This semiannual report summarizes the research performed from 17 April through 16 October 2004. Major portions of the research in several of the project's current eight tasks have been completed, and the results obtained are briefly presented. We have successfully developed the meteorological inputs using the best possible modeling configurations, resulting in improved representation of atmospheric processes. Ingestion of satellite-derived sea surface temperatures in conjunction with the use of our new surface data assimilation technique have resulted in largely improved meteorological inputs to drive the MAQSIP-VGR. The development of the variable-grid-resolution emissions model, SMOKE-VGR, is also largely complete. We expect to develop the final configuration of the SMOKE-VGR during the upcoming reporting period. We are in the process of acquiring the newly released emissions database and offshore emissions data sets to update our archives. The development of the MAQSIP-VGR has been completed and a test run was performed to ensure the functionality of this air quality model. During the upcoming reporting period, we expect to perform the first MAQSIP-VGR simulations over the Houston-Galveston region to study the roles of the meteorology, offshore emissions, and chemistry-transport interactions that determine the temporal and spatial evolution of ozone and its precursors.

Throughout its history, Congress has engaged in oversight of the executive branch — the review, monitoring, and supervision of the implementation of public policy. The first several Congresses inaugurated such important oversight techniques as special investigations, reporting requirements, resolutions of inquiry, and use of the appropriations process to review executive activity. Contemporary developments, moreover, have increased the legislature’s capacity and capabilities to check on and check the Executive. Public laws and congressional rules have measurably enhanced Congress’s implied power under the Constitution to conduct oversight.

The U.S. Postal Service (Postal Service) recently installed Energy Information Systems (EIS) at 30 facilities in California. These systems integrate electric utility meter data acquisition hardware, software, and communication systems to collect, archive, analyze, and display whole-facility energy consumption data. At some point in the future, these systems could also be integrated with sub-meters that measure the electricity consumption of key end-use equipment. The purpose of this guidebook is to help Postal Service facility managers interpret and act upon energy data available from their EIS, translating the abundance of information these systems provide into knowledge that can be used to reduce energy use and costs. The guidebook first describes basic EIS capabilities and explains the data and reports that Postal Service EIS provide. It outlines a set of strategies for utilizing this information to improve operations and maintenance of building energy use equipment and for facilitating demand response. Finally, the guidebook offers suggestions on creating a routine for tracking and analyzing energy data and integrating this information into regular energy management activities.

The Design through Analysis Realization Team (DART) will provide analysts with a complete toolset that reduces the time to create, generate, analyze, and manage the data generated in a computational analysis. The toolset will be both easy to learn and easy to use. The DART Roadmap Vision provides for progressive improvements that will reduce the Design through Analysis (DTA) cycle time by 90-percent over a three-year period while improving both the quality and accountability of the analyses.

This report provides technical data regarding the reuse of excess foundry sand. The report addresses three topics: (1) a statistically sound evaluation of the characterization of foundry sand, (2) a laboratory investigation to qualify excess foundry sand as a major component in controlled low-strength material (CLSM), and (3) the identification of the best methods for using foundry sand as a replacement for natural aggregates for construction purposes, specifically in asphalt paving materials. The survival analysis statistical technique was used to characterize foundry sand over a full spectrum of general chemical parameters, metallic elements, and organic compounds regarding bulk analysis and leachate characterization. Not limited to characterization and environmental impact, foundry sand was evaluated by factor analyses, which contributes to proper selection of factor and maximization of the reuse marketplace for foundry sand. Regarding the integration of foundry sand into CLSM, excavatable CLSM and structural CLSM containing different types of excess foundry sands were investigated through laboratory experiments. Foundry sand was approved to constitute a major component in CLSM. An assessment of the impact of air pollution from offshore drilling in the Outer Continental Shelf (OCS) of the Gulf of Mexico on onshore air quality, especially the air quality of the Breton National Wildlife Refuge/Wilderness Area (BNWA)

This Corrective Action Investigation Plan (CAIP) contains project-specific information for conducting site investigation activities at Corrective Action Unit (CAU) 554: Area 23 Release Site, Nevada Test Site, Nevada. Information presented in this CAIP includes facility descriptions, environmental sample collection objectives, and criteria for the selection and evaluation of environmental samples. Corrective Action Unit 554 is located in Area 23 of the Nevada Test Site, which is 65 miles northwest of Las Vegas, Nevada. Corrective Action Unit 554 is comprised of one Corrective Action Site (CAS), which is: 23-02-08, USTs 23-115-1, 2, 3/Spill 530-90-002. This site consists of soil contamination resulting from a fuel release from underground storage tanks (USTs). Corrective Action Site 23-02-08 is being investigated because existing information on the nature and extent of potential contamination is insufficient to evaluate and recommend corrective action alternatives. Additional information will be obtained by conducting a corrective action investigation prior to evaluating corrective action alternatives and selecting the appropriate corrective action for this CAS. The results of the field investigation will support a defensible evaluation of viable corrective action alternatives that will be presented in the Corrective Action Decision Document for CAU 554.
