Results from irradiation tests on D0 Run 2a silicon detectors at the Radiation Damage Facility at Fermilab

Several different spare modules of the D0 experiment Silicon Microstrip Tracker (SMT) have been irradiated at the Fermilab Booster Radiation Damage Facility (RDF). The total dose received was 2.1 MRads with a proton flux of {approx} 3 {center_dot} 10{sup 11} p/cm{sup 2} sec. The irradiation was carried out in steps of 0.3 or 0.6 MRad, with several days between the steps to allow for annealing and measurements. The leakage currents and depletion voltages of the devices increased with dose, as expected from bulk radiation damage. The double sided, double metal devices showed worse degradation than the less complex detectors.

Diffractive Higgs Production from Intrinsic Heavy Flavors in the Proton

We propose a novel mechanism for exclusive diffractive Higgs production pp {yields} pHp in which the Higgs boson carries a significant fraction of the projectile proton momentum. This mechanism will provide a clear experimental signal for Higgs production due to the small background in this kinematic region. The key assumption underlying our analysis is the presence of intrinsic heavy flavor components of the proton bound state, whose existence at high light-cone momentum fraction x has growing experimental and theoretical support. We also discuss the implications of this picture for exclusive diffractive quarkonium and other channels.

Advanced Power Ultra-Uprates of Existing Plants (APPU) Final Scientific/Technical Report

This project assessed the feasibility of a Power Ultra-Uprate on an existing nuclear plant. The study determined the technical and design limitations of the current components, both inside and outside the containment. Based on the identified plant bottlenecks, the design changes for major pieces of equipment required to meet the Power Ultra-Uprate throughput were determined. Costs for modified pieces of equipment and for change-out and disposal of the replaced equipment were evaluated. These costs were then used to develop capital, fuel and operating and maintenance cost estimates for the Power Ultra-Uprate plant. The cost evaluation indicates that the largest cost components are the replacement of power (during the outage required for the uprate) and the new fuel loading. Based on these results, the study concluded that, for a ?standard? 4-loop plant, the proposed Power Ultra-Uprate is technically feasible. However, the power uprate is likely to be more expensive than the cost (per Kw electric installed) of a new plant when large capacity uprates are considered (>25%). Nevertheless, the concept of the Power Ultra-Uprate may be an attractive option for specific nuclear power plants where a large margin exists in the steam and power conversion system or where medium power increases …

Study of B Meson Decays to ppbarh Final States

B mesons are unique among well-established non-quarkonium mesons in their ability to decay into baryons. Baryonic B decays offer a wide range of interesting areas of study: they can be used to test our theoretical understanding of rare decay processes involving baryons, search for direct CP violation and study low-energy QCD. This thesis presents measurements of branching fractions and a study of the decay dynamics of the charmless three-body decays of B meson into p{bar p}h final states, where h = {pi}{sup +}, K{sup +}, K{sub S}{sup 0}, K*{sup 0} or K*{sup +}. With a sample of 232 million {Upsilon}(4S) {yields} B{bar B} events collected with the BaBar detector, we report the first observation of the B {yields} p{bar p}K*{sup 0} decay, and provide improved measurements of branching fractions of the other modes. The distribution of the three final-state particles is of particular interest since it provides dynamical information on the possible presence of exotic intermediate states such as the hypothetical pentaquark states {Theta}*{sup ++} and {Theta}{sup +}in the m{sub pK{sup +}} and m{sub pK{sub S}{sup 0}} spectra, respectively, or glueball states (such as the tensor glueball f{sub J}(2220)) in the m{sub p{bar p}} spectrum. Principles of X-ray Navigation

X-ray navigation is a new concept in satellite navigation in which orientation, position and time are measured by observing stellar emissions in x-ray wavelengths. X-ray navigation offers the opportunity for a single instrument to be used to measure these parameters autonomously. Furthermore, this concept is not limited to missions in close proximity to the earth. X-ray navigation can be used on a variety of missions from satellites in low earth orbit to spacecraft on interplanetary missions. In 1997 the Unconventional Stellar Aspect Experiment (USA) will be launched as part of the Advanced Research and Global Observation Satellite (ARGOS). USA will provide the first platform for real-time experimentation in the field of x-ray navigation and also serves as an excellent case study for the design and manufacturing of space qualified systems in small, autonomous groups. Current techniques for determining the orientation of a satellite rely on observations of the earth, sun and stars in infrared, visible or ultraviolet wavelengths. It is possible to use x-ray imaging devices to provide arcsecond level measurement of attitude based on star patterns in the x-ray sky. This technique is explored with a simple simulation. Branching Fraction Limits for B0 Decays to eta' eta, eta' pi0 and eta pi0

We describe searches for decays to two-body charmless final states {eta}'{eta}, {eta}'{pi}{sup 0} and {eta}{pi}{sup 0} of B{sup 0} mesons produced in e{sup +}e{sup -} annihilation. The data, collected with the BABAR detector at the Stanford Linear Accelerator Center, represent 232 million produced B{bar B} pairs. The results for branching fractions are, in units of 10{sup -6} (upper limits at 90% C.L.): {Beta}(B{sup 0} {yields} {eta}'{eta}) = 0.2{sub -0.5}{sup +0.7} {+-} 0.4 (< 1.7), {Beta}(B{sup 0} {yields} {eta}{pi}{sup 0}) = 0.6{sub -0.4}{sup +0.5} {+-} 0.1 (< 1.3), and {Beta}(B{sup 0} {yields} {eta}'{pi}{sup 0}) = 0.8{sub -0.6}{sup +0.8} {+-} 0.1 (< 2.1). The first error quoted is statistical and the second systematic.

Southwest Regional Partnership on Carbon Sequestration

The Southwest Partnership on Carbon Sequestration completed its Phase I program in December 2005. The main objective of the Southwest Partnership Phase I project was to evaluate and demonstrate the means for achieving an 18% reduction in carbon intensity by 2012. Many other goals were accomplished on the way to this objective, including (1) analysis of CO{sub 2} storage options in the region, including characterization of storage capacities and transportation options, (2) analysis and summary of CO{sub 2} sources, (3) analysis and summary of CO{sub 2} separation and capture technologies employed in the region, (4) evaluation and ranking of the most appropriate sequestration technologies for capture and storage of CO{sub 2} in the Southwest Region, (5) dissemination of existing regulatory/permitting requirements, and (6) assessing and initiating public knowledge and acceptance of possible sequestration approaches. Results of the Southwest Partnership's Phase I evaluation suggested that the most convenient and practical ''first opportunities'' for sequestration would lie along existing CO{sub 2} pipelines in the region. Action plans for six Phase II validation tests in the region were developed, with a portfolio that includes four geologic pilot tests distributed among Utah, New Mexico, and Texas. An Industrial-Based Consortium to Develop Premium Carbon Products from Coal Annual Progress Report: 2005

Since 1998, The Pennsylvania State University (PSU) has been successfully operating the Consortium for Premium Carbon Products from Coal (CPCPC), which is a vehicle for industry-driven research on the promotion, development, and transfer of innovative technology on premium carbon produces from coal to the U.S. industry. The CPCPC is an initiative being led by PSU, its co-charter member West Virginia University (WVU), and the U.S. Department of Energy's (DOE) National Energy Technology Laboratory (NETL), who also provides the base funding for the program, with PSU responsible for consortium management. CPCPC began in 1998 under DOE Cooperative Agreement No. DE-FC26-98FT40350. This agreement ended November 2004 but the CPCPC activity has continued under the present cooperative agreement, No. DE-FC26-03NT41874, which started October 1, 2003. The objective of the second agreement is to continue the successful operation of the CPCPC. The CPCPC has enjoyed tremendous success with its organizational structure, that includes PSU and WVU as charter members, numerous industrial affiliate members, and strategic university affiliate members together with NETL, forming a vibrant and creative team for innovative research in the area of transforming coal to carbon products. Defense Acquisitions: Assessments of Selected Major Weapon Programs

A letter report issued by the Government Accountability Office with an abstract that begins "In the last 5 years, the Department of Defense (DOD) has doubled its planned investments in new weapon systems from about $700 billion in 2001 to nearly $1.4 trillion in 2006. While the weapons that DOD develops have no rival in superiority, weapon systems acquisition remains a long-standing high risk area. GAO's reviews over the past 30 years have found consistent problems with weapon acquisitions such as cost increases, schedule delays, and performance shortfalls. In addition, DOD faces several budgetary challenges that underscore the need to deliver its new weapon programs within estimated costs and to obtain the most from these investments. This report provides congressional and DOD decision makers with an independent, knowledge-based assessment of selected defense programs that identifies potential risks and needed actions when a program's projected attainment of knowledge diverges from the best practices. Programs for the assessments were selected based on several factors including, (1) high dollar value, (2) stage in acquisition, and (3) congressional interest.
