Sexual Violence in African Conflicts

This report focuses on conflicts in Africa in which sexual violence is reported to be widespread or systematic. It describes the context in which such violence takes place, selected cases where it is currently occurring, and U.S. policy responses. The report concludes with a discussion of potential policy considerations, including the design and effectiveness of U.S. programs; coordination between agencies and between international donors; and the question of whether policy responses to sexual violence can be separated from the broader context in which such violence occurs. The report includes a detailed case study of DRC, which has drawn particular attention from the Obama Administration and the 111th Congress.

Cuba under Fidel Castro remains a hard-line communist state with a poor record on human rights that has deteriorated significantly since 2003. With the cutoff of assistance from the former Soviet Union, Cuba experienced severe economic deterioration from 1989 to 1993. While there has been some improvement since 1994, as Cuba has implemented limited reforms, the economy remains in poor shape. This report discusses the most recent development in Cuba, including political and economic conditions and the U.S. policy towards Cuba. It also considers the issues in U.S.-Cuban Relations.

Enemy Combatant Detainees: Habeas Corpus Challenges in Federal Court

This report provides an overview of the early judicial developments and the establishment of Combatant Status Review Tribunals (CSRTs) procedures; summarizes selected court cases related to the detentions and the use of military commissions; and discusses the Detainee Treatment Act, as amended by the Military Commissions Act of 2006 and the Military Commissions Act of 2009, analyzing its effects on detainee-related litigation in federal court. The report summarizes the Supreme Court's decision in Boumediene invalidating Congress's efforts to revoke the courts' habeas jurisdiction, and discusses some remaining issues and subsequent developments.

Iraq: U.S. Regime Change Efforts and Post-Saddam Governance

Operation Iraqi Freedom accomplished a long-standing objective, the overthrow and capture of Saddam Hussein, but replacing that regime with a stable, moderate, democratic political structure has run into difficulty. Past U.S. efforts to change the regime failed because of limited U.S. commitment, disorganization of the Iraqi opposition, and the efficiency and ruthlessness of Iraq’s several overlapping security services. Previous U.S. Administrations had ruled out major U.S. military action to change Iraq’s regime, believing such action would be risky and not necessarily justified by the level of Iraq’s lack of compliance on WMD disarmament.

Land and Resource Management Issues Relevant to Deploying In-Situ Thermal Technologies

Utah is home to oil shale resources containing roughly 1.3 trillion barrels of oil equivalent and our nation’s richest oil sands resources. If economically feasible and environmentally responsible means of tapping these resources can be developed, these resources could provide a safe and stable domestic energy source for decades to come. In Utah, oil shale and oil sands resources underlay a patchwork of federal, state, private, and tribal lands that are subject to different regulatory schemes and conflicting management objectives. Evaluating the development potential of Utah’s oil shale and oil sands resources requires an understanding of jurisdictional issues and the challenges they present to deployment and efficient utilization of emerging technologies. The jurisdictional patchwork and divergent management requirements inhibit efficient, economic, and environmentally sustainable development. This report examines these barriers to resource development, methods of obtaining access to landlocked resources, and options for consolidating resource ownership. This report also examines recent legislative efforts to wrest control of western public lands from the federal government. If successful, these efforts could dramatically reshape resource control and access, though these efforts appear to fall far short of their stated goals.
