of waste on March 26, 1999. Located in southeastern New Mexico, WIPP is the nation's first underground repository permitted to safely and permanently dispose of TRU radioactive and mixed waste (as defined in the WIPP LWA) generated through defense activities and programs. TRU waste is defined, in the WIPP LWA, as radioactive waste containing more than 100 nanocuries (3,700 becquerels [Bq]) of alpha-emitting TRU isotopes per gram of waste, with half-lives greater than 20 years except for high-level waste, waste that has been determined not to require the degree of isolation required by the disposal regulations, and waste the U.S. Nuclear Regulatory Commission …

This report examines issues regarding the recent acquisitions of U.S. meat companies. In July 2007, JBS — a Brazilian company regarded as the world’s largest meat processor — purchased the U.S. beef processor Swift & Co., then the third-largest U.S. beef processing company. In February and March 2008, JBS signed agreements to acquire the fourth- and fifth-largest U.S. beef packers, National Beef Packing Company and the Smithfield Beef Group, respectively. These planned acquisitions have undergone customary regulatory review by the U.S. Department of Justice’s (DOJ’s) Antitrust Division.

The report provides historical information and analysis as to how blue slips have been used in the past for judicial nominations, with a focus on the various blue slip policies used during recent presidencies.
