This is a select chronology of, and a finding guide for information on, congressional and presidential actions and documents related to major budget events in calendar year 2001, covering the FY2002 budget. Brief information is provided for the President’s budget, congressional budget resolutions, appropriations measures (regular, continuing, supplementals, and rescissions), budget reconciliation, House and Senate votes, line-item vetoes, publications, testimony, charts, and tables.

The Superfund program for cleaning up the nation’s worst hazardous waste sites was created by the Comprehensive Environmental Response, Compensation, and Liability Act of 1980, or CERCLA (P.L. 96-510, as amended). This report discusses recent development and background issues, superfund issues, revenue issues, comprehensive reauthorization, and legislation regarding superfund program.

A letter report issued by the General Accounting Office with an abstract that begins "Damage, theft, vandalism, and pranks occurred in the White House complex during the 2001 presidential transition. Several Executive Office of the President (EOP) staff claim that they observed (1) messy offices containing excessive trash or personal items, (2) numerous prank signs containing derogatory and offensive statements about the president, (3) government property that was damaged, and (4) missing items. Further, EOP staff believed that what they observed during the transition was done intentionally. Some former Clinton administration staff acknowledged that they observed some damaged items and prank signs. However, the former Clinton administration staff said that (1) the amount of trash found during the transition was what could be expected; (2) they did not take the missing items; (3) some furniture was unintentionally broken before the transition, and little money was spent on repairs and upkeep during the administration; and (4) many of the reported observations were not of vandalism. This report makes several recommendations regarding the prevention and documentation of vandalism during future presidential transitions."

This report introduces the main steps through which a bill (or other item of business) may travel in the legislative process--from introduction to committee and floor consideration to possible presidential consideration. However, the process by which a bill can become law is rarely predictable and can vary significantly from bill to bill. In fact, for many bills, the process will not follow the sequence of congressional stages that are often understood to make up the legislative process.This report presents a look at each of the common stages through which a bill may move, but complications and variations abound in practice.

This report discusses what RCTs are and identifies a number of issues regarding RCTs that might arise when Congress considers making program evaluation policy. For example, in the 109th Congress, Section 3 of S. 1934 (as introduced) would establish a priority for RCTs when evaluating offender reentry demonstration projects; Section 114 of S. 667 (Senate Finance Committee-reported bill) would require RCTs for demonstration projects for low-income families; and Section 5 of S. 1129 (as introduced) would call for RCTs for projects and policies of multilateral development banks. Issues regarding RCTs could also arise when actors in the policy process present specific program evaluations to Congress (e.g., in the President’s budget proposals) to influence Congress’s views and decision making. For many reasons, evaluations often merit scrutiny and care in interpretation.

After four Congresses in which Superfund reauthorization was not achieved, the 107th Congress is focusing on the brownfields program to clean up less seriously contaminated sites. S. 350 passed the Senate on April 25, 2001. The bill provides $200 million per year for the program and relieves liability for contiguous property owners, prospective purchasers, and innocent landowners. An additional $50 million is provided for petroleum-contaminated sites.

Dating back to the 1950s, federal sourcing policy generally has focused on the premise that the government should rely on the private sector for the provision of certain goods and services. Additionally, it has centered around guidance for conducting public-private competitions to determine whether federal employees, or contractor employees, should be selected to perform certain agency functions.This report provides an overview of the evolution of federal sourcing policy to date and identifies the major policy issues before Congress. It is not a legislation tracking report.

This report discusses the Obama Administration's stated goal of pursuing U.S. ratification of the CTBT, although the Administration has mainly focused on securing Senate consent to ratification of the New Strategic Arms Reduction Treaty (New START). This report also discusses other nuclear weapons-related issues as well as the long history of nuclear testing.

A letter report issued by the Government Accountability Office with an abstract that begins "Each year the federal government spends billions of dollars on information technology (IT) investments. Given the importance of program oversight, the Office of Management and Budget (OMB) established a public website, referred to as the IT Dashboard, that provides detailed information on about 800 federal IT investments, including assessments of actual performance against cost and schedule targets (referred to as ratings). According to OMB, these data are intended to provide both a near-real-time and historical perspective of performance. In the third of a series of Dashboard reviews, GAO was asked to examine the accuracy of the Dashboard's cost and schedule performance ratings. To do so, GAO compared the performance of eight major investments undergoing development from four agencies with large IT budgets (the Departments of Commerce, the Interior, and State, as well as the General Services Administration) against the corresponding ratings on the Dashboard, and interviewed OMB and agency officials."

This report provides an overview of the USDA's authority to regulate meat, poultry, and their products. Specifically, the report discusses the requirements of USDA inspections and import regulations, as well as the USDA's role in product recalls. This report also addresses some of the issues that arise when considering possible changes to recall authority and reviews proposed legislation regarding the role of the USDA in the recall process. General frameworks for distributed computing are slowly evolving out of Grid, Peer Architecture, and Web Services. The following results from a summer long survey into distributing computing practices have revealed three things. One, that Legion and Cactus-G have achieved the most in terms of providing an all-purpose application environment. Two, that extending a local programming environment to operate in a highly distributed fashion can be facilitated with toolkits like Globus. Three, that building a new system from the ground up could be realized, in part, by using some of the following components; an Object Oriented Database, Tapestry, JXTA, BOINC, Globus, component architecture technology, XML and related libraries, Condor-G, Proteus, and ParMETIS.

This report discusses the major changes in Burma's political situation since 2008 that have raised issues for Congress concerning the appropriateness of U.S. restrictions on relations with Burma (Myanmar). These issues include whether Congress should reexamine U.S. policy toward Burma in general, what criteria are appropriate for analyzing the current situation in Burma, and whether it should make adjustments to current U.S. restrictions on relations with Burma.

A letter report issued by the Government Accountability Office with an abstract that begins "According to U.S. Census Bureau (Bureau) officials, to inform timely design decisions, research on new methods to improve the cost effectiveness of the 2020 Census must be accomplished early enough in the decade to confirm their likely impact on both cost and quality. Three key efforts--(1) the use of the Internet as a response option, (2) a potential move towards targeted address canvassing, and (3) the possible use of administrative records to replace data collected during census field operations--present the Bureau with potential opportunities to reduce costs while maintaining quality. The Bureau's 2020 Research and Testing Program has 14 fiscal year 2012 projects focused on informing design decisions related to the three key efforts. Bureau officials are also aware that the changes they are testing come with many risks, and for each project the Bureau has identified a number of risks and prioritized them from high to low. However, the Bureau has not developed mitigation or contingency plans for these project risks.
