This report provides a broad but by no means an exhaustive, survey of federal statutes and regulations that specifically refer to race, gender, or ethnicity as factors to be considered in the administration of any federal program. Such measures may include, but are not limited to, goals, timetables, set-asides, and quotas, as those terms are generally (however imperfectly) understood. Based on several searches of LEXIS/NEXIS and WESTLAW legal databases, and a variety of search strategies, the compilation seeks to be as comprehensive as possible. With certain noted exceptions, the report collectively describes those statutes, regulations, or executive orders uncovered by our research which appear, in any manner, to prefer or consider race, gender, or ethnicity as affirmative factors in federal employment, in the allocation of federal contracts, or in granting any federal benefit to individuals or institutions. Several laws and regulations directed to “socially and economically disadvantaged” individuals and institutions are included because, as more fully explained by the report, that term has been defined administratively and by statute to presumptively apply to specific racial and ethnic minorities.

A letter report issued by the General Accounting Office with an abstract that begins "Evidence from the medical literature shows that a variety of frequently used dietary supplements marketed as anti-aging therapies can have serious health consequences for senior citizens. Some seniors have underlying diseases or health conditions that make the use of the product medically inadvisable, and some supplements can interact with medications that are being taken concurrently. Furthermore, studies have found that products sometimes contain harmful contaminants or much more of an active ingredient than is indicated on the label. Unproven anti-aging and alternative medicine products also pose an economic risk to seniors. The Food and Drug Administration (FDA) and the Federal Trade Commission (FTC) have identified several products that make advertising or labeling claims with insufficient substantiation, some costing consumers hundreds or thousands of dollars apiece. Federal and state agencies have efforts under way to protect consumers of these products. FDA and FTC sponsor programs and provide educational materials for senior citizens to help them avoid health fraud. A letter report issued by the General Accounting Office with an abstract that begins "Pursuant to a congressional request, GAO reviewed the U.S. Postal Service's (USPS) electronic commerce (e-commerce) initiatives, focusing on USPS': (1) e-commerce initiatives that have been implemented or are being developed; (2) goals and strategies for the e-commerce area; (3) processes for approving these initiatives; and (4) expected performance and results to date related to e-commerce."

The grant supported four projects that involved professional development for teachers and enrichment programs for students from under-funded and under-served school districts. The projects involved long-term partnerships between Hampshire College and the districts. All projects were concerned with the effective implementation of inquiry-based science learning and its alignment with state and national curriculum and assessment standards. One project, The Collaboration for Excellence in Science Education (CESE), was designed to support research on the development of concepts in the physical sciences, specifically energy and waves. Extensive data from student interviews and written essays supported the neo-Piagetian hierarchical complexity theory of this area of conceptual development. New assessment techniques that can be used by teachers were also developed. The final report includes a full presentation of the methods and results of the research.
