This report is a guide to one of the regular appropriations bills that Congress considers each year. In a response to potential risks to public health and safety, the U.S. Department of Energy (DOE) is evaluating the recovery of sealed neutron sources under the Radioactive Source Recovery Program (RSRP). This proposed program would enhance the DOE`s and the U.S. Nuclear Regulatory Commission`s (NRC`s) joint capabilities in the safe management of commercially held radioactive source materials. Currently there are no federal or commercial options for the recovery, storage, or disposal of sealed neutron sources. This Environmental Assessment (EA) analyzes the potential environmental impacts that would be expected to occur if the DOE were to implement a program for the receipt and recovery at the Los Alamos National Laboratory (LANL), Los Alamos, New Mexico, of unwanted and excess plutonium-beryllium ({sup 238}Pu-Be) and americium-beryllium ({sup 241}Am-Be) sealed neutron sources. About 1 kg (2.2 lb) plutonium and 3 kg (6.6 lb) americium would be recovered over a 15-year project. Personnel at LANL would receive neutron sources from companies, universities, source brokers, and government agencies across the country. A letter report issued by the General Accounting Office with an abstract that begins "In July 2001 and March 2002, GAO testified on significant breakdowns in internal controls over purchase card transactions at two Navy sites that resulted in fraud, waste, and abuse. As a result, the Congress asked GAO to audit purchase card controls at DOD. This report focuses on Air Force purchase card controls and addresses whether the overall management control environment and key internal controls were effective in preventing potentially fraudulent, improper, and abusive purchase card transactions."

This report discusses the net neutrality debate and the recent ruling by the FCC to repeal a rule which classified internet providers as telecommunication providers and thus required them to provide equal service to all. It also discusses Congressional activity in the 115th Congress regarding the issue.

This report describes the "Don't Ask, Don't Tell" military policy, which holds that the presence in the armed forces of persons who demonstrate a propensity or intent to engage in same-sex acts would create an unacceptable risk to the high standards of morale, good order and discipline, and unit cohesion which are the essence of military capability. Under this policy, but not the law, service members are not to be asked about nor allowed to discuss their "same-sex orientation." This report also describes recent efforts by certain Members of Congress to amending this policy.

This report discusses the constitutional issues raised by state and local laws intended to deter the presence of unauthorized aliens by limiting their access to housing, employment, and public benefits, as well as the implications that federal civil rights statutes might have for the implementation and enforcement of these laws. It also discusses recent federal court cases addressing the constitutionality of such measures.

A letter report issued by the Government Accountability Office with an abstract that begins "Agencies did not publish a notice of proposed rulemaking (NPRM), enabling the public to comment on a proposed rule, for about 35 percent of major rules and about 44 percent of nonmajor rules published during 2003 through 2010. A major rule has significant economic impact and may, for example, have an annual effect on the economy of $100 million or more. Agencies published a total of 568 major rules from 2003 through 2010. Agencies also published about 30,000 nonmajor rules during this period, which have less economic significance and can involve routine administrative issues."

The primary purpose of this Analysis/Model Report (AMR) is to identify and document the screening analyses for the features, events, and processes (FEPs) that do not easily fit into the existing Process Model Report (PMR) structure. These FEPs include the 3 1 FEPs designated as System-Level Primary FEPs and the 22 FEPs designated as Criticality Primary FEPs. A list of these FEPs is provided in Section 1.1. This AMR (AN-WIS-MD-000019) documents the Screening Decision and Regulatory Basis, Screening Argument, and Total System Performance Assessment (TSPA) Disposition for each of the subject Primary FEPs. This AMR provides screening information and decisions for the TSPA-SR report and provides the same information for incorporation into a project-specific FEPs database. This AMR may also assist reviewers during the licensing-review process.

Eighty-nine (89) percent of the electricity supplied in the 35-county Pittsburgh region (comprising parts of the states of Pennsylvania, Ohio, West Virginia, and Maryland) is generated by coal-fired power plants making this an ideal region in which to study the effects of the fine airborne particulates designated as PM{sub 2.5} emitted by the combustion of coal. This report demonstrates that during the period from 1999-2006 (1) sufficient and extensive exposure data, in particular samples of speciated PM{sub 2.5} components from 1999 to 2003, and including gaseous co-pollutants and weather have been collected, (2) sufficient and extensive mortality, morbidity, and related health outcomes data are readily available, and (3) the relationship between health effects and fine particulates can most likely be satisfactorily characterized using a combination of sophisticated statistical methodologies including latent variable modeling (LVM) and generalized linear autoregressive moving average (GLARMA) time series analysis. This report provides detailed information on the available exposure data and the available health outcomes data for the construction of a comprehensive database suitable for analysis, illustrates the application of various statistical methods to characterize the relationship between health effects and exposure, and provides a road map for conducting the proposed study.
