The overall purpose of this project is to evaluate the biological and economic feasibility of restoring high-quality forests on mined land, and to measure carbon sequestration and wood production benefits that would be achieved from forest restoration procedures. In this segment of work, our goal was to review methods for estimating tree survival, growth, yield and value of forests growing on surface mined land in the eastern coalfields of the USA, and to determine the extent to which carbon sequestration is influenced by these factors. Public Law 95-87, the Surface Mining Control and Reclamation Act of 1977 (SMCRA), mandates that mined land be reclaimed in a fashion that renders the land at least as productive after mining as it was before mining. In the central Appalachian region, where prime farmland and economic development opportunities for mined land are scarce, the most practical land use choices are hayland/pasture, wildlife habitat, or forest land. Since 1977, the majority of mined land has been reclaimed as hayland/pasture or wildlife habitat, which is less expensive to reclaim than forest land, since there are no tree planting costs. A letter report issued by the Government Accountability Office with an abstract that begins "Many federal assistance programs are funded by formula grants that have historically relied at least in part on population data from the decennial census and related data to allocate funds. In June 2009, the Census Bureau reported that in fiscal year 2007 the federal government obligated over $446 billion through funding formulas that rely at least in part on census and related data. Funding for federal assistance programs continues to increase. Government Accountability Office (GAO) was asked to determine (1) how much the federal government obligates to the largest federal assistance programs based on the decennial census and related data, and how the Recovery Act changed that amount; and (2) what factors could affect the role of population in grant funding formulas. To answer these objectives, GAO identified the 10 largest federal assistance programs in each of the fiscal years 2008 and 2009 based on data from the President's fiscal year 2010 budget. GAO reviewed statutes, agency reports, and other sources to obtain illustrative examples of how different factors could affect the role of population data in grant funding."

The terrorist attacks of September 11, 2001, heightened awareness about the vulnerability to the terrorist attack of all modes of transportation. Port security has emerged as a significant part of the overall debate on U.S. homeland security. The overarching issues for Congress are providing oversight on current port security programs and making or responding to proposals to improve port security.

Exposure to mercury (Hg) commonly results from eating fish containing bioaccumulated methylmercury (MeHg). However, conflicting observations and conclusions have arisen from the ongoing human studies of MeHg exposure from fish consumption. Resolving these uncertainties has important implications for human health since significant nutritional benefits will be lost if fish consumption is needlessly avoided. Selenium (Se), an important nutrient that is abundant in ocean fish, has a potent protective effect against Hg toxicity. This protective effect was thought to be due to the high binding affinities between Hg and Se resulting in Se sequestration of Hg to prevent its harmful effects. However, it is imperative to consider the opposing effect of Hg on Se physiology. Crucial proteins that require Se normally protect the brain and hormone-producing glands from oxidative damage. MeHg is able to cross all biological barriers and enter cells in these tissues, where its high Se affinity results in Se sequestration. Sequestration in association with Hg prevents Se from participating in proteins that perform essential antioxidant activities. Supplemental dietary Se is able to replace Se sequestered by Hg and maintain normal antioxidant protection of brain and glands. The goal of this research project was to assess the potency of …

The National Alliance for Clean Energy Incubators was established by the National Renewable Energy Laboratory (NREL) to develop an emerging network of business incubators for entrepreneurs specializing in clean energy enterprises. The Alliance provides a broad range of business services to entrepreneurs in specific geographic locales across the U.S. and in diverse clean energy technology areas such as fuel cells, alternative fuels, power generation, and renewables, to name a few. Technology Ventures Corporation (TVC) participates in the Alliance from its corporate offices in Albuquerque, NM, and from its sites in Northern and Southern New Mexico, California, and Nevada. TVC reports on the results of its attempts to accelerate the growth and success of clean energy and energy efficiency companies through its array of business support services. During the period from September 2002 through September 2004, TVC describes contributions to the Alliance including the development of 28 clients and facilitating capital raises exceeding $35M.

A letter report issued by the General Accounting Office with an abstract that begins "Since Title IX of the Education Amendments was enacted in 1972, women's participation in higher education academic programs has increased significantly. Women's participation in predominantly male fields such as business, law, and medicine has also increased greatly, although changes in other predominantly male fields, such as engineering and physical science, have been smaller. In some predominantly female fields, including elementary education and nursing, there have been increases in the proportion of men receiving degrees. In the 1995-96 school year, first-year college men and women were about as likely to receive financial aid and received about the same average amounts of grant and loan aid. Men continue to outnumber women on faculties in predominantly male fields at colleges and universities. Women's participation in intercollegiate sports at four-year colleges and universities has increased while men's participation has dropped slightly, although they still participate at a higher rate than do women. On average, in the 1998-99 school year, the National Collegiate Athletic Association member schools spent more per male intercollegiate sports participant than female participant in recruiting, coaches' salaries, and operations. A letter report issued by the Government Accountability Office with an abstract that begins "In 2003, the United States signed Compacts of Free Association with the Federated States of Micronesia (FSM) and the Republic of the Marshall Islands (RMI), amending a 1986 compact with the countries. The amended compacts provide the countries with a combined total of $3.6 billion from 2004 to 2023, with the annual grants declining gradually. The assistance, targeting six sectors, is aimed at assisting the countries' efforts to promote economic advancement and budgetary self-reliance. The Department of the Interior (Interior) administers and oversees the assistance. Complying with a legislative requirement, GAO examined, for fiscal years 2004 through 2006, (1) the FSM's and the RMI's use of compact funds, (2) their efforts to assess progress toward development goals, (3) their monitoring of sector grants and accountability for compact funds, and (4) Interior's administrative oversight of the assistance. A letter report issued by the Government Accountability Office with an abstract that begins "In March 2006, the Smithsonian Institution (Smithsonian) announced that it had entered into a 30-year contract with Showtime Networks Inc., (Showtime) to create a digital on-demand television channel. Members of Congress and other interested parties, particularly filmmakers, raised issues about the contract's potential effects on public access to and use of the Smithsonian's collections, its confidential nature, and the process by which the Smithsonian negotiated it. This report discusses (1) the extent to which the Smithsonian followed its internal contracting guidelines, (2) what the Smithsonian gave up and received in return under the contract, (3) the Smithsonian's implementation of the contract, and (4) the contract's potential impact on outside parties. This report is designed to assist Members of Congress as they consider the costs and benefits of the U.S.-South Korean Free Trade Agreement (KORUS FTA.) It examines the provisions of the KORUS FTA in the context of the overall U.S.-South Korean economic relationship, U.S. objectives, and South Korean objectives.

Two new Resource Conservation and Recovery Act (RCRA) groundwater monitoring wells were installed at single-shell tank Waste Management Area (WMA) A-AX in fiscal year 2003 to fulfill commitments for well installations proposed in the draft Hanford Federal Facility Agreement and Consent Order M-24-00. Well 299-E24-22 has been installed upgradient and well 299-E25-93 downgradient of the WMA. Specific objectives for these wells include monitoring the impact, if any, that potential releases from inside the WMA may have on current groundwater conditions (i.e., improved network coverage); differentiating upgradient groundwater contamination from contaminants released at the WMA; and improving the determination of groundwater flow direction (i.e., improved water table determinations). This report supplies the information obtained during drilling, characterization, and installation of the two new groundwater monitoring wells, 299-E25-93 and 299-E24-22. This document also provides a compilation of hydrogeologic and well construction information obtained during drilling, well construction, well development, pump installation, aquifer testing, and sample collection/analysis activities.

The purpose of this report is to describe activities performed by the Intermediate Energy Nuclear Physics Group (IENPG) at the Louisiana State University (LSU). During the preceding year the authors have been actively involved with three collaborations--the PHENIX Collaboration, the DLS Collaboration, and the E866 Collaboration at Fermilab--that are the foci of their activities. In addition they are members of a fourth collaboration, the AMY Collaboration at KEK, and in concert with other members of that collaboration they are working diligently to terminate all its ongoing activities. The first three collaborations are discussed here.
