Information Management: Acquisition of the Electronics Records Archives Is Progressing

A letter report issued by the Government Accountability Office with an abstract that begins "Since 2001, the National Archives and Records Administration (NARA) has been working to acquire the Electronic Records Archives (ERA) system. In August 2004, NARA awarded two contracts to design the ERA system. The agency plans to select one of the resulting designs for the development of the system in August 2005. Conference Report 108-792 directed GAO to report on ERA's costs, schedule, and performance. Our objectives were to determine (1) the extent to which NARA has achieved the ERA program's cost, schedule, and performance objectives and the extent to which the agency has identified risks to future objectives; and (2) the status of NARA's efforts to address prior GAO recommendations on the acquisition."

Open Access Publishing and Citation Archives: Background and Controversy

This report begins with an inventory of basic information: definitions and guides to histories of the growth of open access publishing and citation archives and descriptions of selected major open access activities. It moves on to summarize major points of difference between proponents and opponents of nongovernmental open access publishing and databases, and then highlights federal, including National Institutes of Health (NIH), open access activities and contentious issues surrounding these developments. The report also briefly describes open access developments in the United Kingdom (where a number of governmental and nongovernmental initiatives have occurred) and in the international arena. Finally, controversial issues which could receive attention in the 109th Congress are summarized.

A letter report issued by the Government Accountability Office with an abstract that begins "Since 2001, the National Archives and Records Administration (NARA) has been working to acquire the Electronic Records Archives (ERA) system. As required by law, the agency submitted its fiscal year 2007 expenditure plan to congressional appropriations committees, seeking the release of $23.4 million for the development of the system. GAO's objectives in reviewing the expenditure plan were to (1) determine the extent to which the expenditure plan satisfied the legislative conditions specified in the appropriations act; (2) determine the extent to which NARA has implemented GAO's prior recommendations; and (3) provide any other observations about the expenditure plan and the ERA acquisition. GAO reviewed the expenditure plan and analyzed it against the legislative conditions and assessed NARA's progress in addressing prior recommendations. In May 2007, GAO briefed staff of the Senate subcommittee and sent a copy of the briefing to the House and Senate subcommittee staffs."

A letter report issued by the Government Accountability Office with an abstract that begins "Since 2001, the National Archives and Records Administration (NARA) has been developing an Electronic Records Archive (ERA) to preserve and provide access to massive volumes of electronic records independent of their original hardware and software. The ERA system is to include a base system for federal records and a separate system for presidential records, known as the Executive Office of the President (EOP) system. The 2009 Omnibus Appropriations Act requires NARA to submit an expenditure plan for ERA to congressional appropriation committees. GAO's objectives were to (1) determine whether NARA's fiscal year 2009 plan meets the legislative conditions set forth in the 2009 Omnibus Appropriations Act, (2) provide an update on NARA's progress in implementing recommendations made in GAO's review of NARA's 2008 expenditure plan, and (3) provide any other observations about the expenditure plan and the ERA acquisition. To do this, GAO reviewed the expenditure plan, interviewed NARA officials, and reviewed program data and documentation."

Optimizing the User Experience in a Rapid Development Framework: Collin County Genealogical Society: Focus Group Discussion, July 2008

This report provides information about the IOGENE project. The UNT Libraries received a National Leadership Grant from the Institute of Museum and Library Services in December 2007 for a two-year project to identify the user interface requirements of genealogists interacting with the Libraries' Portal to Texas History. The Portal provides users with a digital gateway to collections in Texas libraries, museums, archives, and historical societies, as well as to private collections. It contains primary source materials, including maps, books, manuscripts, diaries, photographs, and letters. The IOGENE project involves genealogists in the design process beginning with the initial assessment of their requirements and continuing through usability testing of the redesigned Portal interface. The results of this study will provide the library community with information about the needs and interface requirements of a little-studied group of lifelong learners who comprise a significant proportion of digital library users.

Advanced Dewatering Systems Development (open access)

Advanced Dewatering Systems Development

A new fine coal dewatering technology has been developed and tested in the present work. The work was funded by the Solid Fuels and Feedstocks Grand Challenge PRDA. The objective of this program was to 'develop innovative technical approaches to ensure a continued supply of environmentally sound solid fuels for existing and future combustion systems with minimal incremental fuel cost.' Specifically, this solicitation is aimed at developing technologies that can (i) improve the efficiency or economics of the recovery of carbon when beneficiating fine coal from both current production and existing coal slurry impoundments and (ii) assist in the greater utilization of coal fines by improving the handling characteristics of fine coal via dewatering and/or reconstitution. The results of the test work conducted during Phase I of the current project demonstrated that the new dewatering technologies can substantially reduce the moisture from fine coal, while the test work conducted during Phase II successfully demonstrated the commercial viability of this technology. It is believed that availability of such efficient and affordable dewatering technology is essential to meeting the DOE's objectives.

The Virtual Library in Action (open access)

The Virtual Library in Action

The SLAC Library has for many years provided SPIRES-HEP, a 300,000 record bibliographic database, to the world particle physics community via the Internet as well as through clone sites in Europe and Japan. The 1991 introduction of the e-print archives at LANL coupled with the World-Wide-Web (WWW) from CERN suddenly made it possible to provide easy linkage between bibliographic database records and the actual full-text of papers. The SLAC Library has turned this possibility into reality by converting hundreds of TeX source documents each month into viewable postscript complete with figures. These (now more than 20,000) postscript files are linked to the HEP database, and the full-text is rendered universally visible via WWW. We discuss the project, the collaboration of physicists and librarians, what is easy, what is hard, and our vision for the future.
