Variational formulation of the Gardner's restacking algorithm

The incompressibility of the phase flow of Hamiltonian wave-plasma interactions restrains the class of realizable wave-driven transformations of the particle distribution. After the interaction, the distribution remains composed of the original phase-space elements, or local densities, which are only rearranged (''restacked'') by the wave. A variational formalism is developed to study the corresponding limitations on the energy and momentum transfer. A case of particular interest is a toroidal plasma immersed in a dc magnetic field. The restacking algorithm by Gardner [Phys. Fluids 6, 839 (1963)] is formulated precisely. The minimum energy state for a plasma with a given current is determined

Characterization of Vadose Zone Sediments Below the TX Tank Farm: Probe Holes C3830, C3831, C3832 and 299-W10-27

Pacific Northwest National Laboratory performed detailed analyses on vadose zone sediments from within Waste Management Area T-TX-TY. This report contains all the geologic, geochemical, and selected physical characterization data collected on vadose zone sediment recovered from three probe holes (C3830, C3831, and C3832) in the TX Tank Farm, and from borehole 299-W-10-27. Sediments from borehole 299-W-10-27 are considered to be uncontaminated sediments that can be compared with contaminated sediments. This report also presents our interpretation of the sediment lithologies, the vertical extent of contamination, the migration potential of the contaminants, and the likely source of the contamination in the vadose zone and groundwater below the TX Tank Farm. Sediment from the probe holes was analyzed for: moisture, radionuclide and carbon contents;, one-to-one water extracts (soil pH, electrical conductivity, cation, trace metal, and anion data), and 8 M nitric acid extracts. Overall, our analyses showed that common ion exchange is a key mechanism that influences the distribution of contaminants within that portion of the vadose zone affected by tank liquor. We did not observe significant indications of caustic alteration of the sediment mineralogy or porosity, or significant zones of slightly elevated pH values in the probe holes. Experimental Results in Support of Simulating Progressive Crush in Carbon-Fiber Textile Composites

This report summarizes the findings of an experimental program conducted to support the modeling of the crush behavior of triaxial braid carbon fiber composites. The matrix material as well as braided panels and tubes were characterized in order to determine material properties, to assess failure modes, and to provide a test bed for new analytical and numerical tools developed specifically for braided composites. The matrix material selected by the ACC was an epoxy vinyl ester (Ashland Hetron 922). Tensile tests were used to compare two formulations-one used by the ACC and one recommended by the resin supplier. The latter was a faster reacting system and gelled in one-third the time of the ACC formulation. Both formulations had an average elongation at failure that was only half of the resin supplier's reported value. Only one specimen of each type came close to the reported elongation value and it was shown that failure invariably initiated at both surface and internal defects. Overall, the tensile properties of the two formulations were nearly identical, but those of the ACC system were more consistent. OAK B204 We have been pursuing a multi-year project, funded by the U.S. Department of Energy, to study neutron scattering interactions in iron. The principal objective of this work is to investigate the well-known deficiency that exists for reactor pressure vessel neutron fluence determinations. Specifically, we are using the spherical-shell transmission method, employing iron shells with different thicknesses, and neutron time-of-flight (TOF) measurements of the scattered neutrons, in an effort to precisely determine specific energy regions over which deficiencies in the non-elastic scattering cross section for neutron scattering in iron appear to exist.

The Chemical Technology Division (CMT) is one of eight engineering research divisions within Argonne National Laboratory (ANL), one of the U.S. government's oldest and largest research laboratories. The University of Chicago oversees the laboratory on behalf of the U.S. Department of Energy (DOE). Argonne's mission is to conduct basic scientific research, to operate national scientific facilities, to enhance the nation's energy resources, and to develop better ways to manage environmental problems. Argonne has the further responsibility of strengthening the nation's technology base through developing industrial technology and transferring that technology to industry. The Chemical Technology Division is a diverse early-stage engineering organization, specializing in the treatment of spent nuclear fuel, development of advanced power sources, and management of both high- and low-level nuclear wastes. Although this work is often indistinguishable from basic research, our efforts are directed toward the practical devices and processes that are covered by ANL's mission. Additionally, the Division operates the Analytical Chemistry Laboratory, which provides a broad range of analytical services to ANL and other organizations. The Division is multi-disciplinary. Revised Thermal Analysis of LANL Ion Exchange Column

This document updates a previous calculation of the temperature distributions in a Los Alamos National Laboratory (LANL) ion exchange column.1 LANL operates two laboratory-scale anion exchange columns, in series, to extract Pu-238 from nitric acid solutions. The Defense Nuclear Facilities Safety Board has requested an updated analysis to calculate maximum temperatures for higher resin loading capacities obtained with a new formulation of the Reillex HPQ anion exchange resin. The increased resin loading capacity will not exceed 118 g plutonium per L of resin bed. Calculations were requested for normal operation of the resin bed at the minimum allowable solution feed rate of 30 mL/min and after an interruption of flow at the end of the feed stage, when one of the columns is fully loaded. The object of the analysis is to demonstrate that the decay heat from the Pu-238 will not cause resin bed temperatures to increase to a level where the resin significantly degrades. At low temperatures, resin bed temperatures increase primarily due to decay heat. At {approx}70 C a Low Temperature Exotherm (LTE) resulting from the reaction between 8-12 M HNO{sub 3} and the resin has been observed. The LTE has been attributed to an irreversible oxidation …

Groundwater monitoring is conducted on the Hanford Site to meet the requirements of the Resource Conservation and Recovery Act of 1976 (RCRA); Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA); U.S. Department of Energy (DOE) orders; and the Washington Administrative Code. Results of monitoring are published annually (e.g., PNNL-11989). To reduce the redundancy of these annual reports, background information that does not change significantly from year to year has been extracted from the annual report and published in this companion volume. This report includes a description of groundwater monitoring requirements, site hydrogeology, and waste sites that have affected groundwater quality or that require groundwater monitoring. Monitoring networks and methods for sampling, analysis, and interpretation are summarized. Vadose zone monitoring methods and statistical methods also are described. Whenever necessary, updates to information contained in this document will be published in future groundwater annual reports.

The following description and any attachments and references are provided to the Washington State Department of Health (WDOH), Division of Radiation Protection, Air Emissions and Defense Waste Section as a notice of construction (NOC) in accordance with Washington Administrative Code (WAC) 246-247, Radiation Protection-Air Emissions. The WAC 246-247-060, ''Applications, registration, and licensing'', states ''This section describes the information requirements for approval to construct, modify, and operate an emission unit. Any NOC requires the submittal of information listed in Appendix A.'' Appendix A (WAC 246-247-1 10) lists the requirements that must be addressed. The original NOC was submitted in May of 1999 as DOm-99-34. Additionally, the following description, attachments and references are provided to the U.S. Environmental Protection Agency (EPA) as an NOC, in accordance with Title 40 Code of Federal Regulations (CFR), Part 61, ''National Emission Standards for Hazardous Air Pollutants.'' The information required for submittal to the EPA is specified in 40 CFR 61.07. The potential emissions from this activity are estimated to provide less than 0.1 milliredyear total effective dose equivalent (TEDE) to the hypothetical offsite maximally exposed individual (MEI), and commencement is needed within a short time frame. This report describes an investigation by the Tribology Section of Argonne National Laboratory (ANL) into the use of near-frictionless carbon (NFC) coatings for spark-ignited, direct-injected (SIDI) engine fuel systems. Direct injection is being pursued in order to improve fuel efficiency and enhance control over, and flexibility of, spark-ignited engines. SIDI technology is being investigated by the Partnership for a New Generation of Vehicles (PNGV) as one route towards meeting both efficiency goals and more stringent emissions standards. Friction and wear of fuel injector and pump parts were identified as issues impeding adoption of SIDI by the OTT workshop on ''Research Needs Related to CIDI and SIDI Fuel Systems'' and the resulting report, Research Needs Related to Fuel Injection Systems in CIDI and SIDI Engines. The following conclusions were reached: (1) Argonne's NFC coatings consistently reduced friction and wear in existing and reformulated gasolines. (2) Compared to three commercial DLC coatings, NFC provided the best friction reduction and protection from wear in gasoline and alternative fuels. (3) NFC was successfully deposited on production fuel injectors. (4) Customized wear tests were performed to simulate the operating environment of fuel injectors. Photonics Integration Devices and Technologies

We have used selective AlGaAs oxidation, dry-etching, and high-gain semiconductor laser simulation to create new in-plane lasers with interconnecting passive waveguides for use in high-density photonic circuits and future integration of photonics with electronics. Selective oxidation and doping of semiconductor heterostructures have made vertical cavity surface emitting lasers (VCSELs) into the world's most efficient low-power lasers. We apply oxidation technology to improve edge-emitting lasers and photonic-crystal waveguides, making them suitable for monolithic integrated microsystems. Two types of lasers are investigated: (1) a ridge laser with resonant coupling to an output waveguide; (2) a selectively-oxidized laser with a low active volume and potentially sub-milliAmp threshold current. Emphasis is on development of high-performance lasers suited for monolithic integration with photonic circuit elements.

Vadose Zone Transport Field Study FY 2003 Test Plan

Conceptual models have been identified as one of the sources of uncertainty in the interpretation and prediction of contaminant migration through the vadose zone at Hanford. Current conceptual models are limited partly because they often do not account for the random heterogeneity that occurs under the extremes of very nonlinear flow behavior typical of the Hanford vadose zone. Over the last two years significant progress has been made in characterizing physical heterogeneity and in the development of techniques for incorporating this heterogeneity into predictive and inverse models for field-scale subsurface flow. One of the remaining pieces of the puzzle is the impact of heterogeneity on the distribution of reactive contaminants. Reactive transport occurs over a wide range of spatial and temporal scales. However, the manner in which the various subsurface physical and chemical processes interact to influence transport is not very well understood. Hydrogeologic characterization and model analysis, however, have traditionally focused on measurement of physical properties and predicting the effects of variability in these properties on flow and transport. As a result, the role of geochemical heterogeneity on solute transport has remained largely unexplored. USING RECENT ADVANCES IN 2D SEISMIC TECHNOLOGY AND SURFACE GEOCHEMISTRY TO ECONOMICALLY REDEVELOP A SHALLOW SHELF CARBONATE RESERVOIR: VERNON FIELD, ISABELLA COUNTY, MI

One of the main objectives of this demonstration project is to test surface geochemical techniques for detecting trace amounts of light hydrocarbons in pore gases as a means of reducing risk in hydrocarbon exploration and production. As part of the project, several field demonstrations were undertaken to assess the validity and usefulness of the microbial surface geochemical technique. The important observations from each of these field demonstrations are briefly reviewed in this annual report. These demonstrations have been successful in identifying the presence or lack of hydrocarbons in the subsurface and can be summarized as follows: (1) The surface geochemistry data showed a fair-to-good microbial anomaly that may indicate the presence of a fault or stratigraphic facies change across the drilling path of the State Springdale & O'Driscoll No.16-16 horizontal demonstration well in Manistee County, Michigan. The well was put on production in December 2003. To date, the well is flowing nearly 100 barrels of liquid hydrocarbons per day plus gas, which is a good well in Michigan. Reserves have not been established yet. Two successful follow-up horizontal wells have also been drilled in the Springdale area. The U. S. Department of Energy’s (DOE) Industrial Technologies Program (ITP), through Oak Ridge National Laboratory, is supporting plant wide energy efficiency assessments that will lead to substantial improvements in industrial efficiency, waste reduction, productivity, and global competitiveness in industries identified in ITP’s Industries of the Future. The stated goal of the assessments is to develop a comprehensive strategy at manufacturing locations that will significantly increase plant productivity, profitability, and energy efficiency, and reduce environmental emissions. ITP awarded a contract to Pilgrim’s Pride Corporation to conduct a plant wide energy efficiency assessment for their Mt Pleasant Facility in Mt Pleasant, Texas. Pilgrim’s Pride Corporation is the largest poultry company in the U.S. and Mexico producing nearly 9 billion pounds of poultry per year. Pilgrim's Pride products are sold to foodservice, retail and frozen entrée customers. Pilgrim's Pride owns and operates 37 chicken processing plants (34 in the U.S. and three in Mexico), 12 prepared foods plants and one turkey processing plant. Thirty-five feed mills and 49 hatcheries support these plants. Pilgrim's Pride is ranked number 382 on 2006's FORTUNE 500 list and net sales were $7.4 billion. In Mt. Approximate Integrals of rf-driven Particle Motion in Magnetic Field

For a particle moving in nonuniform magnetic field under the action of an rf wave, ponderomotive effects result from rf-driven oscillations nonlinearly coupled with Larmor rotation. Using Lagrangian and Hamiltonian formalism, we show how, despite this coupling, two independent integrals of the particle motion are approximately conserved. Those are the magnetic moment of free Larmor rotation and the quasi-energy of the guiding center motion parallel to the magnetic field. Under the assumption of non-resonant interaction of the particle with the rf field, these integrals represent adiabatic invariants of the particle motion.

Summary of Hanford Site Groundwater Monitoring for Fiscal Year 2003

This document is a summary of the larger report, PNNL-14548. It describes the groundwater monitoring results for FY 2003 at the Hanford Site in southeast Washington State. The Hanford Site, a facility in the U.S. Department of Energy (DOE) nuclear weapons complex, encompasses {approx}1,517 square kilometers northwest of the city of Richland along the Columbia River in southeast Washington State. The federal government acquired the site in 1943, and until the 1980s it was dedicated primarily to the production of plutonium for national defense and the management of resulting waste. In 1995, all unrestricted discharge of radioactive liquid waste to the ground was discontinued. Today, DOE's mission on the Hanford Site is to restore the Columbia River corridor and transition the central portion of the site toward its long-term waste management role. DOE has monitored groundwater on the Hanford Site since the 1940s to help determine what chemical and radiological contaminants have made their way into the groundwater. As regulatory requirements for monitoring increased in the 1980s, there began to be some overlap between various programs. DOE established the Groundwater Performance Assessment Project (groundwater project) in 1996 to ensure protection of the public and the environment while improving the efficiency …

The purpose of this report is to present analogue studies and literature reviews designed to provide qualitative and quantitative information to test and provide added confidence in process models abstracted for performance assessment (PA) and model predictions pertinent to PA. This report provides updates to studies presented in the Yucca Mountain Site Description (CRWMS M&O 2000 [151945], Section 13) and new examples gleaned from the literature, along with results of quantitative studies conducted specifically for the Yucca Mountain Site Characterization Project (YMP). The intent of the natural analogue studies was to collect corroborative evidence from analogues to demonstrate additional understanding of processes expected to occur during postclosure at a potential Yucca Mountain repository. The report focuses on key processes by providing observations and analyses of natural and anthropogenic (human-induced) systems to improve understanding and confidence in the operation of these processes under conditions similar to those that could occur in a nuclear waste repository. The process models include those that represent both engineered and natural barrier processes. Impact of drought on U.S. steam electric power plant cooling water intakes and related water resource management issues.

This report was funded by the U.S. Department of Energy's (DOE's) National Energy Technology Laboratory (NETL) Existing Plants Research Program, which has an energy-water research effort that focuses on water use at power plants. This study complements their overall research effort by evaluating water availability at power plants under drought conditions. While there are a number of competing demands on water uses, particularly during drought conditions, this report focuses solely on impacts to the U.S. steam electric power plant fleet. Included are both fossil-fuel and nuclear power plants. One plant examined also uses biomass as a fuel. The purpose of this project is to estimate the impact on generation capacity of a drop in water level at U.S. steam electric power plants due to climatic or other conditions. While, as indicated above, the temperature of the water can impact decisions to halt or curtail power plant operations, this report specifically examines impacts as a result of a drop in water levels below power plant submerged cooling water intakes. Impacts due to the combined effects of excessive temperatures of the returned cooling water and elevated temperatures of receiving waters (due to high ambient temperatures associated with drought) may be examined in …

Hanford Site Groundwater Monitoring for Fiscal Year 2003

This report presents the results of groundwater and vadose zone monitoring and remediation for fiscal year 2003 (October 2002 through September 2003) on the U.S. Department of Energy's Hanford Site, Washington. The most extensive contaminant plumes in groundwater are tritium, iodine-129, and nitrate, which all had multiple sources and are very mobile in groundwater. The largest portions of these plumes are migrating from the central Hanford Site to the southeast, toward the Columbia River. Concentrations of tritium, nitrate, and some other contaminants continued to exceed drinking water standards in groundwater discharging to the river in some locations. However, contaminant concentrations in river water remained low and were far below standards. Carbon tetrachloride and associated organic constituents form a relatively large plume beneath the central part of the Hanford Site. Hexavalent chromium is present in smaller plumes beneath the reactor areas along the river and beneath the central part of the site. Strontium-90 exceeds standards beneath all but one of the reactor areas, and technetium-99 and uranium are present in the 200 Areas.
