OPTICAL FIBER SENSOR TECHNOLOGIES FOR EFFICIENT AND ECONOMICAL OIL RECOVERY

Efficient and complete recovery of petroleum reserves from existing oil wells has proven difficult due to a lack of robust instrumentation that can monitor processes in the downhole environment. Commercially available sensors for measurement of pressure, temperature, and fluid flow exhibit shortened lifetimes in the harsh downhole conditions, which are characterized by high pressures (up to 20 kpsi), temperatures up to 250 C, and exposure to chemically reactive fluids. Development of robust sensors that deliver continuous, real-time data on reservoir performance and petroleum flow pathways will facilitate application of advanced recovery technologies, including horizontal and multi-lateral wells. The main objective of the research program is to develop cost-effective, reliable fiber sensor instrumentation for real-time monitoring and /or control of various key parameters crucial to efficient and economical oil production. This report presents the detailed research work and technical progress from October 1, 1998 to September 30, 1999. The United States Transuranium and Uranium Registries (USTUR) are a human tissue research program studying the deposition, biokinetics and dosimetry of the actinide elements in humans with the primary goals of providing data fundamental to the verification, refinement, or future development of radiation protection standards for these and other radionuclides, and of determining possible bioeffects on both a macro and subcellular level attributable to exposure to the actinides. This annual report covers October 1, 1997, through January 31, 1999; the reporting period has been extended so that future annual reports will coincide with the period covered by the grant itself.

The evolution of Jefferson Lab's control system

Thomas Jefferson National Accelerator Facility's (Jefferson Lab) accelerator controls were initially implemented as a proprietary in-house system. During machine commissioning, problems were encountered leading to a decision to migrate to the Experimental Physics and Industrial Controls System (EPICS). Since then, the accelerator and all other laboratory controls have been successfully converted. In addition to implementing Jefferson Lab's controls using EPICS, new data visualization tools have been developed and existing programs have been enhanced with new capabilities. In order to provide a more generic interface for high level applications development, a device abstraction layer, called Common DEVice (CDEV), was implemented. These additions have been made available to other laboratories and are in use at many sites, including some that do not use EPICS. Control System development is not limited to computer scientists; operators, engineers and physicists frequently add capabilities using EPICS, CDEV, Tel/tk, and other tools. These contributions have tailored the control system for many different types of customers. For the future, the authors envision more intelligent processing and more capable tools for data storage, retrieval and visualization.

Performance assessment and adoption processes of an information monitoring and diagnostic system prototype

This report addresses the problem that buildings do not perform as well as anticipated during design. We partnered with an innovative building operator to evaluate a prototype Information Monitoring and Diagnostic System (IMDS). The IMDS consists of high-quality measurements archived each minute, a data visualization tool, and a web-based capability. The operators recommend similar technology be adopted in other buildings. The IMDS has been used to identify and correct a series of control problems. It has also allowed the operators to make more effective use of the building control system, freeing up time to take care of other tenant needs. They believe they have significantly improved building comfort, potentially improving tenant health, and productivity. The reduction in hours to operate the building are worth about $20,000 per year, which could pay for the IMDS in about five years. A control system retrofit based on findings from the IMDS is expected to reduce energy use by 20 percent over the next year, worth over $30,000 per year. The main conclusion of the model-based chiller fault detection work is that steady-state models can be used as reference models to monitor chiller operation and detect faults. Chemical and Radiochemical Constituents in Water from Wells in the Vicinity of the Naval Reactors Facility, Idaho National Engineering and Environmental Laboratory, Idaho, 1996

The U.S. Geological Survey, in response to a request from the U.S. Department of Energy's Pittsburgh Naval Reactors Office, Idaho Branch Office (IBO), samples water from 13 wells during 1996 as part of a long-term project to monitor water quality to the Snake River Plain aquifer in the vicinity of the Naval Reactors Facility (NRF), Idaho National Engineering and Environmental Laboratory, Idaho. The IBO requires information about the mobility of radionuclide- and chemical-waste constituents in the Snake River Plain aquifer. Waste-constituent mobility is determined principally by (1) the rate and direction of ground-water flow; (2) the locations, quantities, and methods of waste disposal; (3) waste-constituents chemistry; and (4) the geochemical processes taking place in the aquifer. The purpose of the data-collection program is to provide IBO with water-chemistry data to evaluate the effect of NRF activities on the water quality of the Snake River Plain aquifer. Water samples were analyzed for naturally occurring constituents and man-made contaminants.

(WMH), that implements the requirements of the Project Hanford Management Contract (PHMC), HNF-MP-599, Project Hanford Quality Assurance Program Description (QAPD) document, and the Hanford Federal Facility Agreement with Consent Order (Tri-Party Agreement), Sections 6.5 and 7.8. WHM is responsible for the treatment, storage, and disposal of liquid and solid wastes generated at the Hanford Site as well as those wastes received from other US Department of Energy (DOE) and non-DOE sites. WMH operations include the Low-Level Burial Grounds, Central Waste Complex (a mixed-waste storage complex), a nonradioactive dangerous waste storage facility, the Transuranic Storage Facility, T Plant, Waste Receiving and Processing Facility, 200 Area Liquid Effluent Facility, 200 Area Treated Effluent Disposal Facility, the Liquid Effluent Retention Facility, the 242-A Evaporator, 300 Area Treatment Effluent Disposal Facility, the 340 Facility (a radioactive liquid waste handling facility), 222-S Laboratory, the Waste Sampling and Characterization Facility, and the Hanford TRU Waste Program.

ROBOTIC TANK INSPECTION END EFFECTOR

The objective of this contract between Oceaneering Space Systems (OSS) and the Department of Energy (DOE) was to provide a tool for the DOE to inspect the inside tank walls of underground radioactive waste storage tanks in their tank farms. Some of these tanks are suspected to have leaks, but the harsh nature of the environment within the tanks precludes human inspection of tank walls. As a result of these conditions only a few inspection methods can fulfill this task. Of the methods available, OSS chose to pursue Alternating Current Field Measurement (ACFM), because it does not require clean surfaces for inspection, nor any contact with the Surface being inspected, and introduces no extra by-products in the inspection process (no coupling fluids or residues are left behind). The tool produced by OSS is the Robotic Tank Inspection End Effector (RTIEE), which is initially deployed on the tip of the Light Duty Utility Arm (LDUA). The RTEE combines ACFM with a color video camera for both electromagnetic and visual inspection The complete package consists of an end effector, its corresponding electronics and software, and a user's manual to guide the operator through an inspection. This Final ''Hanford Comprehensive Land-Use Plan Environmental Impact Statement'' (HCP EIS) is being used by the Department of Energy (DOE) and its nine cooperating and consulting agencies to develop a comprehensive land-use plan (CLUP) for the Hanford Site. The DOE will use the Final HCP EIS as a basis for a Record of Decision (ROD) on a CLUP for the Hanford Site. While development of the CLUP will be complete with release of the HCP EIS ROD, full implementation of the CLUP is expected to take at least 50 years. Implementation of the CLUP would begin a more detailed planning process for land-use and facility-use decisions at the Hanford Site. The DOE would use the CLUP to screen proposals. Eventually, management of Hanford Site areas would move toward the CLUP land-use goals. This CLUP process could take more than 50 years to fully achieve the land-use goals.
