Recovery Act: Opportunities Exist to Increase the Public's Understanding of Recipient Reporting on HUD Programs

A letter report issued by the Government Accountability Office with an abstract that begins "The American Recovery and Reinvestment Act of 2009 (Recovery Act) has provided about $6 billion in grants for three Department of Housing and Urban Development (HUD) programs that fund housing or community development. As of March 31, 2010, HUD's Capital Fund awarded nearly $3 billion in grants to 3,134 public housing agencies, the Community Development Block Grant-Recovery (CDBG-R) awarded about $1 billion to 1,167 recipients, and the Tax Credit Assistance Program (TCAP) awarded $2.25 billion to 52 state housing finance agencies. The act requires recipients to report specific information on fund use. Recipients began reporting in October 2009. This information is publicly available on Recovery.gov, the official Recovery Act Web site. As requested, for these three HUD programs, the report (1) examines what information recipients are required to report as a part of their descriptions of funded projects, and (2) assesses the extent to which descriptions of a representative sample of 219 grants in Recovery.gov are transparent in providing a basic understanding of grant activities and expected outcomes. GAO reviewed requirements for reporting in the act and Office of Management and Budget (OMB) and HUD guidance."

This regional assessment report portrays the major regional environmental, human health and safety, socioeconomic and institutional effects that might result from the implementation of one of a set of national energy supply and demand projections developed by the Department of Energy in 1978. General problem areas are identified and assessed on a regional and state basis that could either constrain or significantly modify the realization of the energy projections. Many of the issues identified are of a long-standing nature and would continue to exist, in spite of the particular energy projection used. The research and assessments reflected in this document were performed by six national laboratories. It is a compilation of individual reports prepared by Federal regions and available separately.

This document contains Appendix E: Toxicity Information and Uncertainty Analysis, description of methods, from the combined Remedial Investigation/Feasibility Study Report for the Clinch River/Poplar Crack (CR/PC) Operable Unit (OU). The CR/PC OU is located in Anderson and Roane Counties, Tennessee and consists of the Clinch River and several of its embayments in Melton Hill and Watts Bar Reservoirs. These waters have received hazardous substances released over a period of 50 years from the US Department of Energy`s Oak Ridge Reservation (ORR), a National Priority List site established under the Comprehensive Environmental Response, Compensation, and Liability Act. A remedial investigation has been conducted to determine the current nature and extent of any contamination and to assess the resulting risk to human health and the environment. The feasibility study evaluates remedial action alternatives to identify any that are feasible for implementation and that would effectively reduce risk. Historical studies had indicated that current problems would likely include {sup 137}Cs in sediment of the Clinch River, mercury in sediment and fish of Poplar Creek and PCBs and pesticides in fish from throughout the OU. This report summarizes the work completed under a 3M/DOE contract directed at advancing the key fuel cell (FC) components most critical for overcoming the polymer electrolyte membrane fuel cell (PEMFC) performance, durability & cost barriers. This contract focused on the development of advanced ion exchange membranes & electrocatalysts for PEMFCs that will enable operation under ever more demanding automotive operating conditions & the use high volume compatible processes for their manufacture. Higher performing & more durable electrocatalysts must be developed for PEMFCs to meet the power density & lifetime hours required for FC vehicles. At the same time the amount of expensive Pt catalyst must be reduced to lower the MEA costs. While these two properties are met, the catalyst must be made resistant to multiple degradation mechanisms to reach necessary operating lifetimes. In this report, we present the work focused on the development of a completely new approach to PEMFC electrocatalyts, called nanostructured thin film (NSTF) catalysts. The carbon black supports are eliminated with this new approach which eliminates the carbon corrosion issue.
