A letter report issued by the Government Accountability Office with an abstract that begins "Since 2001, the National Archives and Records Administration (NARA) has been working to acquire the Electronic Records Archives (ERA) system, which is intended to address critical issues in the creation, management, and use of federal electronic records. As required by law, the agency submitted its fiscal year 2006 expenditure plan to the congressional appropriations committees, seeking the release of about $22 million for the development of the system. GAO's objectives in reviewing the expenditure plan were to (1) determine the extent to which the expenditure plan satisfied the legislative conditions specified in the appropriations act; (2) determine the extent to which NARA has implemented GAO's prior recommendations; and (3) provide any other observations about the expenditure plan and the ERA acquisition. We reviewed the expenditure plan and analyzed it against the legislative conditions and assessed NARA's progress in addressing prior recommendations."

This report summarizes technical progress over the first ten months of the second year of the Optical Fiber Sensor Technologies for Efficient and Economical Oil Recovery program, funded by the Federal Energy Technology Center of the US Department of Energy, and performed by the Photonics Laboratory of the Bradley Department of Electrical and Computer Engineering at Virginia Tech. The main objective for this three and one-half year program is the development and demonstration of cost-effective, reliable optical fiber sensors for the measurement of temperature, pressure, flow, and acoustic waves in downhole environments for use in oil recovery.

Each of the three main sections of this report was abstracted and indexed separately for ERA/EDB. Also included are short sections entitled: acknowledgements; research objectives; introduction; personnel of program; and drilling program. (JGB)

Information Package Specification version 1.1 describes an XML document format called an information package that can be used to store information in information management systems and other information archives. An information package consists of package information, the context required to understand and use that information, package metadata that describes the information, and XML signatures that protect the information. The information package described in this specification was designed to store Department of Energy (DOE) and National Nuclear Security Administration (NNSA) information and includes the metadata required for that information: a unique package identifier, information marking that conforms to DOE and NNSA requirements, and access control metadata. It is an implementation of the Open Archival Information System (OAIS) Reference Model archival information package tailored to meet NNSA information storage requirements and designed to be used in the computing environments at the Y-12 National Security Complex and at other NNSA sites.

This project seeks a fundamental understanding and major improvement in cesium separation from high-level waste by cesium-selective calixcrown extractants. Systems of particular interest involve novel solvent-extraction systems containing specific members of the calix[4]arene-crown-6 family, alcohol solvating agents, and alkylamines. Questions being addressed bear upon cesium binding strength, extraction selectivity, cesium stripping, and extractant solubility. Enhanced properties in this regard will specifically benefit applied projects funded by the USDOE Office of Environmental Management to clean up sites such as the Savannah River Site (SRS), Hanford, and the Idaho National Environmental and Engineering Laboratory. The most direct beneficiary will be the SRS Salt Processing Project, which has recently identified the Caustic-Side Solvent Extraction (CSSX) process employing a calixcrown as its preferred technology for cesium removal from SRS high-level tank waste.

DELPHI was the data summary and interpretation code used by gas diagnostics personnel during the period from 1968 through 1986. It was written by Floyd Momyer, and went through several revisions during its period of use. Described here is the final version, which provided the most extensive set of summary tables. Earlier versions of the code lacked some of the capabilities of the final version, but what they did include was of substantially the same format. DELPHI was run against most available input decks in the mid 1980s. Microfiche and hardcopy output were generated. Both now reside in our archives. These reruns used modified input decks, which may not have had the proper {open_quotes}trigger{close_quotes} to instruct DELPHI to output some tables. These tables could, therefore be missing from a printout even though the necessary data was present. Also, modifications to DELPHI did, in some instances, eliminate DELPHIs` capability to correctly output some of the earlier optional tables. This monologue is intended to compliment the archived printout, and to provide enough insight so that someone unfamiliar with the techniques of Gas Diagnostics can retrieve the results at some future date. The basic characteristics of a self-sustaining chain reaction were demonstrated with the Chicago Pile in 1943, but it was not until early 1945 that sufficient enriched material became available to experimentally verify fast-neutron cross-sections and the kinetic characteristics of a nuclear chain reaction sustained with prompt neutrons alone. However, the demands of wartime and the rapid decline in effort following the cessation of hostilities often resulted in the failure to fully document the experiments or in the loss of documentation as personnel returned to civilian pursuits. When documented, the results were often highly classified. Even when eventually declassified, the data were often not approved for public release until years later.2 Even after declassification and approval for public release, the records are sometimes difficult to find. Through a fortuitous discovery, a set of handwritten notes by ''ORF July 1945'' entitled ''Dragon - Research with a Pulsed Fission Reactor'' was found by William L. Myers in an old storage safe at Pajarito Site of the Los Alamos National Laboratory3. Of course, ORF was identified as Otto R. Frisch. The document was attached to a page in a nondescript spiral bound notebook labeled ''494 Book'' that bore the signatures of Louis Slotin and …

The overall purpose of this project is to evaluate the biological and economic feasibility of restoring high-quality forests on mined land, and to measure carbon sequestration and wood production benefits that would be achieved from forest restoration procedures. We are currently estimating the acreage of lands in VA, WV, KY, OH, and PA mined under SMCRA and reclaimed to non-forested post-mining land uses that are not currently under active management, and therefore can be considered as available for carbon sequestration. To determine actual sequestration under different forest management scenarios, a field study was installed as a 3 x 3 factorial in a random complete block design with three replications at each of three locations, Ohio, West Virginia, and Virginia. The treatments included three forest types (white pine, hybrid poplar, mixed hardwood) and three silvicultural regimes (competition control, competition control plus tillage, competition control plus tillage plus fertilization). Each individual treatment plot is 0.5 acres. Each block of nine plots requires 4.5 acres, and the complete installation at each site requires 13.5 acres. This project has used Accelerator Mass Spectrometry (AMS) {sup 14}C measurements to study climate and carbon cycle variations on time scales from decades to millennia over the past 30,000 years, primarily in the western US and the North Pacific. {sup 14}C dates provide a temporal framework for records of climate change, and natural radiocarbon acts as a carbon cycle tracer in independently dated records. The overall basis for the study is the observation that attempts to model future climate and carbon cycle changes cannot be taken seriously if the models have not been adequately tested. Paleoclimate studies are unique because they provide realistic test data under climate conditions significantly different from those of the present, whereas instrumental results can only sample the system as it is today. The aim of this project has been to better establish the extent, timing, and causes of past climate perturbations, and the carbon cycle changes with which they are linked. This provides real-world data for model testing, both for the development of individual models and also for inter-model diagnosis and comparison activities such as those of LLNL's PCMDI program; it helps us achieve a better basic understanding of how the climate system works so …

This is the fourth in a series of seven volumes which constitute a guide to records of the Rocky Flats Plant useful for conducting health-related research. The primary purpose of Volume 4 is to describe record series pertaining to production and materials handling activities at the Department of Energy`s (DOE) Rocky Flats Plant, now named the Rocky Flats Environmental Technology Site, near Denver, Colorado. History Associates Incorporated (HAI) prepared this guide as part of its work as the support services contractor for DOE`s Epidemiologic Records Inventory Project. This introduction briefly describes the Epidemiologic Records Inventory Project and HAI`s role in the project, provides a history of production and materials handling practices at Rocky Flats, and identifies organizations contributing to production and materials handling policies and activities. Other topics include the scope and arrangement of the guide and the organization to contact for access to these records.

This report documents the history of Building 828 in Sandia National Laboratories' Technical Area I. Building 828 was constructed in 1946 as a mechanical test laboratory for Los Alamos' Z-Division (later Sandia) as it moved to Sandia Base. The building has undergone significant remodeling over the years and has had a variety of occupants. The building was evaluated in compliance with the National Historic Preservation Act, but was not eligible for the National Register of Historic Places. Nevertheless, for many Labs employees, it was a symbol of Sandia's roots in World War II and the Manhattan Project.
