This is the final report for the EOTCD project, which is formally titled 'Classification of the End-of-Term Archive: Extending Collection Development Practices to Web Archives.' The project commenced December 1, 2009 and ended November 30, 2012. The overview includes background information about the End of Term (EOT) 2008 Archive and a brief description of the activities conducted in the project's four work areas. Following the Overview there are three sections: Goals Accomplished; Significant Findings and Accomplishments; and Project Achievements.

As a federal agency, the U.S. Department of Energy has been directed by Congress, the U.S. president, and the American public to provide leadership in the preservation of prehistoric, historic, and other cultural resources on the lands it administers. This mandate to preserve cultural resources in a spirit of stewardship for the future is outlined in various federal preservation laws, regulations, and guidelines such as the National Historic Preservation Act, the Archaeological Resources Protection Act, and the National Environmental Policy Act. The purpose of this Cultural Resource Management Plan is to describe how the Department of Energy, Idaho Operations Office will meet these responsibilities at Idaho National Laboratory in southeastern Idaho. The Idaho National Laboratory is home to a wide variety of important cultural resources representing at least 13,500 years of human occupation in the southeastern Idaho area. These resources are nonrenewable, bear valuable physical and intangible legacies, and yield important information about the past, present, and perhaps the future. There are special challenges associated with balancing the preservation of these sites with the management and ongoing operation of an active scientific laboratory. Well ER-20-11 was drilled for the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office in support of the Nevada Environmental Management Operations Underground Test Area (UGTA) Activity at the Nevada National Security Site (formerly Nevada Test Site), Nye County, Nevada. The well was drilled in September 2012 as part of the Central and Western Pahute Mesa Corrective Action Unit Phase II drilling program. Well ER-20-11 was constructed to further investigate the nature and extent of radionuclidecontaminated groundwater encountered in two nearby UGTA wells, to help define hydraulic and transport parameters for the contaminated Benham aquifer, and to provide data for the UGTA hydrostratigraphic framework model. The 44.5-centimeter (cm) surface hole was drilled to a depth of 520.0 meters (m) and cased with 34.0-cm casing to 511.5 m. The hole diameter was then decreased to 31.1 cm, and the borehole was drilled to a total depth of 915.6 m. The hole was completed to allow access for hydrologic testing and sampling in the target aquifer, which is a lava-flow aquifer known as the Benham aquifer. The electric power system in North America is linked between the United States and Canada. Canada has historically been a net exporter of electricity to the United States. The extent to which this remains true will depend on the future evolution of power markets, technology deployment, and policies. To evaluate these and related questions, we modify the Regional Energy Deployment System (ReEDS) model to include an explicit representation of the grid-connected power system in Canada to the continental United States. ReEDS is unique among long-term capacity expansion models for its high spatial resolution and statistical treatment of the impact of variable renewable generation on capacity planning and dispatch. These unique traits are extended to new Canadian regions. We present example scenario results using the fully integrated Canada-U.S. version of ReEDS to demonstrate model capabilities. The newly developed, integrated Canada-U.S. ReEDS model can be used to analyze the dynamics of electricity transfers and other grid services between the two countries under different scenarios.

This report will examine the relevant legal authorities that may be asserted to address disproportionate impacts that result from how an agency implements environmental regulations, including the Equal Protection Clause of the U.S. Constitution, Title VI of the Civil Rights Act of 1964, and various environmental and conservation statutes. It will discuss administrative efforts to address "environmental justice," a term used by some advocates to refer to the distribution of environmental quality across various demographic groups, including the Environmental Protection Agency's (EPA's) Plan EJ 2014. It will also analyze the use of these authorities to prevent such impacts and the likelihood of success for future challenges under each legal theory.

Waste-to-energy (WTE) technology burns municipal solid waste (MSW) in an environmentally safe combustion system to generate electricity, provide district heat, and reduce the need for landfill disposal. While this technology has gained acceptance in Europe, it has yet to be commonly recognized as an option in the United States. Section 1 of this report provides an overview of WTE as a renewable energy technology and describes a high-level model developed to assess the feasibility of WTE at a site. Section 2 reviews results from previous life cycle assessment (LCA) studies of WTE, and then uses an LCA inventory tool to perform a screening-level analysis of cost, net energy production, greenhouse gas (GHG) emissions, and conventional air pollution impacts of WTE for residual MSW in Boulder, Colorado. Section 3 of this report describes the federal regulations that govern the permitting, monitoring, and operating practices of MSW combustors and provides emissions limits for WTE projects.

Federal agencies have reported increasing numbers of cybersecurity incidents that have placed sensitive information at risk, with potentially serious impacts on federal and military operations; critical infrastructure; and the confidentiality, integrity, and availability of sensitive government, private sector, and personal information. The increasing risks are demonstrated by the dramatic increase in reports of security incidents, the ease of obtaining and using hacking tools, and steady advances in the sophistication and effectiveness of attack technology. The number of incidents reported by federal agencies to the U.S. Computer Emergency Readiness Team has increased 782 percent from 2006 to 2012."

A scientific visit on Crystalline Rock Repository Development was held in the Czech Republic on September 24-27, 2012. The visit was hosted by the Czech Radioactive Waste Repository Authority (RAWRA), co-hosted by Sandia National Laboratories (SNL), and supported by the International Atomic Energy Agency (IAEA). The purpose of the visit was to promote technical information exchange between participants from countries engaged in the investigation and exploration of crystalline rock for the eventual construction of nuclear waste repositories. The visit was designed especially for participants of countries that have recently commenced (or recommenced) national repository programmes in crystalline host rock formations. Discussion topics included repository programme development, site screening and selection, site characterization, disposal concepts in crystalline host rock, regulatory frameworks, and safety assessment methodology. Interest was surveyed in establishing a %E2%80%9Cclub,%E2%80%9D the mission of which would be to identify and address the various technical challenges that confront the disposal of radioactive waste in crystalline rock environments. The idea of a second scientific visit to be held one year later in another host country received popular support.
