An Annotated Bibliography of HVDC Transmission and FACTS Devices, 1996-1997.

This edition of the Annotated Bibliography of HVDC Transmission and FACTS Devices continues work begun in 1962 by the late Erik Bromberg, Bonneville Power Administration Librarian. His original bibliography covered the period 1932--1962. Subsequent editions were compiled by Bromberg, Val S. Lava, and Wayne Litzenberger, all of Bonneville Power Administration. Beginning with the 1991--1993 edition, the scope of the bibliography was expanded to include flexible ac transmission (FACTS) devices. This 1996--1997 edition also contains information for 1998. Preparation of the present edition took place primarily in May-June of 1998. All pertinent references have been included that were available to the editors at the time of preparation. Papers for the 1998 IEEE Winter and Summer Power Meetings and 1998 T and D Conference have been included. This edition contains the organizational affiliation of the first-named author as an aid to accessing the reference. Unfortunately, space limitations prevented the inclusion of the affiliations of all authors. Some minor editorial changes have been made to abstracts to ensure consistency in style and syntax.

West Valley Demonstration Project site environmental report for calendar year 1996

The West Valley Demonstration Project (WVDP), the site of a US Department of Energy environmental cleanup activity operated by West Valley Nuclear Services Co., Inc., (WVNS), is in the process of solidifying liquid high-level radioactive waste remaining at the site after commercial nuclear fuel reprocessing was discontinued. The Project is located in Western New York State, about 30 miles south of Buffalo, within the New York State-owned Western New York Nuclear Service Center (WNYNSC). This report represents a single, comprehensive source of off-site and on-site environmental monitoring data collected during 1996 by environmental monitoring personnel. The environmental monitoring program and results are discussed in the body of this report. The monitoring data are presented in the appendices. Appendix A is a summary of the site environmental monitoring schedule. Appendix B lists the environmental permits and regulations pertaining to the WVDP. Appendices C through F contain summaries of data obtained during 1996 and are intended for those interested in more detail than is provided in the main body of the report.

Public opinion about energy: a literature review

A review and analysis of 115 surveys of the general population between 1973 and 1978 (before the Three Mile Island accident, sudden gasoline price increases, and spot gasoline shortages) are presented. The survey data are organized and analyzed according to a set of categories described in Chapter 2. The public's definition of the energy situation is the focus of Chapter 3. Chapter 4 describes public opinion concerning energy conservation pertaining to transportation and domestic energy use -- whether it is efficacious, how knowledgeable people are about conservation, whether they favor it, and whether they engage in it. Findings on the solar energy alternative are described in Chapter 5. Public opinion concerning more conventional sources of energy -- oil and natural gas, coal, and nuclear energy -- are discussed in Chapter 6. In Chapter 7, a summary of analytical findings by 10 major sociodemographic characteristics is presented. Chapter 8 describes analytical findings using various social-psychological variables. A summary is presented in Chapter 9.

This first edition of the Atlas provides, in reference form, a central source of information to consumers on key contacts concerned with energy in the US. Energy consumers need information appropriate to local climates and characteristics - best provided by state and local governments. The ICF Annual Report provides documentation of the achievements of the LLNL ICF Program during the fiscal year by the use of two formats: (1) an Overview that is a narrative summary of important results for the fiscal year and (2) a compilation of the articles that previously appeared in the ICF Quarterly Report that year. Both the Overview and Quarterly Report are also on the Web at http://lasers.llnl.gov/lasers/pubs/icfq.html. Beginning in Fiscal Year 1997, the fourth quarter issue of the ICF Quarterly was no longer printed as a separate document but rather included in the ICF Annual. This change provided a more efficient process of documenting our accomplishments with-out unnecessary duplication of printing. In addition we introduced a new document, the ICF Program Monthly Highlights. Starting with the September 1997 issue and each month following, the Monthly Highlights will provide a brief description of noteworthy activities of interest to our DOE sponsors and our stakeholders. The continuing objective of Lawrence Livermore National Laboratory's (LLNL's) Inertial Confinement Fusion (ICF) Program is the demonstration of thermonuclear fusion ignition and energy gain in the laboratory and to support the nuclear weapons program in its use of ICF facilities. The underlying theme of all ICF activities as a science research and development program is the Department of Energy's (DOE's) Defense Programs (DP) science-based Stockpile Stewardship Program (SSP). The mission of the US Inertial Fusion Program is twofold: (1) to address high-energy-density physics issues for the SSP and (2) to develop a laboratory microfusion capability for defense and energy applications. In pursuit of this mission, the ICF Program has developed a state-of-the-art capability to investigate high-energy-density physics in the laboratory. The near-term goals pursued by the ICF Program in support of its mission are demonstrating fusion ignition in the laboratory and expanding the Program's capabilities in high-energy-density science. The National Ignition Facility (NIF) project is a cornerstone of this effort.

The U.S. Department of Energy (DOE), National Nuclear Security Administration Nevada Site Office (NNSA/NSO) initiated the Underground Test Area (UGTA) Project to assess and evaluate the effects of the underground nuclear weapons tests on groundwater beneath the Nevada Test Site (NTS) and vicinity. The framework for this evaluation is provided in Appendix VI, Revision No. 1 (December 7, 2000) of the Federal Facility Agreement and Consent Order (FFACO, 1996). Section 3.0 of Appendix VI ''Corrective Action Strategy'' of the FFACO describes the process that will be used to complete corrective actions specifically for the UGTA Project. The objective of the UGTA corrective action strategy is to define contaminant boundaries for each UGTA corrective action unit (CAU) where groundwater may have become contaminated from the underground nuclear weapons tests. The contaminant boundaries are determined based on modeling of groundwater flow and contaminant transport. A summary of the FFACO corrective action process and the UGTA corrective action strategy is provided in Section 1.5. The FFACO (1996) corrective action process for the Yucca Flat/Climax Mine CAU 97 was initiated with the Corrective Action Investigation Plan (CAIP) (DOE/NV, 2000a). In the 1983 Laser Program Annual Report we present the accomplishments and unclassified activities of the Laser Program at Lawrence Livermore National laboratory (LLNL) for the year 1983. It should be noted that the report, of necessity, is a summary, and more detailed expositions of the research can be found in the many publications and reports authored by staff members in the Laser Program. The purpose of this report is to present our work in a brief form, but with sufficient depth to provide an overview of the analytical and experimental aspects of the LLNL Inertial-Confinement Fusion (ICF) Program. The format of this report is basically the same as that of previous years. Section 1 is an overview and highlights the important accomplishments and directions of the Program. Sections 2 through 7 provide the detailed information on the various major parts of the Program: Laser Systems and Operations, Target Design, Target Fabrication, Fusion Experiments, Laser Research and Development, and Energy Applications.

Groundwater Flow Model of Corrective Action Units 101 and 102: Central and Western Pahute Mesa, Nevada Test Site, Nye County, Nevada, Revision 0

The Pahute Mesa groundwater flow model supports the FFACO UGTA corrective action strategy objective of providing an estimate of the vertical and horizontal extent of contaminant migration for each CAU in order to predict contaminant boundaries. A contaminant boundary is the model-predicted perimeter that defines the extent of radionuclide-contaminated groundwater from underground nuclear testing above background conditions exceeding Safe Drinking Water Act (SDWA) standards. The contaminant boundary will be composed of both a perimeter boundary and a lower hydrostratigraphic unit (HSU) boundary. Additional results showing contaminant concentrations and the location of the contaminant boundary at selected times will also be presented. These times may include the verification period, the end of the five-year proof-of-concept period, as well as other times that are of specific interest. The FFACO (1996) requires that the contaminant transport model predict the contaminant boundary at 1,000 years and “at a 95% level of confidence.” The Pahute Mesa Phase I flow model described in this report provides, through the flow fields derived from alternative hydrostratigraphic framework models (HFMs) and recharge models, one part of the data required to compute the contaminant boundary.
