Summary of the RHIC Retreat 2007

The RHIC Retreat 2007 took place on July 16-17 2007 at the Foxwoods Resort in CT, about 3 weeks after the end of the RHIC Run-7. The goal of the Retreat is traditionally to plan the upcoming run in the light of the results from the previous one, by providing a snapshot of the present understanding of the machine and a forum for free and frank discussion. A particular attention was paid to the challenge of increasing the time at store, and the related issue of system reliability. An interesting Session covered all new developments aimed to improve the machine performance and luminosity. In Section 2 we summarize the results from Run-7 for RHIC and the injectors and discuss the present objectives of the RHIC program and performance. Sections 3-6 are summaries of the Retreat sessions focused on preparation for deuteron gold and polarized protons, respectively, machine availability and new developments.

Sludge Mass Reduction: Primary Compositional Factors That Influence Melt Rate for Future Sludge Batch Projections

The Savannah River National Laboratory (SRNL) was tasked to provide an assessment of the downstream impacts to the Defense Waste Processing Facility (DWPF) of decisions regarding the implementation of Al-dissolution to support sludge mass reduction and processing. Based on future sludge batch compositional projections from the Liquid Waste Organization's (LWO) sludge batch plan, assessments have been made with respect to the ability to maintain comparable projected operating windows for sludges with and without Al-dissolution. As part of that previous assessment, candidate frits were identified to provide insight into melt rate for average sludge batches representing with and without Al-dissolution flowsheets. Initial melt rate studies using the melt rate furnace (MRF) were performed using five frits each for Cluster 2 and Cluster 4 compositions representing average without and with Al-dissolution. It was determined, however, that the REDOX endpoint (Fe{sup 2+}/{Sigma}Fe for the glass) for Clusters 2 and 4 resulted in an overly oxidized feed which negatively affected the initial melt rate tests. After the sludge was adjusted to a more reduced state, additional testing was performed with frits that contained both high and low concentrations of sodium and boron oxides. An Atomic Gravitational Wave Interferometric Sensor (AGIS)

We propose two distinct atom interferometer gravitational wave detectors, one terrestrial and another satellite-based, utilizing the core technology of the Stanford 10m atom interferometer presently under construction. Each configuration compares two widely separated atom interferometers run using common lasers. The signal scales with the distance between the interferometers, which can be large since only the light travels over this distance, not the atoms. The terrestrial experiment with baseline {approx} 1 km can operate with strain sensitivity {approx} 10{sup -19}/{radical}Hz in the 1 Hz-10 Hz band, inaccessible to LIGO, and can detect gravitational waves from solar mass binaries out to megaparsec distances. The satellite experiment with baseline {approx} 1000 km can probe the same frequency spectrum as LISA with comparable strain sensitivity {approx} 10{sup -20}/{radical}Hz. The use of ballistic atoms (instead of mirrors) as inertial test masses improves systematics coming from vibrations, acceleration noise, and significantly reduces spacecraft control requirements. We analyze the backgrounds in this configuration and discuss methods for controlling them to the required levels.

Independent Review of Simulation of Net Infiltration for Present-Day and Potential Future Climates

The DOE Office of Civilian Radioactive Waste Management (OCRWM) tasked Oak Ridge Institute for Science and Education (ORISE) with providing an independent expert review of the documented model and prediction results for net infiltration of water into the unsaturated zone at Yucca Mountain. The specific purpose of the model, as documented in the report MDL-NBS-HS-000023, Rev. 01, is “to provide a spatial representation, including epistemic and aleatory uncertainty, of the predicted mean annual net infiltration at the Yucca Mountain site ...” (p. 1-1) The expert review panel assembled by ORISE concluded that the model report does not provide a technically credible spatial representation of net infiltration at Yucca Mountain. Specifically, the ORISE Review Panel found that: • A critical lack of site-specific meteorological, surface, and subsurface information prevents verification of (i) the net infiltration estimates, (ii) the uncertainty estimates of parameters caused by their spatial variability, and (iii) the assumptions used by the modelers (ranges and distributions) for the characterization of parameters. The paucity of site-specific data used by the modeling team for model implementation and validation is a major deficiency in this effort. • The model does not incorporate at least one potentially important hydrologic process. Development of Next Generation Multiphase Pipe Flow Prediction Tools

The developments of fields in deep waters (5000 ft and more) is a common occurrence. It is inevitable that production systems will operate under multiphase flow conditions (simultaneous flow of gas-oil-and water possibly along with sand, hydrates, and waxes). Multiphase flow prediction tools are essential for every phase of the hydrocarbon recovery from design to operation. The recovery from deep-waters poses special challenges and requires accurate multiphase flow predictive tools for several applications including the design and diagnostics of the production systems, separation of phases in horizontal wells, and multiphase separation (topside, seabed or bottom-hole). It is very crucial to any multiphase separation technique that is employed either at topside, seabed or bottom-hole to know inlet conditions such as the flow rates, flow patterns, and volume fractions of gas, oil and water coming into the separation devices. The overall objective was to develop a unified model for gas-oil-water three-phase flow in wells, flow lines, and pipelines to predict the flow characteristics such as flow patterns, phase distributions, and pressure gradient encountered during petroleum production at different flow conditions (pipe diameter and inclination, fluid properties and flow rates). The Supreme Court has expressed an interest "that Congress be able to legislate against a background of clear interpretive rules, so that it may know the effect of the language it adopts." This report identifies and describes some of the more important rules and conventions of interpretation that the Court applies. Although this report focuses primarily on the Court's methodology in construing statutory text, the Court's approach to reliance on legislative history are also briefly described.

Novel Fouling-Reducing Coatings for Ultrafiltration, Nanofiltration, and Reverse Osmosis Membranes

Polymeric membranes could potentially be the most flexible and viable long-term strategy for treatment of produced water from oil and gas production. However, widespread use of membranes, including reverse osmosis (RO) membranes, for produced water purification is hindered due to fouling caused by the impurities present in the water. Fouling of RO membranes is likely caused by surface properties including roughness, hydrophilicity, and charge, so surface modification is the most widely considered approach to improve the fouling properties of current RO membranes. This project focuses on two main approaches to surface modification: coating and grafting. Hydrophilic coating and grafting materials based on poly(ethylene glycol) (PEG) are applied to commercial RO membranes manufactured by Dow FilmTec and GE. Crossflow filtration experiments are used to determine the fouling resistance of modified membranes, and compare their performance to that of unmodified commercial RO membranes. Grafting and coating are shown to be two alternative methods of producing modified membranes with improved fouling resistance.

Nomination and Confirmation of Lower Federal Court Judges in Presidential Election Years

This report seeks to shed light on whether Senate processing of lower court nominations, particularly to the courts of appeals, has tended over recent decades to slow down in presidential election years. The report begins by reviewing recent debate, and historical events dating back to 1980, concerning whether the Senate and its Judiciary Committee customarily observe a practice referred to as the "Thurmond rule." Next, the report provides narratives on each presidential election year from 1980 to 2004, reviewing Senate and committee actions taken on court of appeals and district court nominations in each of the years. The report then compares these years quantitatively, examining the number and percent of nominations processed and the last dates of committee and Senate action taken.

FRIT DEVELOPMENT FOR HIGH LEVEL WASTE SLUDGE BATCH 5: COMPOSITIONAL TRENDS FOR VARYING ALUMINUM CONCENTRATIONS

The objective of this study was to experimentally measure the properties and performance of a series of glasses with compositions that could represent Sludge Batch 5 (SB5) as processed at the Defense Waste Processing Facility (DWPF). The data was used to provide recommendations to the Liquid Waste Organization (LWO) regarding blending and washing strategies in preparing SB5 based on acceptability of the glass compositions. These data were also used to guide frit optimization efforts as the SB5 composition was finalized. Glass compositions for this study were developed by combining a series of SB5 composition projections with a group of frits. Three composition projections for SB5 were developed using a model-based approach at Savannah River National Laboratory (SRNL). These compositions, referred to as SB5 Cases B, C and D, projected removal of 25, 50 and 75% (respectively) of the aluminum in Tank 51 through the low temperature aluminum dissolution process. The frits for this study (Frits 530 through 537) were selected based on their predicted operating windows (i.e., ranges of waste loadings over which the predicted properties of the glasses were acceptable) and their potential (based on historical trends) to provide acceptable melt rates for SB5. The overall objective of this research effort was to provide a potentially commercial thermal treatment of fly ash to decrease the interaction between fly ash and the surfactants used to entrain air in concrete when fly ash replaces a portion of the Portland cement in oncrete. The thermal treatment resulting from this research effort, and described in this report, fulfill the above objective. This report describes the thermal treatment developed and applies the treatment to six different fly ashes subsequently used to prepare concrete test cylinders hat show little or no difference in compressibility when compared to concrete test cylinders prepared using untreated fly ash.
