SSA Representative Payee Program: Addressing Long-Term Challenges Requires a More Strategic Approach

A letter report issued by the Government Accountability Office with an abstract that begins "The Social Security Administration (SSA) struggles to effectively administer its Representative Payee Program, despite steps taken to address its challenges in identifying, selecting, and monitoring representative payees. For example, due to increasing workloads and staff attrition, SSA field office managers in some offices said they sometimes have to perform payee program duties that lower level staff typically handle. SSA has also experienced an increasing number of beneficiaries who may not have a suitable payee available. In an effort to address this challenge, SSA hosted a webinar to recruit additional payees. However, SSA officials said this effort did not result in the addition of any new payees. SSA also faces challenges ensuring that payees who are selected are suitable for the task. To help address this challenge, SSA implemented a pilot program in its Philadelphia region to screen and bar payee applicants who have been convicted of certain crimes. The pilot relies on self-reported information from payee applicants, but SSA plans to screen applicants by accessing a commercial database that contains state-level criminal information. University of Arizona High Energy Physics Program: Final Report

The High Energy Physics Group at the University of Arizona has conducted forefront research in elementary particle physics. Our theorists have developed new ideas in lattice QCD, SUSY phenomenology, string theory phenomenology, extra spatial dimensions, dark matter, and neutrino astrophysics. The experimentalists produced significant physics results on the ATLAS experiment at CERN's Large Hadron Collider and on the D0 experiment at the Fermilab Tevatron. In addition, the experimentalists were leaders in detector development and construction, and on service roles in these experiments.

Final Report for "Experimental Petrology and Chemistry of Volatile-Bearing Silicate Melts"

The goal of Part 1 was the definitive determination of the dependence of the diffusion coefficient for water (DH2O, defined as the diffusion coefficient of total water) in various compositions of silicate melts with respect to water content (CH2O). We measured profiles of CH2O in hydration and diffusion couple experiments by Fourier transform infrared spectroscopy and secondary ion mass spectrometry. DH2O values were determined from the profiles using both direct calculations (Boltzmann-Matano methods) and models assuming specific relationships between DH2O and CH2O (including constant, proportional, and exponential relationships, and a simple speciation model assuming that water molecules are mobile (with constant diffusivity) and hydroxyl groups are immobile). As expected, the constant DH2O model was never the best fit to our diffusion profile data. In order to distinguish among the models with varying diffusion coefficients, all of which require increasing DH2O with increasing CH2O, we ran a series of experiments with small ranges of CH2O, so that we could assume that DH2O was constant. If either the proportional or speciation model holds, then DH2O = 0 at CH2O = 0, whereas the exponential model predicts a finite value for DH2O at CH2O = 0.
