Software Quality-Control Guidelines for Codes Developed for the NWTC

Members in the wind-energy research, development, deployment, and production communities use computer codes for many things. They base important decisions on the results from the codes. It is important that the developers of these codes scrutinize them to assure an appropriate level for quality. The National Wind Technology Center (NWTC) and its subcontractors have developed many computer codes now in use in the United States and around the world. This document will present some guidelines for ensuring the quality of programs that are developed for the NWTC.

Development of a common software interface

The variety of applications, databases, and information technologies makes it difficult to locate and retrieve information or applications that are otherwise openly available. The promise of the World Wide Web was that it was a paradigm for organizing and distributing information. Under this project, we looked at how we could more tightly couple the Web with the UNIX operating system for exchanging information, connecting programs and data, and facilitating collaboration between people in a more natural way. Ease of secure access and the ability to have electronic dialogues on specific questions will become increasingly important as the pressure Increases for scientists and analysts to rapidly access diverse information to make informed judgments and initiate new lines of Investigation.

2010 Census: Census Bureau Should Take Action to Improve the Credibility and Accuracy of Its Cost Estimate for the Decennial Census

A letter report issued by the Government Accountability Office with an abstract that begins "The 2010 Census will be the most expensive census in our nation's history, even after adjusting for inflation. The Census Bureau (Bureau) estimates that the life cycle cost of the 2010 Census will be from $13.7 billion to $14.5 billion. GAO was asked to (1) assess the extent to which the Bureau's 2010 Census life cycle cost estimate adheres to characteristics defined for high-quality cost estimation, (2) report on the relationship between the estimate and the Bureau's budget, and (3) assess whether the Bureau's existing policies and resources are sufficient to conduct cost estimation. To assess the reliability of the Bureau's cost estimate, GAO analyzed the Bureau's methods and approaches to determine if the estimate is well-documented, comprehensive, accurate, and credible."

Recommended new criteria for the selection of nuclear waste repository sites in Columbia River basalt and US Gulf Coast domed salt

Screening criteria and specifications are recommended to aid in the evaluation of sites proposed for nuclear waste disposal in basalt and domed salt. The recommended new criteria proposed in this report are intended to supplement existing repository-related criteria for nuclear waste disposal. The existing criteria are contained in 10 CFR 60 sections which define siting criteria of the Nuclear Regulatory Commission (NRC), and ONWI 33(2) which defines siting criteria of the Office of Nuclear Waste Isolation (ONWI) for the Department of Energy. The specifications are conditions or parameter values that the authors recommend be applied in site acceptance evaluations. The siting concerns covered in this report include repository depth, host rock extent, seismic setting, structural and tectonic conditions, groundwater and rock geochemistry, volcanism, surface and subsurface hydrology, and socioeconomic issues, such as natural resources, land use, and population distribution.

National Park Service: Donations and Related Partnerships Benefit Parks, but Management Refinements Could Better Target Risks and Enhance Accountability

A letter report issued by the Government Accountability Office with an abstract that begins "The National Park Service (Park Service) in the Department of the Interior (Interior) annually receives hundreds of millions of dollars in donated funds, goods, and services to support its 391 parks and other sites. But concerns have been raised about potential accompanying risks, such as undue donor influence, new long-term maintenance costs, or commercialization of parks. To address these concerns, the Park Service has developed and refined policies for managing donations, but questions remain about the agency's ability to do so effectively. GAO was asked to examine (1) how donations and related partnerships have supported the Park Service, (2) the policies and processes the agency uses to manage donations and how well they are working, and (3) what the agency could do to enhance its management of donations and related partnerships. GAO reviewed applicable legal and policy documents, interviewed Interior and Park Service officials and partner organizations, and visited selected national parks."
