Method of Estimating the Stick-Fixed Longitudinal Stability of Wing-Fuselage Configurations Having Unswept or Swept Wings (open access)

Method of Estimating the Stick-Fixed Longitudinal Stability of Wing-Fuselage Configurations Having Unswept or Swept Wings

Memorandum presenting a method for calculating the stick-fixed longitudinal stability of a wing-fuselage configuration at subcritical Mach numbers. The method applies to unswept- and swept-wing configurations. The stability parameters estimated by the method show reasonable agreement with the experimental values for the 23 configurations used in the comparison.

Flight and Preflight Evaluation of an Automatic Thrust-Coefficient Control System in a Twin-Engine Ram-Jet Missile

Report presenting a flight and preflight evaluation of an automatic thrust-coefficient control system in a twin-engine ram-jet missile. A flicker-type single-loop servocontrol system is shown to be a usable way of controlling ram-jet thrust coefficients.

Child Welfare: Social Security and Supplemental Security Income (SSI) Benefits for Children in Foster Care (open access)

Child Welfare: Social Security and Supplemental Security Income (SSI) Benefits for Children in Foster Care

This report begins with a discussion of the foster care system and the Social Security benefits available to eligible children, including those in foster care. It then describes the role of representative payees and their responsibilities. The report provides data on the use of Social Security benefits to reimburse states for child welfare, and includes a discussion of the Keffeler decision. Finally, the report concludes with proposals supported by some advocates to change the current practice of using SSI and other Social Security benefits to fund foster care (including legislation introduced in the 110th Congress), as well as with a discussion of state initiatives to screen all foster children for Social Security and to pass along some benefits to eligible children.

The Keystone Center Final Technical Report (open access)

The Keystone Center Final Technical Report

The Keystone Center began its work with the Environmental Management Science Program (EMSP) in May, 1996, when The Center agreed to design, organize, and facilitate stakeholder meetings at two DOE sites: Savannah River and Hanford. These meetings were held June 24--25, 1996 for the purpose of discussing the role of EMSP in constructing a site-specific basic research agenda that maps site cleanup needs to basic science areas. Summaries of the discussions from these meetings as well as lists of the stakeholders who were invited are included as Attachment 1. In August/September 1996, the Keystone Center was asked to convene two additional site meetings using funds that remained in their contract. These meetings were held in October 1996 at Oak Ridge and Idaho National Engineering Laboratory. Summaries from these meetings and participant lists are included as Attachment 2.

Hanford Atomic Products Operation monthly report, December 1953 (open access)

Hanford Atomic Products Operation monthly report, December 1953

This document presents a summary of work and progress at the Hanford Engineer Works for December 1953. The report is divided into sections by department. A plant wide general summary is included at the beginning of the report, after which the departmental summaries begin. The Manufacturing Department reports plant statistics, and summaries for the Metal Preparation, Reactor and Separation sections. The Engineering Department`s section summaries work for the Technical, Design, and Project Sections. Costs for the various departments are presented in the Financial Department`s summary. The Medical, Radiological Sciences, Utilities and General Services, Employee and Public Relations, and Community Real Estate and Services departments have sections presenting their monthly statistics, work, progress, and summaries.

Esmeralda Energy Company Final Scientific Technical Report, January 2008, Emigrant Slimhole Drilling Project, DOE GRED III (DE-FC36-04GO14339) (open access)

Esmeralda Energy Company Final Scientific Technical Report, January 2008, Emigrant Slimhole Drilling Project, DOE GRED III (DE-FC36-04GO14339)

The Emigrant Slimhole Drilling Project (“ESDP”) was a highly successful, phased resource evaluation program designed to evaluate the commercial geothermal potential of the eastern margin of the northern Fish Lake Valley pull-apart basin in west-central Nevada. The program involved three phases: (1) Resource evaluation; (2) Drilling and resource characterization; and (3) Resource testing and assessment. Efforts included detailed geologic mapping; 3-D modeling; compilation of a GIS database; and production of a conceptual geologic model followed by the successful drilling of the 2,938 foot deep 17-31 slimhole (core hole), which encountered commercial geothermal temperatures (327⁰ F) and exhibits an increasing, conductive, temperature gradient to total depth; completion of a short injection test; and compilation of a detailed geologic core log and revised geologic cross-sections. Results of the project greatly increased the understanding of the geologic model controlling the Emigrant geothermal resource. Information gained from the 17-31 core hole revealed the existence of commercial temperatures beneath the area in the Silver Peak Core Complex which is composed of formations that exhibit excellent reservoir characteristics. Knowledge gained from the ESDP may lead to the development of a new commercial geothermal field in Nevada. Completion of the 17-31 core hole also demonstrated the cost-effectiveness …
